दि आप आदिवासीयों और गरीबों पर भी इतना ही ध्‍यान रखें जितना कि आपने एलेक्‍स पॉल मेनन के लिए रखा तो ऐसी घटनाएं कम होंगी। नक्‍सलियों की ओर से मध्‍यस्‍थ की भूमिका निबाहने वाले प्रोफेसर जी हरगोपाल की यह बात इस पूरे अपहरण की अंर्तकथा बताती है कि आखिर आइएएस ही निशाना क्‍यों बना? नक्‍सलियों ने जगह ताडमेटला ही क्‍यों चुनी? स्‍थानीय मीडिया को इस बार नक्‍सलियों ने फटकने क्‍यों नहीं दिया। इस जैसे कई सवालों के जवाब प्रो जी हरगोपाल की उसी अपील में मौजूद है, जो सुकमा में पत्रकारों से की गयी।
लंबे अरसे से बस्‍तर में जो कुछ हो रहा है, उसे लेकर लगातार मामले सामने आते रहे हैं। यह अलग बात है कि उन्‍हें वो जगह नहीं मिली जो मिलनी थी। प्रभावितों को पीड़ि‍तों को वह इंसाफ या राहत नहीं मिली, जो मिलनी चाहिए थी। बल्कि इस मसले पर हुआ कुछ और ही। लगता है कि नक्‍सलियों ने इन्‍हीं बातों को याद रखा और मीडिया को घुसने नहीं दिया। मुझे दंतेवाड़ा में हुआ एक विरोध याद है। शायद नक्‍सलवादियों को इसके अलावा भी और बहुत कुछ याद रहा हो, जहां तटस्‍थ की भूमिका निबाहने के बजाय मीडिया के तुलनात्‍मक तौर पर प्रभावशाली पक्ष ने पक्ष विशेष के प्रवक्‍ता और मीडिया संरक्षक की भूमिका निबाही।
केंद्र से मिलने वाले अनुदान से चलने वाले नक्‍सल उन्‍मूलन अभियान के खर्चे का ब्‍यौरा किसी गैर सरकारी को सटीक कतई पता नहीं। पता चलने वाला भी नहीं है। मगर इस अभियान के नाम पर कई लोगों के अंदाज-मिजाज को बदलते सबने देखा। जिनके घर सूखा चना नहीं मिलता, वे स्‍कॉर्पियो जैसी चमकीली गाड़ि‍यों में फिरने लगे। गुपचुप तरीके से दान किये गये सरकारी पैसे ने दरअसल एक नयी सेना खड़ी कर दी, जो आगे चलकर सरकार के लिए ही गले की हड्डी बन गयी। अनुशासनविहीन, नेतृत्‍वविहीन भीड़ का कथित आंदोलन, जो वास्‍तव में सरकार समर्थित अभियान था, के रूप में जाना गया … और वे लोग जिन्‍हें पुनर्वास के नाम पर अजीबोगरीब कथित कैंप में लाया गया, वहां से बलात्‍कार की खबरें आतीं रहीं, बदसलूकी की बातें आतीं रहीं। वो सब जो यहां थे, वे आदिवासी ही थे, जिन्‍हें नक्‍सलियों के नाम पर पकड़ा गया। उनके निर्दोष ग्रामीण होने की बातें आती रहीं और सब कुछ ठीक है टाइप से गायब भी होतीं रहीं। मुठभेड़ों की पुलिसिया दास्‍तान भी कुछ ऐसी ही रही है। मगर इन सबके बावजूद ग्रामीणों और नक्‍सलियों में फर्क न पुलिस ने किया न ही सरकार ने। इस पर थोड़ा और सोचें तो यह भी समझ आता है कि ऐसा कोई फर्क नक्‍सलियों ने भी नहीं किया।
ताडमेटला जैसे कई गांव के गांव उजाड़ दिये गये। घरों को जला कर राख कर दिया गया। यह अलहदा सवाल है कि जिन पुलिस अधिकारियों ने अनूठी सोच दिखाते हुए जिन लोगों से यह जांबाजी करवायी, उसके बाद तो इस इलाके में नक्‍सलियों की मौजूदगी नहीं होनी थी। पर क्‍या उसके बावजूद नक्‍सलियों की मौजूदगी यह मानने को मजबूर नहीं करती है कि पुलिस ने यह इलाका और उन ग्रामीणों को नक्‍सलियों के पास ढकेल दिया? ग्रामीणों को यह समझने के लिए मजबूर किया कि नक्‍सली ही उनके ज्‍यादा हमदर्द हैं?
सरकार के नाम जारी चिट्ठी जो बजरिया मीडिया पहुंची, उसमें माओवादियों ने युवा कलेक्‍टर एलेक्‍स के लिए जिस शब्‍द का प्रयोग किया वो था, 'युवा दलित की चिंता नहीं है सरकार को' … उसके पहले किसी के दिमाग में यह बात नहीं थी कि वह अपहृत दलित है या सवर्ण। नक्‍सली इन शब्‍दों के साथ जो मैसेज दे रहे थे, वह एकदम साफ था।
क्‍या नक्‍सली इन सब मुद्दों को एक मंच देना चाहते थे? एक ऐसा मंच, जिस पर देश का विदेश का ध्‍यान चला जाए … और वो यह बता पाएं कि सरकार उन्‍मूलन के नाम पर क्‍या कर रही है … दूसरा यह कि आइएएस के अपहरण के एवज में उन लोगों को भी निकालने की कवायद हो, जिनसे सेंट्रल कमेटी का कोरम पूरा हो, जिसके अधिकांश सदस्‍य या तो पकड़े गये या मारे गये। सव्‍यसाची पंडा के लिए यह एक तीर से कई निशाने की तरह तो नहीं था? पर क्‍या यह एक ऐसा मुद्दा था कि सरकार को हद दर्जे तक किरकिरी का एहसास शिद्दत से हो जाए?
जैसा मुझे याद है वैसा ही कइयों को याद होगा, अपहरण के चौथे दिन तक रमन सिंह दहाड़ रहे थे कि नक्‍सली विकास विरोधी हैं और सरकार को दबाया नहीं जा सकता। फिर अचानक क्‍या हुआ? चल रहा अभियान थम गया। जो एजेंडे में नहीं था, काम कुछ उससे आगे बढ़ कर दिखने लगा। एजेंडें में कहीं भी यह नहीं था कि सरकार किसी को छोड़ेगी पर यह होते दिखने लगा। ब्रह्मदेव शर्मा के तीखे तेवर पर प्रदेश का शक्तिशाली मुख्‍यमंत्री यह कहते नजर आये कि मुझे कुछ नहीं कहना। उन्‍होंने सहयोग किया, उनका धन्‍यवाद। सरकार इलेक्‍टेड के चेहरे और सलेक्‍टेड के दिमाग से चलती है। आइएएस की फौज सरकार चलाती है और किसी भी सूरत में अपने आइएएस साथी का नुकसान बर्दाश्‍त नहीं कर सकती। मुश्किल है यह कह पाना कि अगर कोई आइपीएस शिकंजे में होता तो क्‍या सरकार वो करती, जो उसने किया या करना पड़ गया।
हाई पॉवर कमेटी बनी है। इसने काम भी शुरू कर दिया है। ब्रह्मदेव शर्मा के पास चार सौ ऐसे लोगों की सूची है, जिन पर उनका दावा है, जिनके वे मध्‍यस्‍थ हैं कि ये वे नाम हैं, जो बेगुनाह हैं और बेवजह जेल में डाल दिये गये हैं। यह हाइ पावर कमेटी ऐसे मामलों की जांच करेगी … और अपनी सिफारिशें देगी।
जो सैकड़ों जवान मारे गये, उनके परिजनों को सरकार क्‍या कहेगी … या कहीं ऐसा तो नहीं कि कहने लायक ही नहीं समझती … या उसके पास कहने के लिए ही कुछ नहीं है …

