वित्तमंत्री की नींद क्यों उड़ी है

जनसत्ता 15 फरवरी, 2012 : वित्तमंत्री प्रणब मुखर्जी की नींद उड़ गई है। उनका कहना है कि जब भी वे सब्सिडी के बढ़ते बोझ के बारे में सोचते हैं, उनकी रातों की नींद उड़ जाती है। असल में, वित्तमंत्री ने चालू वित्तीय वर्ष के बजट में विभिन्न मदों (खासकर खाद्य, उर्वरक और पेट्रोलियम) में कुल 1.43 लाख करोड़ रुपए की सब्सिडी का अनुमान लगाया था, लेकिन रिपोर्टों के मुताबिक, इसमें लगभग एक लाख करोड़ रुपए की और बढ़ोतरी होने के आसार हैं। इससे प्रणब मुखर्जी की नींद उड़ी हुई है और उन्हें बुरे सपने आ रहे हैं।
प्रणब मुखर्जी पहले वित्तमंत्री नहीं हैं, जिनकी सब्सिडी के बढ़ते बोझ के कारण नींद उड़ी हुई है। उनसे पहले के वित्तमंत्रियों के लिए भी सब्सिडी एक दु:स्वपन की तरह रही है और वे अपनी चिंता का इजहार करते रहे हैं। खासकर हर आम बजट के पहले बिना किसी अपवाद के वित्तमंत्रियों का सब्सिडी-रोदन शुरू हो जाता है। यह वित्त मंत्रियों की सोची-समझी रणनीति का हिस्सा है। इसके जरिए वे एक तीर से दो शिकार करने की कोशिश करते रहे हैं। एक, सब्सिडी के बढ़ते बोझ का हौव्वा खड़ा करके उसमें कटौती के लिए माहौल बनाना और दूसरे, कटौती संभव न हो पाए तो कम से कम उसमें बढ़ोतरी के रास्ते बंद कर देना।
प्रणब मुखर्जी भी अपवाद नहीं हैं। आश्चर्य नहीं कि उनका बयान ऐसे समय में आया है जब नए बजट की तैयारियां जोर-शोर से जारी हैं। जाहिर है कि बजट से पहले वे बढ़ती सब्सिडी का हौव्वा खड़ा करके उसमें कटौती के पक्ष में माहौल बनाने की कोशिश कर रहे हैं। यही नहीं, इसके जरिए वे आने वाले बजट पर से बढ़ती अपेक्षाओं का बोझ भी कम करने की कोशिश कर रहे हैं। लेकिन इसका मतलब यह नहीं कि वे हर तरह की सब्सिडी को निशाना बनाने जा रहे हैं। असल में, उनके निशाने पर अमीरों और कॉरपोरेट को मिलने वाली सब्सिडी नहीं, बल्कि उनकी नजर किसानों को मिलने वाली उर्वरक और डीजल सब्सिडी, खासकर गरीबों की खाद्य सब्सिडी पर है।
इसका सबूत यह है कि पिछले दो बजटों में भी उन्होंने उर्वरक, पेट्रोलियम और खाद्य सब्सिडी को ही कटौती का निशाना बनाया था। उदाहरण के लिए, इन तीनों मदों में आम चुनाव के वर्ष 2009-10 में कुल सब्सिडी 1.41 लाख करोड़ रुपए थी, लेकिन सत्ता में आते ही 2010-11 के पहले बजट में उन्होंने सब्सिडी के मद में पचीस हजार करोड़ रुपए की कटौती करते हुए बजट में 1.16 लाख करोड़ रुपए का प्रावधान किया। यह और बात है कि 2010-11 के संशोधित बजट अनुमान में सब्सिडी बजट अनुमान से अड़तालीस हजार करोड़ रुपए बढ़ कर 1.64 लाख करोड़ पहुंच गई। लेकिन प्रणब मुखर्जी ने एक बार फिर 2011-12 के बजट अनुमान में इक्कीस हजार करोड़ रुपए की कटौती करते हुए 1.43 लाख करोड़ रुपए का प्रावधान किया, जिसके संशोधित अनुमान में फिर बढ़ कर 2.43 लाख करोड़ रुपए तक पहुंचने की रिपोर्टें हैं।
