Land Acquisition Policy – CONSPIRACY Against Farmers & MSMEs
January09, 2013

Smt Sumitra Mahajan, MP
Chairperson,
Parliamentary Standing Committee on
Rural Development

Copy to Honorable Dr. Manmohan Singh,
Prime Minister of India

Respected Madam,
I am thankful to shri Ajay Jhakhar of BKS for organizing event on Land Acquisition Policy/ Bill and let us find out and EXPOSE Grand Conspiracy Under Your Chairmanship to let farmers exploitation go on as usual. MSP of Wheat and Rice was Under Check toSuppress Farm Land Prices and force 'Distress Sale of Farm Lands in Mineral Rich Poor States.'

Per Capita Income – Farmers $200 – Non Farmers $4860

When India achieved independence Farming Accounted for 90% of India GDP and 95% people were dependent on farming – this figure now stands at just 10% farming contribution to India GDP for 70% population. Thus per capita earnings of Indian farmers are barely$185b for 850m population or $200 per capita compared to $4860 for Non Farmers (2011).

Grand Conspiracy-1: - In last three years since Land Acquisition Policy and Bill is under considerations – There is Grand Conspiracy to keep MSP increases in Wheat and Rice to practically zero.

$700b GDP Growth – 700m Wheat & Rice Farmers Contribution $6b

Indian GDP growth was $1361b (2009) to $1848 (2011) to lets say 50% Growth in Three Years – MSP of Wheat and Rice grown by 80% of all farmers in India or around 700m population the increase of MSP was barely Rs.100 or 150 per quintal that didn't even cover for increase in prices of inputs to agriculture – even this was not implemented in most poor and backward states. Rough calculation – 200m tones x $30 per tone = $6b

Ø      When India GDP Growth is $700b in Three Years – 700m Wheat & Rice Farmers didn't get even $6b – or not even 1%.

Grand Conspiracy-2: - 850m Farmers though ten of millions are highly qualified were kept out of Industrialization – Agro Industries and MSMEs.

Ø      A village In Punjab produces 2000 Tonnes of Wheat & Rice (27m tones /12000 Village), 800 tonnes of Milk (10million Tonnes Milk) – why can't Farmers Store his own produce – Mill Rice, Grind Wheat and Process Milk in their villages and realize Twice More Income?

Ø      FARMERS OWN STORAGE- PROCESSING IS ECONOMICAL.
Grand Conspiracy-3: - Farmers in Mineral Rich states were denied Farm Credits, Agro Industries, MSMEs, Electricity, Irrigation, Roads, Public Services, Education etc to keep them poor and weak – Crop Yields are very low – actual area under Irrigation is much lower as indicated in following table, Irrigated Area is generally multi-crop.

$50 Per Capita Per Hectare Income – Less For Un-irrigated Lands

Ø      Average Foodgrains Production in Mineral Rich States is 1240 kg per hectare – a Family of Five Earns just $250 per hectare or $50 per capita per hectare.

Area in million hectares, Foodgrains Production in Million Tonnes,
Yield in Kg.Hectare in 2009-10

Grand Conspiracy-4: - The Biggest of All Conspiracies was 60 million Poorest were deprived of their farm lands for few thousand rupees.

India has Minimum Wage Act – The Value of their land in mineral rich areas was not linked to Minimum Wages this would have ensured 'Social Protection' to the Displaced.

Grand Conspiracy-5: - In yet another Biggest Conspiracy Displaced Land Owners had no Share In Mega Projects and Factories – In fact even Individual Indians Don't Even Own 5% in such Projects and Listed Companies.