ओबीसी साहित्य के सिद्धांत और सिद्धांतकार

ओबीसी और ओबीसी साहित्य नए युग की नई अवधारणाएँ हैं। पर क्या प्राचीनकाल मंे ओबीसी के लोग नहीं थे? क्या न्यूटन से पहले गुरुत्वाकर्शण नहीं था? क्या गैलेलियो से पहले पृथ्वी गोल नहीं थी? सब कुछ था, सिर्फ दृश्टि नहीं थी। कोई नया षोध आएगा तो निष्चित रूप से उसके नए नामकरण की जरूरत पड़ेगी। लेकिन नए नामकरण के कारण उसकी विशयवस्तु की प्राचीनता अथवा उसके अस्तित्व के पुरानेपन को खारिज नहीं किया जा सकता है। ओबीसी के लोग भारत मंे पुराने हैं। उनका अलग सिद्धांत और मान्यताएँ रही हैं। उनके अलग विचारक और ग्रंथ भी रहे हैं। उनकी ब्राह्मणवादी संस्कृति से अलग नए ढंग की श्रममूलक संस्कृति भी रही है। बात सिर्फ उसे रेखांकित करने की है। भारत मंे ओबीसी के कई सिद्धांतकार हुए हैं। उन सभी सिद्धांतकारांे के सिद्धांत मिश्रित रूप से ओबीसी साहित्य का वैचारिक आधार है।

ओबीसी साहित्य के प्रथम मौलिक सिद्धांतकार कौत्स:
    डॉ. लक्ष्मण सरूप ने लिखा है कि कौत्स एक ऐतिहासिक व्यक्ति थे। वे एक आंदोलन के नेता थे जिनके दर्षन को भौतिक बुद्धिवाद से मिलता-जुलता कहा जा सकता है। कौत्स की चर्चा यास्क ने निरुक्त के प्रथम अध्याय के पन्द्रहवें खंड मंे की है। निरुक्त का यह अध्याय पूरी तरह से कौत्स के विचारों पर आधारित है। इससे साबित होता है कि कौत्स का समय यास्क से पहले था। पुरातŸवीय खोजांे, साहित्यिक संकेतों तथा ज्ञात ऐतिहासिक या राजनैतिक घटनाआंे की प्रासंगिक चर्चाआंे से प्राप्त सूचनाओं के आधार पर कहा जाता है कि यास्क का समय 600 ई.पू. के आसपास है। इसलिए कौत्स सातवीं षताब्दी ई.पू. या इसके पहले मौजूद थे। वे वरतंतु के षिश्य थे। वरतंतु बुनकर (तंतुवाय) परिवार से आते थे जबकि कौत्स का परिवार किसान (पहले के किसान आज के कुर्मी, कोयरी आदि हैं) था। इसीलिए दुर्ग ने ‘‘कुत्स’’ का अर्थ ‘‘कृशीवल’’ (किसान) किया है। जाहिर है कि किसानी और बुनाई का कार्य प्राचीन भारत मंे ओबीसी के लोग किया करते थे। इसलिए इसमंे कोई षक नहीं कि वरतंतु और उनके षिश्य कौत्स ओबीसी थे।
   
    कौत्स वेदविरोधी थे। वे सिर्फ वेदांे की मान्यता का ही विरोध नहीं करते थे, अपितु यह भी कहते थे कि वैदिक मंत्र अर्थहीन हैं। वे वेद को बकवास साबित करने के लिए अनेक युक्तियाँ दिया करते थे। यह दुर्भाग्य की बात है कि कौत्स का पूरा साहित्य आज उपलब्ध नहीं है। बावजूद इसके, उनका लिखा हुआ जो भी साहित्य मिलता है, उससे पता चलता है कि कौत्स ओबीसी साहित्य के प्रथम मौलिक सिद्धांतकार थे। निष्चित रूप से बुद्ध और कबीर से लेकर आधुनिक काल मंे फुले और अर्जक संघ तक के जो वेदविरोधी सिद्धांत हैं, उसकी बुनियाद कौत्स ने डाली है।
    कौत्स की वेदविरोधी विचारधारा को वेदवादियांे ने ‘कुत्सित’ विचारधारा कहकर खारिज किया है। आज हम ‘‘कुत्सा’’ का अर्थ निंदा या बुराई लेते हैं। हिंदी षब्दकोष मंे ‘‘कुत्सित’’ का अर्थ अधम या नीच है। निष्चित रूप से कुत्सन, कुत्सा, कुत्सित, कुत्स्य जैसे ओबीसी साहित्य के लिए अपमानजनक षब्दांे को हिंदी षब्दकोष से बाहर कर देना चाहिए। कारण कि ये षब्द ओबीसी साहित्य के संस्थापक सिद्धांतकार कौत्स और उनके पिता कुत्स को गलियाते हैं।

New Delhi, May 5: West Bengal Chief Minister Mamata Banerjee’s chat with Tamil Nadu Chief Minister Jayalalithaa was a delicious grab for shutterbugs at the Chief Ministers’ meeting on the National Counter Terrorism Centre (NCTC) on Saturday.
The two chief ministers were united in their strident opposition to the move to set up a NCTC, despite placatory remarks by Prime Minister Manmohan Singh in his inaugural speech. Singh defended the NCTC as well as Centre-state relations.
“It is not our Government’s intention in any way to affect the distribution of powers between the states and the Union that our Constitution provides,” the Prime Minister said.
Mamata was steadfast in her opposition. She told reporters during the break that there was no question of even forming a sub-committee when the entire idea of the NCTC was unacceptable. Jayalalithaa, almost as vociferous in opposing the NCTC, was, however, in favour of setting up a sub-committee to discuss ways in which the Centre and states can work together to tackle terrorism.
Mamata demanded nothing less than the withdrawal of the February 3 order of the Ministry of Home Affairs headed by P Chidambaram for setting up the NCTC. The Prime Minister should hold meetings with chief ministers to review the internal security, Mamata said.
On Saturday, Mamata was seated in the same front row seat as Gujarat Chief Minister Narendra Modi was at last month’s meeting of Chief Ministers. Modi had to squeeze his way through a middle row where he could exchange pleasantries with fellow Bharatiya Janata Party leader, Chhattisgarh CM Raman Singh, who is also a comrade-in-arms in opposing NCTC.
Meanwhile, at the imposing Vigyan Bhawan where the day-long meeting was being held, old equations were being strengthened and new ones seemed to be forming. So, when Modi met Bihar’s chief minister Nitish Kumar, the excitement was palpable even in the bureaucracy. Jayalalithaa’s meeting with her counterpart from Odisha, Naveen Patnaik, also caught their attention.
All of these leaders were close to what Modi put in no uncertain terms: roll back the NCTC.
Of course, it also was about brewing a political storm against the Congress-led United Progressive Alliance government than just complaining about subversion of the federal principle.
Host Chidambaram did not tire of stressing the need for an agency like the NCTC, and sought to convince the states that the NCTC will not intrude into their rights.
He cited similar organisations in the United States and Germany with overarching structures, and listed six premises on which NCTC will be based.
These are Centre-state shared responsibility; terrorists not recognising boundaries; infiltration from foreign countries; importance of technology; obligations to international community and avoiding the need for state anti-terror squads to work with multiple central organisations.
As the home minister attempted to explain the legal strands of NCTC, he perhaps overlooked the political mood of “federalism”.