इससे साफ  है कि हर बजट में सब्सिडी में कटौती के बावजूद संशोधित बजट अनुमान में उसमें बढ़ोतरी हुई है, क्योंकि सब्सिडी के बजट अनुमान वास्तविकता से परे और बड़ी देशी-विदेशी पूंजी की वाहवाही लूटने के लिए पेश किए जाते हैं। गौरतलब है कि सब्सिडी में 'भारी बढ़ोतरी' के कोहराम बावजूद यह जीडीपी की मात्र तीन फीसद बैठती है।
लेकिन सबसे चौंकाने वाली बात यह है कि एक ओर गरीबों और किसानों को दी जाने वाली इस मामूली राहत को सब्सिडी और अर्थव्यवस्था की वित्तीय सेहत के लिए घातक बता कर निशाना बनाया जा रहा है। वहीं दूसरी ओर, हर बजट में बिना अपवाद के अमीरों और कॉरपोरेट क्षेत्र को दी जाने वाली लाखों करोड़ रुपए की छूट और रियायतों को सब्सिडी न कह कर प्रोत्साहन कहा जाता है और उसमें साल दर साल बढ़ोतरी होने के बावजूद वित्तमंत्री की नींद पर कोई असर नहीं पड़ता है।
तथ्य यह है कि वर्ष 2010-11 के बजट में अमीरों और कॉरपोरेट्स को आयकर, कॉरपोरेट टैक्स, सीमा शुल्क और उत्पाद करों में पांच लाख ग्यारह हजार छह सौ तीस करोड़ रुपए की छूट और रियायतें दी गर्इं। यह अकेले जीडीपी का छह फीसद से ज्यादा है।
इसका अर्थ यह हुआ कि जिस सब्सिडी से वित्तमंत्री की नींद उड़ जाती है, अमीरों और कॉरपोरेट्स को उसके कोई सवा दो गुने से भी ज्यादा की छूटों और रियायतों से उनकी नींद में कोई खलल नहीं पड़ता। मजे की बात है कि यह छूट अर्थव्यवस्था और विकास के लिए जरूरी मानी जाती है, जबकि गरीबों और किसानों को दी जाने वाली मामूली राहत, जिसका बड़ा हिस्सा कंपनियों और भ्रष्ट अफसरों, नेताओं, ठेकेदारों की जेब में जाता है, उसे अर्थव्यवस्था के लिए बोझ बताया जाता है। इसके बावजूद मजा देखिए कि जैसे ही वित्तमंत्री का बढ़ती सब्सिडी के कारण नींद उड़ने का बयान आया, नव उदारवादी आर्थिक सुधारों के समर्थकों और उनके सबसे बड़े मुखपत्र बन गए गुलाबी अखबारों को मौका मिल गया। 
प्रणब मुखर्जी को सब्सिडी के मुद्दे पर सख्ती बरतने और उसमें कटौती के सुझाव दिए जाने लगे। ऐसा लगा जैसे वित्तमंत्री से ज्यादा नींद तो गुलाबी अखबारों के संपादकों और आर्थिक सुधारों के पैरोकारों की उड़ी हुई है। उनके मुताबिक, 'अर्थव्यवस्था और देश के विकास' की राह में सबसे बड़ा रोड़ा बनी इन सब्सिडियों से पीछा छुड़ाने का अंतिम अवसर है, क्योंकि अगले साल चुनावी वर्ष का बजट होगा। उसमें प्रणब मुखर्जी पर लोकलुभावन घोषणाएं करने का दबाव होगा।