नयी दिल्ली, पांच मई (एजेंसी) ममता बनर्जी ने एनसीटीसी के गठन को लेकर एकतरफा फैसला के लिए आज केंद्र पर जमकर बरसीं।
 
संप्रग के महत्वपूर्ण घटक तृणमूल कांग्रेस की नेता एवं पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने एनसीटीसी के गठन को लेकर एकतरफा फैसला करने के लिए आज केन्रद की भर्त्सना की। उन्होंने कहा कि प्रस्तावित एनसीटीसी उनके राज्य को स्वीकार्य नहीं है ।
ममता ने कहा कि गिरफ्तारी और जब्त करने के प्रस्तावित अधिकारों सहित राष्ट्रीय आतंकवाद रोधी केन््रद : एनसीटीसी : जैसी संस्थाओं के गठन से देश के संघीय ढांचे को नुकसान होगा । उन्होंने केन््रद सरकार से आग्रह किया कि वह एनसीटीसी के बारे में अपना आदेश वापस ले ।
उन्होंने कहा, '' यह दुर्भाग्यपूर्ण बात है कि इन संघीय सिद्धांतों का अपमान करते हुए केन््रदीय गृह मंत्रालय द्वारा राज्यों से पर्याप्त सलाह मशविरा किये बिना तीन फरवरी 2012 को सरकारी आदेश के जरिए एनसीटीसी का गठन किया गया । ''
ममता ने राज्यों के मुख्यमंत्रियों की बैठक में यहां कहा कि केन््रद ने ऐसे मामले में इस तरह का एकतरफा फैसला किया, जो राज्यों के अधिकार क्षेत्र में आता है । इससे केन््रद और राज्यों के बीच भरोसे की और कमी ही आएगी ।
एनसीटीसी के गठन के केन््रद सरकार के फैसले का पश्चिम बंगाल, मध्य प्रदेश, छत्तीसगढ, गुजरात और ओडिशा जैसे राज्यों ने विरोध किया है ।
केन््रदीय गृह मंत्रालय की ओर से जारी आदेश के मुताबिक एनसीटीसी खुफिया ब्यूरो के तहत काम करेगा और उसके तीन प्रभाग होंगे, जो सूचना एकत्र करने, विश्लेषण और कार्रवाई के लिए जिम्मेदार होंगे ।
खुफिया ब्यूरो की कोई विधायी जवाबदेही नहीं है इसलिए उसकी एनसीटीसी के जरिए गिरफ्तारी, तलाशी और जब्त करने के अधिकारों का दुरूपयोग करने का खतरा है ।
ममता ने कहा कि राज्य सरकारों की जानकारी और सहमति के बिना गिरफ्तारी, तलाशी और जब्त करने के अधिकारों सहित कोई भी केन््रदीय खुफिया एजेंसी हमें अस्वीकार्य है ।
उन्होंने मांग की कि राज्यों को पुलिस बलों के आधुनिकीकरण और खुफिया एजेंसियों को मजबूत करने के लिए विशेष तरीके से धन और अन्य लाजिस्टिक समर्थन दिया जाए । '' राज्य सरकारों के पास जो संसाधन हैं, सीमावर्ती इलाकों, बिना पहुंच वाले क्षेत्रों, वामपंथी उग्रवाद प्रभावित इलाकों, नदियों और तटीय इलाकों की समस्याओं से निपटने के लिहाज से नाकाफी हैं।''
ममता ने कहा कि बुनियादी ढांचा स्तर पर गंभीर कमियां हैं जो पुलिस और सुरक्षाबलों के लिए संचार, सडक, वाहन और उपकरण के मामले में कई वषो' की अनदेखी के कारण बडा रूप धारण कर चुकी हैं । '' मैं केन््रद सरकार से आग्रह करूंगी कि वह पश्चिम बंगाल को विशेष आवंटन मंजूर करे । ''
उन्होंने कहा कि पुलिस कार्रवाई और उसका कामकाज राज्यों का विशेषाधिकार होना चाहिए, जैसा संविधान में उल्लेख है । केन््रद और राज्यों के बीच अधिकारों और जिम्मेदारियों से किसी भी हालत में छेडछाड नहीं की जान चाहिए ।
ममता ने सुझाव दिया कि देश के आंतरिक सुरक्षा हालात की समीक्षा के लिए राज्यों के मुख्यमंत्रियों की बैठक नियमित रूप से होनी चाहिए ताकि आतंकवाद से मुकाबले में केन््रद और राज्य मिलकर व्यापक रणनीति बना सकें ।