इसलिए इस बात के पक्के आसार हैं कि इस साल के बजट में वित्तमंत्री अपनी मानसिक शांति और नींद   के लिए एक बार फिर उर्वरक, डीजल और खाद्य सब्सिडी को कटौतियों का निशाना बनाएं। 
आश्चर्य नहीं होगा अगर इसकी शुरुआत उत्तर प्रदेश और गोवा विधानसभा चुनाव के लिए तीन मार्च को मतदान के तुरंत बाद पिछले दो-तीन महीनों से पेट्रोल और डीजल की कीमतों में रुकी वृद्धि की घोषणा हो जाए। साफ  है कि लोकतंत्र के भ्रम और चुनावों की मजबूरी न हो तो बजट से किसानों और गरीबों को मिलने वाली मामूली राहत का भी नामोनिशान मिट जाए। इस मजबूरी को खत्म करने के लिए ही सैद्धांतिक तौर पर अर्थनीति को राजनीति के दबावों से मुक्त करने की वकालत की जाती रही है। दूसरी ओर, चुनावी मजबूरी से बचने के लिए ही भाजपा नेता लालकृष्ण आडवाणी लोकसभा और विधानसभा चुनावों को एक साथ कराने पर जोर देते रहे हैं। 
लेकिन सवाल है कि यह जानते हुए भी कि बजट में सब्सिडी में कटौती के बावजूद वास्तविकता में उसमें बढ़ोतरी हो रही है, प्रणब मुखर्जी इतने परेशान क्यों हैं? असल में, वे इस सब्सिडी को लेकर उतने परेशान नहीं हैं, जितने खाद्य सब्सिडी को लेकर बेचैन हैं। उनकी नींद इस बात से उड़ी हुई है कि आने वाले बजट में प्रस्तावित खाद्य सुरक्षा कानून के मद्देनजर खाद्य सब्सिडी का बजट बढ़ना तय है। मोटे अनुमानों के मुताबिक, खाद्य सुरक्षा कानून के लागू होने की स्थिति में खाद्य सब्सिडी के मौजूदा साठ हजार करोड़ रुपए के बजट में कोई पचीस से पैंतीस हजार करोड़ रुपए की वृद्धि हो सकती है। 
हालांकि वित्तमंत्री ने राजनीतिक संकोच में यह खुल कर नहीं कहा है, लेकिन यह किसी से छिपा नहीं है कि वित्त मंत्रालय खाद्य सब्सिडी में इस 'भारी वृद्धि' को लेकर खुश नहीं है। सच यह है कि खाद्य सब्सिडी में वृद्धि के डर से खाद्य सुरक्षा कानून का खुद यूपीए सरकार के अंदर दबे-छिपे खासा विरोध हो रहा है। कृषिमंत्री शरद पवार तो अपनी नाखुशी कई मौकों पर खुल कर जाहिर कर चुके हैं। यही कारण है कि पिछले डेढ़-दो सालों में इस प्रस्तावित कानून को अमल में आने से रोकने और उसे कमजोर और सीमित करने की हर संभव कोशिश की गई है। हैरानी की बात नहीं है कि यूपीए-2 सरकार का खाद्य सुरक्षा का यह सबसे महत्त्वाकांक्षी कार्यक्रम पिछले ढाई सालों से विभिन्न मंत्रालयों-समितियों के खींचतान में फंसा रहा। 