जनसत्ता 5 मई, 2012: पहले कांग्रेस देश का रास्ता बनाती थी जिस पर लोग चलते थे। अब देश का रास्ता बाजार बनाता है जिस पर कांग्रेस चलती है। ऐसे वक्त में किसी नई 'कामराज योजना' के जरिए क्या वाकई कांग्रेस में पुनर्जागरण की स्थिति आ सकती है? कामराज योजना 1962 में चीन से मिली जबर्दस्त हार के बाद नेहरू का प्रभामंडल खत्म होने के बाद आई, जब चार उपचुनावों में से तीन में कांग्रेस की पराजय हुई थी और गैर-कांग्रेसवाद का नारा बुलंद होने लगा था। 1963 में तमिलनाडु के मुख्यमंत्री रहते हुए कामराज ने सरकार और पार्टी में जिस तरह पार्टी-संगठन को महत्ता दी, उसके बाद लोहिया के गैर-कांग्रेसवाद का नारा कांग्रेसियों को इस कदर अंदर से डराने लगा या कहें नेहरू का प्रभामंडल खत्म होने से कांग्रेस में ऐसा माहौल बना कि केंद्र और राज्यों में मिला कर, एक साथ तीन सौ कांग्रेसी मंत्रियों ने इस्तीफे की पेशकश कर दी। 
नेहरू ने सिर्फ आधे दर्जन इस्तीफे लिए। और उनमें भी लालबहादुर शास्त्री, मोरारजी देसाई और जगजीवन राम सरीखे नेता थे। जाहिर है, नेहरू दौर के बरक्स मनमोहन सिंह सरकार को देखना भारी भूल होगी। क्योंकि सरकार और पार्टी संगठन पर एक साथ असर डालने वाले नेताओ में प्रणब मुख्रर्जी के आगे कोई नाम आता नहीं। यहां तक कि मनमोहन सिंह भी पद छोड़ पार्टी-संगठन में चले जाएं तो चौबीस अकबर रोड पर उनके लिए अलग से एक कमरा निकालना मुश्किल हो जाएगा। क्योंकि मनमोहन सिंह का आभामंडल प्रधानमंत्री बनने के बाद बना भी और प्रधानमंत्री पद पर रहते हुए खत्म भी हो चला है। लेकिन यहीं पर सवाल सोनिया गांधी की कांग्रेस का आता है। और यहीं से सवाल तब के कामराज और एके एंटनी को लेकर भी उभरता है और कांग्रेस के पटरी से उतरने की वजह भी सामने आती है। 
असल में आम लोगों से जुड़े जो राजनीतिक प्रयोग आज मनमोहन सिंह की सरकार कर रही है वे प्रयोग कामराज ने साठ के दशक में तमिलनाडु में कर दिए थे। चौदह बरस तक के बच्चों को मुफ्त शिक्षा, मिड-डे मील और गरीब बच्चों को ऊंची पढ़ाई के लिए वजीफे से लेकर गरीबी रेखा से नीचे के परिवारों को मुफ्त अनाज बांटने का कार्यक्रम। कांग्रेस को पटरी पर लाने की अपनी योजना के बाद कामराज तमिलनाडु की सियासत छोड़ कांग्रेस को ठीक करने दिल्ली आ गए। 1964 में कांग्रेस के अध्यक्ष बने। और लालबहादुर शास्त्री के बाद बेहद सफलता से इंदिरा गांधी को प्रधानमंत्री पद पर बैठाने का रास्ता भी बनाया। जाहिर है, अब के दौर में सोनिया गांधी ने यही काम मनमोहन सिंह को लेकर किया। वरिष्ठ और खांटी कांग्रेसियों की कतार के बावजूद मनमोहन सिंह को न सिर्फ प्रधानमंत्री की कुर्सी पर बैठाया बल्कि प्रधानमंत्री पद को किसी कंपनी के सीईओ की तर्ज पर बनाने का प्रयास भी किया। कांग्रेस की असल हार यहीं से शुरू होती है। 
कामराज के रहते हुए इंदिरा गांधी ने 1967 में देश के विकास और कांग्रेस के चलने के लिए जो पटरी बनाई, आज मनमोहन सरकार की नीतियां उससे उलट हैं। इंदिरा गांधी ने राष्ट्र-हित की लकीर खींचते हुए जिन आर्थिक नीतियों को देश के सामने रखा उसके अक्स में अगर मनमोहन सिंह की आर्थिक नीतियों को रखें तो पहला सवाल यही खड़ा हो सकता है कि कांग्रेस के साथ उसका पारंपरिक वोट बैंक- पिछडेÞ, गरीब, आदिवासी, किसान, अल्पसंख्यक- क्यों रहे। 
इस स्थिति में विधानसभा चुनावों से लेकर दिल्ली नगर निगम में हार के बाद कांग्रेस में अगर एंटनी समिति की रिपोर्ट यह कहते हुए सामने आती है कि उम्मीदवारों के गलत चयन और वोट बैंक को लुभाने के लिए आरक्षण से लेकर बटला कांड तक पर अंतर्विरोध पैदा करती लकीर सिर्फ वोट पाने के लिए खींची गई और इन सबके बीच महंगाई और भ्रष्टाचार ने कांग्रेस का बंटाधार कर दिया, तो सवाल सिर्फ कांग्रेस संगठन का नहीं है बल्कि यह भी है कि सरकार की नीतियों का बुरा असर किस हद तक आम लोगों पर पड़ा है। कांग्रेस अगर सिर्फ पार्टी-संगठन की कमजोरी को हार की वजह मानती है तो वह अपने को भुलावे में रख रही है। 
सोनिया गांधी को समझना होगा कि कामराज योजना के बाद इंदिरा गांधी ने अपनी राजनीतिक पहल भी शुरू की थी और 1967 के दस सूत्री कार्यक्रम के साथ सरकार चलाना शुरू किया। कांग्रेस भी अपने पैरों पर खड़ी होती गई। इंदिरा गांधी का रास्ता सामाजिक ढांचे को बरकरार रखते हुए आम लोगों के लिए सोचने वाला था। इंदिरा गांधी ने जो लकीर खींची वह मनमोहन सरकार के दौर में कैसे खुले बाजार में बिक रही है, जरा नजारा देखें। जिस बैकिंग सेक्टर को मनमोहन सिंह खोल चुके हैं उस पर इंदिरा जी की राय थी कि बैंकिंग संस्थान सामाजिक नियंत्रण में रहें। वे आर्थिक विकास में भी मदद दें और सामाजिक जरूरतों के लिए भी धन मुहैया कराएं। जिस बीमा क्षेत्र को मनमोहन सरकार विदेशी निवेश के लिए खोल कर आम आदमी की जमा पूंजी को आवारा पूंजी बनाना चाहती है उसको लेकर इंदिरा गांधी की साफ राय थी कि बीमा कंपनियां पूरी तरह सार्वजनिक क्षेत्र में रहें। इसलिए बीमा क्षेत्र का राष्ट्रीयकरण किया गया।
कॉरपोरेट को लेकर जो उड़ान मनमोहन सरकार भर रही है उसे इंदिरा गांधी ने न सिर्फ जमीन पर रखा बल्कि देश के बहुसंख्यक लोगों के लिए पहले जीने का आधार जरूरी है इसके साफ संकेत अपनी नीतियों में दिए। उपभोक्ताओं के लिए जरूरी वस्तुओं के आयात-निर्यात तय करने की जिम्मेदारी   बाजार के हवाले न कर राज्यों की एंजेसियों के हवाले की। पीडीएस को लेकर राष्ट्रीय नीति बनाई। भारतीय खाद्य निगम और सहकारी एजेंसियों के जरिए सार्वजनिक वितरण प्रणाली चलाने की बात कही। उस दौर में अनाज रखने के गोदामों की जरूरत पूरी करने पर जोर दिया। 
अब जहां सब कुछ कॉरपोरेट और निजी कंपनियों के हवाले किया जा रहा है वहीं इंदिरा गांधी ने सहकारिता के जरिए जरूरी वस्तुओं को शहरी और ग्रामीण क्षेत्रों में बांटने की जिम्मदारी सौंपी। इंदिरा गांधी को इसका भी अहसास था कि आर्थिक ढांचे को लेकर अगर सामाजिक दबाव न बनाया गया तो निजी कंपनियां अपने आप में सत्ता बन सकती हैं। इसलिए उन्होंने एकाधिकार के खिलाफ पहल की। जबकि मनमोहन सिंह के दौर में सब कुछ पैसे वालों के लिए खोल दिया गया है। इंदिरा गांधी ने पैंतालीस बरस पहले देश की नब्ज पकड़ी और शहरी जमीन की हदबंदी की वकालत की। यानी कोई रियल एस्टेट यह न सोच ले कि वह चाहे जितनी जमीन कब्जे में ले सकता है या फिर राज्यसत्ता अपने किसी चहेते को एक सीमा से ज्यादा जमीन दे सकती है। किसी कॉरपोरेट घराने का एकाधिकार न हो इसका खास ध्यान रखते हुए भूमि सुधार कार्यक्रम का सवाल भी तब कांग्रेस में यह कहते हुए उठा कि खेती की जमीन को बिल्कुल न छेड़ा जाए, जंगल न काटे जाएं, बंजर और अनुपयोगी जमीन के उपयोग की नीति बनाई जाए। 
इतना ही नहीं, कांग्रेस पैंतालीस बरस पहले सरकारी नीति के तहत कहती दिखी कि किसानों-मजदूरों के लिए बुनियादी ढांचा तैयार करना जरूरी है। पशुधन के लिए नीति बनानी है और खेत की उपज किसान ही बाजार तक पहुंचाए इसके लिए सड़क समेत हर तरह के आधारभूत ढांचे को विकसित करना जरूरी है। लेकिन आर्थिक सुधार की हवा में कैसे ये न्यूनतम जरूरतें हवा-हवाई हो गर्इं यह किसी से छिपा नहीं है। अब तो आलम तो यह है कि मिड-डे मील हो या पीडीएस, आम आदमी के प्रति न्यूनतम जिम्मेदारी तक से सरकार मुंह मोड़ रही है। 
इंदिरा गांधी ने शिक्षा, स्वास्थ्य और पीने के साफ पानी पर हर किसी के अधिकार का सवाल भी उठाया। बच्चों को पोषक आहार मिले, इस पर कोई समझौता करने से इनकार कर दिया। जाहिर है, नीतियों को लेकर जब इतना अंतर कांग्रेस के भीतर आ चुका है तो यह सवाल उठाना जायज होगा कि आखिर कांग्रेस संगठन को वे कौन-से नेता चाहिए कि उसकी सेहत सुधर जाए। नेहरू से लेकर राजीव गांधी तक के दौर में कांग्रेस संगठन को लेकर सारी मशक्कत सरकार बनाने या चुनाव में जीतने को लेकर ही रही। 
पहली बार सत्ता या सरकार के होते हुए कांग्रेस को संगठन की सुध आ पड़ी है तो इसका एक मतलब साफ है कि सरकार की लकीर या तो कांग्रेस की धारा को छोड़ चुकी है या फिर कांग्रेस के लिए प्राथमिकता 2014 में सरकार बचाना है। यह सवाल खासतौर से उन आर्थिक नीतियों के तहत है जिनमें आर्थिक सुधार के 'पोस्टर बॉय' क्षेत्र दूरसंचार में सरकार तय नहीं कर पाती कि कॉरपोरेट के कंधे पर सवार हुआ जाए या देश के राजस्व की कमाई की जाए। एक तरफ 122 लाइसेंस रद्द करने के सुप्रीम कोर्ट के आदेश के खिलाफ सरकार कॉरपोरेट के साथ खड़ी होती है और दूसरी तरफ ट्राई पुरानी दरों की तुलना में दस गुना ज्यादा दरों पर नीलामी का एलान करता है। यही हाल खनन, कोयला, ऊर्जा, इस्पात और ग्रामीण विकास तक का है। लेकिन याद कीजिए, इन्हीं कॉरपोरेट पर इंदिरा गांधी ने कैसे लगाम लगाई थी और यह माना था कि जब जनता ने कांग्रेस को चुन कर सत्ता दी है तो सरकार की जिम्मेदारी है कि वह जनता का हित देखे। उसके लिए उन्होंने कॉरपोरेट लॉबी के अनुपयोगी खर्च और उपभोग, दोनों पर रोक लगाई थी। 
राष्ट्रीय वित्तीय संस्थानों को सामाजिक जरूरतों के लिहाज से काम करने का निर्देश दिया था। पिछड़े क्षेत्रों में विकास के लिए राष्ट्रीय शिक्षा और स्वास्थ्य संस्थानों से लेकर ऐसा आधारभूत ढांचा खड़ा करना था जो अपने आप में स्थानीय अर्थव्यवस्था विकसित कर सके। इतना ही नहीं, अब तो सरकारी नवरत्नों को भी बेचा जा रहा है। जबकि इंदिरा गांधी सार्वजनिक क्षेत्र को ज्यादा अधिकार देने के पक्ष में थीं, जिससे वह निजी क्षेत्र की प्रतिस्पर्धा में टिक सके। 
और तो और, जिन क्षेत्रों में सहकारी संस्थाएं काम कर रही हैं उन क्षेत्रों में कॉरपोरेट न घुसे इसकी भी व्यवस्था की थी। विदेशी पूंजी को देसी तकनीकी क्षेत्र में घुसने की इजाजत नहीं थी, जिससे खेल का मैदान सभी के लिए बराबर और सर्वानुकूल रहे। मुश्किल यह है कि राहुल गांधी के जरिए युवा वोट बैंक की तलाश तो कांग्रेस कर रही है लेकिन सरकार के पास देश के प्रतिभावान युवाओं के लिए कोई योजना नहीं है। 
इंदिरा गांधी ने 1967 में कांग्रेस के चुनावी घोषणापत्र में युवाओं के लिए रोजगार के रास्ते खोलने के साथ-साथ उन्हें राष्ट्रीय विकास से जोड़ने के लिए स्थायी मदद की बात भी कही और सरकार में आने के बाद अपनी नीतियों के तहत देसी प्रतिभा का उपयोग भी किया। लेकिन मनमोहन सिंह के दौर में प्रतिभा का मतलब आवारा पूंजी की पीठ पर सवार होकर बाजार से ज्यादा से ज्यादा माल खरीदना है। ऐसे में प्रश्न उठता है कि आखिर कांग्रेस पटरी पर लौटेगी कैसे, जब सरकार भी वही है और सरकार की नीतियों को लेकर सवाल भी वही करने लगी है।

*      Faced with the challenge of eliminating untouchability that is still prevalent in several rural areas of the state, the Tamil Nadu government has decided to increase funds for development works as an incentive for villages which do not practise it.
*       
The amount has been raised from Rs 2 lakh to Rs 10 lakh, which will be awarded to one village in each of the state's 31 districts, said Adi Dravidar and Tribal Welfare Minister N Subramaniam in the Assembly on Friday. The money is used to undertaking development works.
 
Even though the state boasts of being at the top in terms of industrial development, the scourge of untouchability continues to exist in Tamil Nadu, especially in the rural areas. At some places, there still are two-tumbler system where the upper and lower castes are served in different vessels at tea shops while at other places there are fences and walls built by caste Hindus to physically separate them from the "lower" castes.
 
At some other places, Dalits are not allowed to travel on vehicles while taking certain interior roads — they have to get down from their bicycles or two-wheelers and push it through.
 
The most recent case was that of the 'untouchability wall' at Uthapuram village where a wall built between caste Hindus and Dalits stood for nearly two decades.

Dalits demand action against MLA, his son

A protest was organised by dalits under the aegis of Dalitha Girijan and Mahila Sanghaala Ikya Vedika at the Collectorate here on Friday demanding criminal action against Elamanchili MLA UV Ramana Murty Raju and his son U. Sukumara Varma for their alleged cheating and corrupt practices to siphon off funds meant for welfare of Scheduled Castes.
 
In a memorandum addressed to the District Collector, the Vedika leaders alleged that the duo had indulged in cheating and corrupt practices that were detrimental to the interests of SC s by 'looting' the government subsidy in the names of unskilled labourers. They said that this was brought to light in the report of the Vigilance and Enforcement Department.
 
The signatories to the memorandum included the president of SC/ST Hakkula Parirakshana Sangham Bayye Mallayya, MRPS district president A. Kondababu, Visakha Mahila Vedika representative K. Kusuma and Akhila Bharata Dalita Hakkula Samakhya convener Kottapalli Venkataramana.