इस दौरान इसे रोकने और कमजोर करने की भरपूर कोशिश की गई। इसके लिए सबसे अधिक खाद्य सब्सिडी के बजट में संभावित 'भारी बढ़ोतरी' को मुद्दा बनाया गया। यहां तक कि इसके खिलाफ एक व्यापक कुप्रचार अभियान शुरू कर दिया गया, जिसमें बहुत सोचे-समझे तरीके से खाद्य सुरक्षा कानून लागू होने के बाद खाद्य सब्सिडी के बजट में दो से तीन गुनी वृद्धि के आकलन पेश किए जाने लगे। सरकार के एक बड़े अफसर तो इसका बजट छह लाख करोड़ रुपए तक ले गए। 
खाद्य सब्सिडी में 'भारी वृद्धि' के इन काल्पनिक अनुमानों के पीछे असली मकसद वित्तीय घाटे में भारी बढ़ोतरी और इस कारण 'वित्तीय ध्वंस' का हौव्वा खड़ा करना था ताकि खाद्य सुरक्षा कानून को रोका और लटकाया जा सके। हालांकि इसमें नया कुछ भी नहीं है। इससे पहले भी ग्रामीण रोजगार गारंटी कानून और किसानों की कर्ज माफी के मुद्दे पर भी इसी तरह का अभियान चलाया गया था। इस बार निशाने पर खाद्य सुरक्षा कानून है। चिंता की बात यह है कि इस अभियान में प्रधानमंत्री के बाद अब खुद वित्तमंत्री भी शामिल हो गए हैं। 
दिलचस्प है कि खुद कृषि मंत्रालय के खाद्य और सार्वजनिक वितरण विभाग का अनुमान है कि इस कानून को लागू करने में मौजूदा बजट प्रावधान की तुलना में सिर्फ सताईस हजार करोड़ रुपए अधिक खर्च होंगे। यही नहीं, ज्यादातर तार्किक अनुमानों में इस कानून को लागू करने के लिए अधिकतम पंचानबे हजार करोड़ से लेकर 1.10 लाख करोड़ रुपए खर्च होने का आकलन है। यह रकम जीडीपी के 1.4 फीसद के आसपास बैठती है। सवाल है कि क्या खुद को दुनिया की एक बड़ी आर्थिक महाशक्ति के रूप में पेश कर रहा देश अपने भूखे लोगों के लिए दो जून के भोजन के लिए जीडीपी का 1.4 फीसद खर्च नहीं कर सकता है? 
सवाल यह भी उठता है कि क्या वित्तमंत्री की नींद कभी इस तथ्य से उड़ती है कि देश में सरकारी आंकड़ों के मुताबिक कोई तीस करोड़ से अधिक भारतीय ऐसे हैं, जिन्हें एक जून भी भरपेट भोजन नहीं मिलता? क्या उन्हें भी प्रधानमंत्री की तरह यह राष्ट्रीय शर्म महसूस होती है कि देश में कोई बयालीस फीसद बच्चे कुपोषण के शिकार हैं? क्या वित्तमंत्री को इस बात से बेचैनी होती है कि देश में कोई अठहत्तर फीसद लोग प्रतिदिन बीस रुपए से कम की आय पर गुजारा करने को मजबूर हैं? क्या उनकी नींद इस बात से भी उड़ती है कि आसमान छूती महंगाई के बीच आम आदमी कैसे जी रहा है? 
कहना मुश्किल है कि इन और इन जैसी अनेक कड़वी सच्चाइयों से वित्तमंत्री की नींद पर असर पड़ता है, लेकिन इतना तय है कि ये किसी भी संवेदनशील इंसान की नींद उड़ाने के लिए काफी हैं। गांधीजी ने कहा था कि कोई भी फैसला करने से पहले सबसे आखिरी पायदान पर खड़े आदमी की सोचो कि क्या वह उसके आंसू पोंछ पाएगा? क्या प्रणब मुखर्जी को गांधी की यह जंत्री याद है? बजट का इंतजार कीजिए।