Manual scavenging still continues in Tumkur

Even though manual scavenging was banned in Karnataka in 1970, the inhuman practice is still being followed in Tumkur by Dalits.
 
Though Tumkur has underground drainage, many toilets in Upparahalli, Chennakeshavanagar, Nazarabad, Shanthinagar, Goods Shed Colony, N.R. Colony and Santhepete are not connected to the drainage system.
 
Each toilet has an individual soak pit in which waste gets collected and at regular intervals, labourers are engaged to manually clean the soak pit.
 
There are more than 100 manual scavengers in Tumkur. Usually two people are engaged to clean the soak pit and each of them is paid a maximum of Rs. 250. Most of those who are engaged in manual scavenging are are pourakarmikas or construction workers who do this work to earn some extra money.
 
Ganagappa (26) told The Hindu, "I have been working as a manual scavenger since my childhood. I was 12 years old when I started doing this work with my father."
 
He added that he cleans at least five or six soak pits each month, and that helps him earn his livelihood to take care of his three children and his family.
 
Ramakrishnappa (46) said , "I hate cleaning soak pits but there is no choice as my four children and wife are dependent on me."
 
He added that he is suffering from asthma, skin disease, nausea and loss of appetite because of his job.
 
The health of most people who are engaged in cleaning soak pits manually gets affected. There have been several instances of labourers being asphyxiated in the septic tanks. In the recent past, such instances have come to light in Kolar, Mangalore and Bangalore.
 
Joint secretary of the district unit of the Pourakarmikara Sangha K. Narasimharaju said that many people earn their livelihood by cleaning soak pits manually. The State Government must provide alternative jobs to such people before stopping them from doing it. And, it is necessary that a survey is conducted to find out exactly the number of people engaged in manual scavenging in the State, he said.
 
General Secretary of the district unit of Pourakarmikara Sangha N.K. Subramanya alleged that many families of labourers who were asphyxiated in soak pits have not been given compensation. It shows the apathy of the State Government towards labourers who died while cleaning soak pits manually, he added.

Beef festival: professors condemn booking of cases

Over 93 professors and scholars in the capital in a signed statement expressed shock over cases that were booked against former Osmania University professors Dr. P.L. Vishewaswara Rao, Dr. Kancha Ilaiah, Dr. Ansari and others over the beef festival, which was recently organised at Osmania University.
 
The professors from University of Hyderabad (UoH), English and Foreign Language University (EFLU) and Maulana Azad National Urdu University (MANUU) in a press release appealed to all the secular and democratic forces to condemn such actions.
 
"The beef festival on April 15 at Osmania University is an assertion of Dalit-Bahujan self respect and food culture. Nobody should force anybody not to eat what one wants to eat and nobody should force anybody to eat something that one doesn't want to eat. Preserving one's own food culture is democratic right of every individual. We oppose any attempt that thwarts this democratic freedom," they said in the press release.

Caste certificates issued without vigilance reports invalid: Court

More than 35 lakh persons across the state belonging to various reserved categories may have to get their caste claims re-validated. The Bombay high court, on Friday, held that the caste validity certificates issued to them were invalid in the absence of vigilance reports. A division bench of justice AM Khanwilkar and justice Niteen Jamdar held that the Caste Scrutiny Committees set up to examine caste claims are required to refer every claim to their respective Vigilance Cells and could not have validated any caste claim without the vigilance report.
 
However, the high court has stayed the operation of the judgment for 10 weeks, after the state government sought time to approach the apex court.
 
The landmark ruling has cast a shadow over the term of several candidates elected to civic bodies across Maharashtra, as the court has held unconstitutional the very composition of the 33 Temporary Caste Scrutiny Committees. The committees, one for each district, were set up specifically for speedy settlement of caste claims of persons who wished to contest the recently concluded civic polls across the state. These committees issued more than 27,000 validity certificates within a day or two.
 
Around the time of the polls, several petitions were filed in the high court questioning the caste certificates. Petitioners in one group had challenged the constitutional validity of the 33 specially constituted Caste Scrutiny Committees, whereas another group had questioned the validity of the certificates issued by these committees.
 
Sugandh Deshmukh, counsel for the petitioners, had argued that Caste Scrutiny Committees are required to refer every matter to the Vigilance Cell in view of guidelines laid down by the Supreme Court (SC). He challenged the validity of the 33 committees contending that their composition was not as per the guidelines laid down by the SC and therefore their composition itself was unconstitutional.
 
However, special counsel for state government, VA Gangal, argued that in 2001, the state government enacted a legislation governing validation of caste claims and therefore, the guidelines laid down by the SC would not apply. The advocate argued that as per the legislation, Caste Scrutiny Committees are not required to refer every matter to Vigilance Cell.

Millions of Emails Disappear in India

    It is extremely difficult for me to correspond with more people who belong to various groups on the Internet. So I have to avoid joining any groups listed on LinkedIn, Facebook, etc, in spite of many invitations that I get from important persons. I cannot even give my true profile on the Internet because other people just wont believe in the facts about me and my abilities. 
 
    For many years, my emails have been blocked regularly by the mail servers at the behest of agencies controlled by the Indian and foreign governments. The access to my websites on Health is also being blocked by many search engines. My scientifically valid ideas and theories on Health and Nutrition are being opposed by the Health Departments and Universities of many countries, as my ideas and theories are unacceptable to the followers of the established systems of medicine, which still seem to propagate the belief in illogical miracles of spiritual and pseudo-scientific types. My ideas and theories are considered a threat to the established systems of medicine.
 
    Let the world know that for some months millions of emails have disappeared, as they have been deleted by the Mail Servers on the illegal orders of the panicky UPA Government in India, which has become highly unpopular all over the country. How can the Internet users in India correspond with others when we don't know which of our emails have vanished?
 
    I am already losing a lot of sleep and getting frustrated due to my inability to correspond regularly with others. Corresponding with more people belonging to any discussion groups would mean greater loss of sleep and that would be bad for my health. Many times, I am not able to connect to the Internet for even one or two days to send and receive emails. 
 
    When my emails are being blocked and deleted, I cannot cope with any increase in my correspondence. So, I have been actually trying to unsubscribe from some groups who have been sending unnecessary messages to me in spite of my asking them to stop sending them.
 
I Require More Time for
New Experiments on Health
 
 
    After searching unsuccessfully for about 4 decades, it was by fluke 16 months back that I was able to find one ingredient for a good dentifrice that not only cleans the teeth very efficiently, but it also makes them sparkle. When I used it for the very first time, I found that my teeth had become so clean and smooth that I often licked the teeth with my tongue to make myself feel sure about what had happened to my teeth. I could not believe that there would be such a great change in my teeth just by brushing them once!
 
    In a few days more, I found out another ingredient, which also cleans the teeth and makes them sparkle, but it is much more useful because it does the work without causing any damage to the enamel physically or chemically. I just had to combine the two ingredients in correct proportions to make an ideal dentifrice for my own use.
 
    Surprisingly, for the dentifrice based on my formula, the cost of ingredients is only about one rupee or two rupees per month for one person. It seems clear that no manufacturer of dentifrices knows any formula like mine, otherwise there would have been much cheaper non-toxic toothpastes available in the market, which could clean the teeth very effectively and efficiently. 
 