DRUMS OF WAR



An alarming headline appeared in the English language Jerusalem Post February 8: “Washington Watch: banging the war drums.” The article below it, written by Douglas Bloomfield, president of Bloomfield Associates Inc., a Washington lobbying and consulting firm, noted that Israeli Prime Minister Benjamin Netanyahu, “who has a penchant for dabbling in American politics,” will be in Washington to speak March 3 at the annual policy conference of the American Israeli Political Action Committee (AIPAC) and meet with President Obama.

“Look for him to whip up the activists long schooled in lobbying for a get-tougher Iran policy,” wrote Bloomfield.
“They’ll take the message to Capitol Hill with enthusiasm.”
Bloomfield knows of what he speaks. He served nine years as AIPAC’s legislative director and chief lobbyist.
Last year’s AIPAC confab drew 10,000 delegates and guests - including 70 U.S. Senators and 270 members of the House of Representatives. This year a group calling itself Occupy/AIPAC plans to demonstrate outside the Washington Convention Center.
“If past performance is any indicator, Obama will tell the Israeli leader that sanctions are showing results and, along with diplomacy, should be given more time to work.” Bloomfield wrote. “Netanyahu will respond that the Iranians are not serious about diplomacy and use it only to stall while they go full speed ahead on their nuclear program. Obama will repeat assurances of ‘ironclad’ US support, and Netanyahu will dodge the president’s plea for patience and his request for advance notice.”
“It is no secret that senior American officials across the board distrust Netanyahu, believing he does not level with them, does not keep his commitments and is manipulative,” continued Bloomfield. “Israeli analysts suggest Netanyahu could decide to hit Iran during this election year, believing Obama would be reluctant to try to block him for fear of offending Jewish supporters. The window of political opportunity is wide open, in Netanyahu’s view.
“Republicans are trying to make support for Israel a wedge issue and are accusing Obama of being hostile to the Jewish state. They say his willingness to negotiate with the Iranians is a sign of weakness. The president has been in make-nice-to-Israel mode, effectively shelving any effort to revive peace negotiations, which pleases Netanyahu. The president’s assumption is that peace process progress is impossible, so why ruffle any feathers among Israel’s friends. Netanyahu has argued there can be no progress in peace talks until the Iran problem is resolved.
“If Netanyahu does decide to strike Iran this year, with or without US administration backing, Republicans could be expected to turn that into a campaign issue against the Democrats.”
At first glance it might seem strange for such a candid view of what the right wing Israeli government has in mind for the U.S. to appear in a conservative Israeli newspaper that supports the policies of Netanyahu’s Likud Party-led government. However, a kind of bravado often seeps into the paper’s coverage – a kind of transparency of motive and intent.
Prime Minister Netanyahu’s threats have more to do with challenging Washington than with actually attacking Iran, wrote Arkansas Times columnist Gene Lyons on Salon.com last week. He wrote, “When articles invoking the Holocaust and urging ‘creative destruction’ in Iran appear on the same day (Feb. 7) in the Washington Post, Wall Street Journal, Newsweek and Bloomberg News, a skeptical observer might be forgiven for suspecting a well-coordinated propaganda campaign.”
That is clearly what is afoot.
It is doubtful that the government of any other country in the world could so boldly inject itself in the internal affairs of the U.S. without being called to task. And this incursion comes at a critical and volatile moment in this country’s political life. Netanyahu and friends are not just “dabbling’ in our politics; this is a full court press.
Netanyahu’s mission in the U.S. will clearly have two objectives: to raise the level of threats against the government of Iran over its nuclear program and gain support for Tel Aviv’s continued hold on the occupied territories in the face of near complete international disapproval. There is widespread concern that Israel might carry out a unilateral military attack on Iran at some point between now and November, confident that Washington would not demur, this being an election year.
Asserting that an attack on Iran “could set the entire Middle East aflame,” Lyon wrote on Salon, “You’d think the Israelis, of all people, would recognize that threatening a people with death and destruction hardens their resolve. Yet the New York Times reports that Israeli Prime Minister Benjamin Netanyahu ‘told visitors that he believes the Tehran government to be deeply unpopular, indeed despised, and that a careful attack on its nuclear facilities might even be welcomed by Iranian citizens.’”
Needless to say, bombs over Bagdad didn’t bring cheering crowds into the streets, nor would bombs over Teheran. But of course, Netanyahu knows that.
“Assuming that the Israeli prime minister’s motives for threatening a unilateral Israeli strike against Iranian nuclear facilities are as reported - I suspect they are not,” continued Lyon. “To put it bluntly, it’s not so much the regime in Tehran that Netanyahu is keen to destabilize as the one in Washington. The question now is how far he’s willing to take it.”
Lyon went on to note that in his State of the Union speech, Obama, while reiterating his determination to prevent Iran’s getting nuclear weapons, “also expressed hope that international sanctions could lead to a peaceful resolution.”
“On cue, Washington Post columnist Richard Cohen called this ‘startlingly naïve.’ Only a fool or a Frenchman, the same pundit once opined, could doubt the existence of Saddam Hussein’s WMD. Bombs away!”
“Netanyahu appears to see an Obama second term as an impediment to further Israeli expansion into the West Bank … and has cast his lot with the Republican right,” Lyon wrote. He noted that the Israeli leader has made public appearances with such reactionary notables as Glenn Beck, “End Times” evangelist John Hagee and multibillionaire Las Vegas casino tycoon Sheldon Adelson, who has largely financed Newt Gingrich’s futile attempt to gain momentum in the Republican Presidential primary race and who has signaled that he is prepared to throw his weight and his dollars behind anyone in a relentless drive to defeat Obama.
Rob Kall, editor and publisher of OpEdNews.com, wrote last week that if there is any truth in the picture that people like Lyon draw of Israeli intent to jump into the U.S. Presidential election, “then progressives need to take action, particularly Jewish progressives. They (we) need to do a lot more to stand up in opposition to the right-wingers leading Israel. Democrats need help articulating a conversation that enables them to support Israel while opposing the hawkish, politically motivated threats and machinations purportedly about Iran, but practically, aimed against US Democrats.”
Interestingly, Bloomfield is clear on what is at stake in the threat of an attack on Iran. “Obama can expect to be accused of forcing Israel to attack by failing to stop the Iranian nuclear program, and blamed for any Iranian retaliation. War in the Gulf, even a brief one, will certainly cause a major disruption in oil supplies and a spike in fuel prices, and if Iran carries through on its threats to close the Straits of Hormuz, it could damage an already fragile global economy.
“America is vulnerable to Iranian retaliation because it has extensive assets in the region, including ships, bases, tens of thousands of troops and civilians and many American businesses. Retaliation against them would trigger a major American military response, sparking a wider war this country cannot afford.”
“The American public does not want another war in the Middle East, and President Obama will be blamed if one erupts, whether triggered by an Israeli attack or Iranian retaliation,” noted Bloomfield. “Republicans may criticize the president for cautioning against another conflict, but Jewish voters, who traditionally support Democrats 3:1, are not likely to shift to the GOP because it bangs the war drums loudly and wants to follow Netanyahu into battle with Iran.”