    Since I started using the new dentifrice, discovered by me 16 months back, there are no signs of any harmful side effects like pain in the teeth or the bones of jaws, neck, shoulders and head, as it happens due to the toxic effects caused by the regular use of most of the toothpastes that contain fluoride. When the dentifrice based on my formula is used at night, it does not cause any sleeplessness, as it happens after the use of many toxic toothpastes.
 
    After using the new dentifrice based on my formula, my stamina has increased a great deal. Even though I am nearly 70 years old, I feel like singing and dancing due to the great improvement in my health!
 
I may set a World Record in Singing
 
    The health of my mouth and throat has improved dramatically especially in the last 3 months. I am  able to sing clearly and melodiously in the range of about 7 or 8 octaves, which may be a world record. Many times, I can clearly sing in a voice thinner than that of a child, which is the range of the soprano and falsetto singers.
 
    My usual voice during singing is baritone or between bass and  tenor. I can sing in a heavy bass voice, the booming baritone voice of a college student, the tenor voice, the ringing voice of a school child, and also in vibrato or wavering voice. Sometimes, even when my voice cracks during singing, I am usually still able to sing in a funny screeching voice, as the words can be heard quite clearly! 
 
    My relatives and acquaintances had been laughing at the tall claims that I had been making about my research. Now they become astonished when they hear me singing in the octaves that are higher than that of a soprano or falsetto. They can no longer overlook my achievements, which are the results of my research on Health and Nutrition.  
 
    I have been refusing to give samples of my dentifrice even to my close relatives and acquaintances, as I do not wish to take the slightest risk of losing my claims over my discovery. I have not trusted even my nearest relatives who had asked for samples of the dentifrice for their own personal use. Though they got very annoyed at my refusal to give them samples of the dentifrice, and also got highly shocked over my lack of trust in them, I no longer care what my relatives think about my attitude. I don't know for how long my websites are likely to remain closed. I have to wait till I can find a new company that can host my websites properly.
 
    I wish to concentrate more on further Rejuvenation of my body and on my singing practice at this time. I may prove my claims about my singing record in the next few months, but I am not in a hurry, as I am engaged in experimenting with Rejuvenation Diets. I wish to improve my health and not to spoil it just for the sake of establishing any singing record.

छत्तीसगढ़ में नक्सलियों द्वारा अपहृत कलेक्टर की रिहाई हो चुकी है। राज्य की राजधानी में सरकारी दरवाजे पर मीडिया की भीड़ पिपली लाइव की तरह थी। इलेक्ट्रॉनिक मीडिया के बड़े-बड़े रिपोर्टर मामले को कवर करने आए। पल-पल की जानकारी मीडिया को दी गई। पूरा घटनाक्रम देशभर में सुर्खियों में रहा। लेकिन इस रिपोर्टिंग में कहीं सोनी सोढ़ी का नाम ठीक नहीं उछला। कलेक्टर को छोड़ने के बदले नक्सलियों ने जिन कैदियों के नाम की सूची सौंपी थी, उसमें सोनी सोढ़ी का भी नाम था। सोनी सोढ़ी को कौन नहीं जानता होगा। पुलिस ने सोनी को नक्सली होने के आरोप में गिरफ्तार किया। मीडिया के एक वर्ग ने सोनी के पक्ष में एक विशेष अभियान चलाया। इस घटनाक्रम में उन मीडिया संस्थान और कर्मियों का कर्कश कांव-कांव नहीं सुनाई दिया, जो सोनी सोढ़ी को महज एक निर्दोष शिक्षक होने के पक्ष में अभियान चलाकर कर उसकी रिहाई के लिए सरकार की नैतिकता को कमजोर कर रहे थे।

कई अखबारों में सोनी सोढ़ी के पक्ष में विशेष आलेख आए, पत्रिकाओं में कवर स्टोरी प्रकाशित हुई। सोनी सोढ़ी पर अत्याचार की मार्मिक रिपोर्टों ने दिल को झकझोर दिया। सोनी के हमदर्द बढ़ गए। सोनी जेल से भी मार्मिक पत्र लिख कर अपने समर्थकों का अपने पक्ष में हौसला मजबूत करती रही। अपने ऊपर अत्याचार की कहानी दुनिया को बताया। कहा कि वह नक्सली नहीं है। कोर्ट के सामने सरकार को हल्की-फुल्की शिकस्त मिली। फिलहाल सुप्रीम कोर्ट ने सोनी की मेडिकल जांच एम्स में कराने की अनुमति दे दी है। मीडिया की पूरी रिपोर्ट कलेक्टर की रिहाई को लेकर सरकार की पहल और वार्ताकारों की गतिविधियां व उनकी बातचीत पर केंद्रित रही। लेकिन इसमें एक महत्वपूर्ण बात गौण हो गई। कलेक्टर की रिहाई के बदले नक्सलियों ने जिन कैदियों को छोड़ने की सूची दी थी, उसमें सोनी सोढ़ी का नाम था।

जब सोनी सोढ़ी नक्सली नहीं महज एक शिक्षिका व सामाजिक कार्यकर्ता थी, उसके घर पर नक्सलियों ने गोलीबारी की थी, तब फिर वे भला एकाएक सोनी के हमदर्द कैसे बन गए? जानकार कहते हैं कि सोनी सोढ़ी हार्ड कोर नक्सली है। इसलिए पुलिस उसके पीछे हाथ धो कर पीछे पड़ी है। यह मुद्दा उठाने के पीछे हमारा मकसद यह कतई नहीं हैं कि सोनी सोढ़ी के साथ पुलिसिया अत्याचार का समर्थन किया जा रहा है। पुलिस ने जो वीभत्स ज्यादती सोनी के साथ की, वह निंदनीय नहीं दंडनीय है। सरकारी तंत्र द्वारा किसी महिला की योनी में कंकड़ डाल कर प्रताड़ित करना सभ्य समाज का उदाहरण नहीं है। पर सोनी के पक्ष में मीडिया के एक वर्ग की एक पक्षीय रिपोर्टिंग उस उसी मीडिया के साख पर बट्टा लगाता है, जिससे हम भी शामिल हैं। कलेक्टर की रिहाई के के बदले जिन नक्सलियों को रिहा करने की सूची जारी हुई, उसमें सोनी का नाम स्थानीय मीडिया में तो रहा। लेकिन नेशलन मीडिया में कहीं दिखा नहीं। सोशल मीडिया में भी कुछ नहीं मिला। नक्सलियों पर सरकारी अत्याचार की घटना से मानवाधिकार के पक्षधरों का दिल तो रोता है, लेकिन जब वहीं नक्सली जनता और जवानों की नृशंसा से हत्या करते हैं, तब वे खामोश हो जाते हैं, क्या उन्हें मालूम नहीं है कि उन्हीं नक्सलियों में सोनी सोढ़ी भी है।