Quite clearly, there is a premeditated conspiracy working ceaselessly to provoke Iran into a war it neither wants nor will benefit from in any conceivable way, and upon failing to provoke Iran, provocations will be manufactured in their stead, as seen in the recently botched “plot to assassinate a Saudi ambassador on US soil,” later revealed to be a US sting operation involving DEA agents and a duped, entrapped patsy.
Now Israel is blaming two attacks on their own embassies, one in New Delhi, India and another failed attack in Tbilisi, Georgia, squarely on Iran.
There were only minor injuries reported in the New Delhi attack which was carried out in a similar manner to those targeting Iranian scientists in Iran – attacks now admittedly the work of Israeli Mossad agents and US-funded, armed, trained, and harbored Mujahedeen e-Khalq (MEK) terrorists.
Iran clearly has nothing to gain by bombing Israeli targets abroad, especially in nations like India where such an act would not only give the West the provocation it is on record trying to “goad” out of Tehran for years, but also one that would unsettle relations with India which would directly effect the conflict in Afghanistan festering on Iran’s eastern border.
Conversely, a non-lethal attack on Israeli targets gives the Wall Street-London-Tel Aviv corporate-financier elite the exact provocation they have been fishing for on record since at least 2009.
Reuters reports, “a bomb wrecked a car carrying the wife of the Israeli Defence attache as she was going to pick up her children from school.”
All the emotional plot points exist to manipulate public opinion against Iran, and behind a Western attack that has so far been perpetually stalled by a world increasingly irate over the West’s global warmongering.
The degree to which this likely stunt will be successful in serving as a pretext for war (or at least further escalation) for an axis that has been waging a campaign of terror against Iran for years remains to be seen.
This Wall Street-London-Tel Aviv axis has openly admitted they seek to provoke war with an unwilling adversary, and all three are experts at manufacturing provocations for otherwise unjustifiable acts of aggression.
Iran is an aggressive though not reckless nation – so says the US policy think-tank Brookings Institution in their own “Which Path to Persia?” report.
Iran does not lack an accurate understanding of global public opinion, evident in their English news service, PressTV. Should Iran choose to finally strike out against the West for their blatant and consistent acts of war, they would most likely do so with global public opinion in mind – likely excluding the possibility of targeting a mother on her way to pick up her children from school.
As in any crime, big or small, the first and most pressing question to answer is, “cui bono” or, “to whose benefit?”
An axis of Western powers desperately seeking a pretext for a war they’ve tried to start for years?
Or a nation desperately trying to avoid war, weathering constant and overt acts of aggression directed at their economy, infrastructure, civilians, military leaders, and politicians, only to end up bombing an Israeli mother on her way to pick up her children from school?
With this in mind, and with Iran squarely denying any responsibility for the attacks, the burden of proof lies entirely on Israel.