Milieu makes the mood; if you are rooted in Calcutta and West Bengal, it would be impossible for you to escape the gloom and apprehension rending the air. It would be equally difficult to evade the onus of co-authoring the circumstances that have led to the present state of affairs.
The Left Front — or maybe the Communist Party of India (Marxist) or maybe the party's state leadership — took, during the seventh term of the front's regime in the state, certain decisions and condoned certain activities which totally alienated important sections of people. The regime, besides, was patently inefficient. One reason for this was its over-dependence on party hacks who lacked even the minimum competence. The ambience bred both sycophancy and corruption. Nepotism grievously impaired the working of thepanchayats, with the result that what was initially considered to be the bastion of Left strength turned into a noose round its neck. The bush telegraph works with expedition in the countryside; disaffection spread like wildfire.
Come poll time 2011, large groups of voters did not care for whom they were voting as long as they were voting against the Left. The lady whom the Time magazine has now canonised was biding her time; that moment arrived. She had been relentlessly campaigning against the Left and its ideology and praxis for years on end. She was at the spot whenever and wherever the Left or its government, whether purposely or absentmindedly, happened to do something that hurt the sentiments of the people; she would organize, pronto, massive protests. She had a kind of charisma which captivated the lower echelons of society, which in turn evoked the admiration of upper middle-class categories. Ensuring that the vote against the Left did not get dissipated, all these sections solidly opted for the candidates picked by the lady. Even segments of the electorate representing, so to say, the literati swelled this crowd. Few, very few, were interested in digging into the lady's antecedents. She was vowing to demolish the CPI(M) and vindicate the people's will; she was promising to restore democratic norms and the rule of law; she dripped sincerity; there was apparently no reason not to take the contents of her poll manifesto at their face value.
The lady annihilated the Left. The literati rejoiced. Euphoria took over. Once she had accomplished the big miracle, the sequels, it was taken for granted, were bound to follow. Law and order would return to the state. Snatchings, killings, odious offences against women would stop. Nepotism would vanish in the educational sphere and merit would once again prevail over mediocrity. The panchayats and civic bodies would be rid of big and small corruption, farmers would begin to get fair prices for their crop, factories would reopen, even if it would not quite be the ushering in of the ethereal season of milk and honey, it would at least be a modest version of it.
Destroying the Front, especially the CPI(M), was in any case the common objective of a wide spectrum. The ruling party at the Centre nurtured a deep anathema for the CPI(M), the central leadership of which had proved to be an infernal nuisance. Here was a golden opportunity to discomfiture that beastly party. The Congress mobilized all its resources to help the lady, streetfighter par excellence, who in fact, not long ago, was very much in the parent party. Big business was known in the pre-poll weeks to have invested generously for the lady; its rationale for backing her was nothing very specific, simply that the inordinately long reign of a communist formation in a strategically important part of the country was thought to be bad for the health of industry and commerce. Extraordinarily enough, poll-eve support for the lady was not lacking from the far-out Left either. Not just the Maoists, several Naxalite and neo-Naxalite factions also devoutly wished for the electoral defeat of the CPI(M) for what they judged to be its unforgivable betrayal of the revolutionary cause and its evident endorsement of the capitalist path of development. If this Rosa Luxemburg of the Right was the appropriatedeus ex machina to achieve the purpose in view, there should be no holding back from offering her some, if not material, at least symbolic, support. The attitude of these stray groups was not far different from that of a substantial number of ordinary householders who were till then habituated to think of themselves as integral constituents of the Left mainstream, but who, on this occasion, were determined to give the Left Front leadership a hiding so that it learned the lesson and returned to good behaviour.
The events of the last few weeks, with the new administration in the state, and particularly its chief minister, on the rampage, have been a rude awakening. A great many among those who rooted for the lady are scandalized; they have not been at all prepared for this kind of denouement of the dream they dreamt barely a year ago. Once more they are having recourse to the modus operandi they chose when they were protesting against the Left Front: rallies, processions, signature campaigns, television interviews, poster exhibitions, songs and poetry writing, street corner skits. Restoring democracy and the rule of law, resisting authoritarianism, opposing one-party hegemony in the educational field, asserting the people's right to read what they like and write and speak what they have in their minds — these and similar other incantations are choking the concourse.
Pardon the impertinence, but are not the protestors back in the streets really paying for their own naiveté? They were under no compulsion to vote for the lady. They nonetheless did, for their own reasons and without taking into account the likely consequences. If she is now reckoned to be failing them, that is no business of hers, but of those who voted in the manner they did.
The literati would presumably express surprise at the statement. The lady had promised certain things, they would post the complaint, which she is now disavowing in a flagrant manner. Is this though not precisely where their blunder lies? They did not bother to do some elementary research into her bio-data. From the very beginning of her career, the lady had been contemptuous of the dividing line between fact and presumption. She has over the years trained herself to make the most outrageous statements and proceed as if these were beyond challenge. In other words, she has never owned responsibility for her words. One of her major capital assets is her dogged will to succeed in life. She has been unhesitant to cut whatever corners it was expedient to cut in the pursuit of this goal. The so-called moral issue has never detained her. Perhaps even as late as today, she is unable to understand why all that fuss was created over her bogus doctorate from a non-existent American university. Her pre-poll pledges last year were for the birds; she does not lose any sleep on account of her lightheartedness.
Make no mistake though, she has one basic loyalty. That is to her primal constituency, the formidable army of lumpens made up of the various underclasses in Calcutta and across the state; slum dwellers leading a wretched existence under the most unsanitary conditions and with uncertain, often shady, means of livelihood, laid-off workers out of a job for years on end, petty office-goers and teachers of diverse academic streams who are convinced society has been deliberately unfair to them, second or third generation migrants from what was once East Pakistan barely scraping a living and unable to get reconciled to their immiserized conditions, the multitude of frustrated youth who try to earn some money by hawking whatever they can lay their hands on, shirkers and lazybones, misfits and misanthropes of all descriptions and, finally, thugs and rowdies. A persistent feeling of hostility towards the system — any system — binds these elements together. Afflicted by a restless turbulence, they love to hate whomever they consider hate-worthy. This heterogeneity is instinctively against any organization or discipline. They, therefore, abhor organized political parties, which preach the necessity of long, united struggle to attain desired ends. The lady, reared by streetfighting, speaks a language and uses a vocabulary that bewitch them. She has an ample stock of foul abusive words to run down the organized Left. They roar in approval. The lady promises them the moon which, she assures, involves no pain; they just have to stand by her. They believe her because she is so much like them. They have sworn undying allegiance to her. She too is resolute never to disown their company, she is for them; they are for her. The freebies she is distributing are her way of requiting their love and loyalty.
True, about every political party in the neighbourhood believes in retaining a reservoir of lumpens. The services of these toughies are occasionally called for in delicate situations. But the party bosses generally feel somewhat bashful about the phenomenon and take care to keep the lumpen elements under cover. In the loose organizational structure the lady is experimenting with, things are the reverse: while this is a veneer of the bhadralok tribe here and there, the lumpens are to the fore, they are the lady's closest confidants cum advisers. They know, thanks to her, their kingdom has come and they would now get even with all those who, in the past, used to sneer at them.
There is possibly a little bit more. The run of her continuous successes in various political battlefields — mainly because of the current precarious state of being of the United Progressive Alliance government at the Centre — has convinced many of the lumpen brigade that she is no less than a goddess. The lady herself, symptoms suggest, has begun to half-believe in her divinity. The autocratic demeanour she is increasingly betraying lends credence to the surmise.
The arithmetic of the budget is no respecter of divinity. That apart, an administration cannot be run with any degree of efficiency by lumpens, or their proxies. The people of West Bengal cannot gauge the fate awaiting them in the coming days. But is the goddess of a chief minister herself sanguine what lies ahead of her?