राष्ट्रपति प्रतिभा पाटिल के पुत्र एवं कांगे्रस विधायक रावसाहेब शेखावत को जिला कलेक्टर ने स्थानीय निकाय चुनाव होने के बीच अमरावती से एक करोड़ रूपये की बेहिसाबी राशि बरामद होने के सिलसिले में नोटिस जारी किया है। जिला कलेक्टर राहुल महीवाल ने बताया कि शेखावत के अलावा राज्य मंत्री राजेन्द्र मुलक, महाराष्ट्र प्रदेश कांगे्रस समिति के महासचिव गणेश पाटिल, शहर के कांगे्रस प्रमुख वसंतराव साउरकर, मुलक के निजी सचिव आशीष बोधनकर को बुधवार को नोटिस जारी किये गये।
उन्होंने कहा कि 21 फरवरी को सुनवाई होगी क्योंकि उनके वकीलों ने पांच दिन का समय मांगा है। जिला कलेक्टर राहुल महीवाल ने बताया कि शेखावत के अलावा राज्य मंत्री राजेन्द्र मुलक, महाराष्ट्र प्रदेश कांग्रेस समिति के महासचिव गणेश पाटिल, शहर के कांग्रेस प्रमुख वसंतराव साउरकर, मुलक के निजी सचिव आशीष बोधनकर को बुधवार को नोटिस जारी किये गये।

दूसरी ओर,  महाराष्ट्र नवनिर्माण सेना (मनसे) के प्रमुख राज ठाकरे और एक प्रमुख मराठी समाचार चैनल के खिलाफ आदर्श आचार संहिता का कथित रूप से उल्लंघन करने पर एफआईआर दर्ज की गई है।


रविवार को दो लोग एक कार से इस धन राशि को नागपुर से अमरावती ला रहे थे। यह राशि जब्त होने के बाद चुनाव आयोग ने जिला कलेक्टर और निगम आयुक्त से घटना की रपट देने को कहा है।

धन के बेहिसाबी होने के आरोपों से इंकार करते हुए शेखावत ने दावा किया कि यह धन स्थानीय निकाय चुनाव में वित्तीय रूप से कमजोर उम्मीदवारों के वितरण के लिए मंगवाया गया था।

शेखावत ने कहा, ''मैंने राज्य कांगे्रस समिति से 87 पार्टी उम्मीदवारों में वितरण के लिए धन मंगवाया था। उम्मीदवारों में अधिकतर महिलाएं एवं गरीब हैं। इसी के अनुसार एक करोड़ रूपये मेरे लिए भेजा गया था जो प्रति उम्मीदवार एक लाख रूपये के हिसाब से बांटा जाना था और शेष धन जिला कांगे्रस समिति के लिए था।''

भाजपा ने इस मामले में जिला अदालत में हस्तक्षेप के लिए कल याचिका दायर की थी।

पुलिस ने बुधवार को कहा कि 'स्टार माझा' समाचार चैनल पर मंगलवार रात राज ठाकरे का एक साक्षात्कार दिखाए जाने के बाद मंगलवार रात ही इस संबंध में एफआईआर दर्ज की गई क्योंकि कॉर्पोरेशन चुनावों के लिए चुनाव अभियान शाम को ही समाप्त हो गया था। इस संबंध में चुनाव ड्यूटी पर तैनात बीएमसी अधिकारी ने शिकायत दर्ज कराई थी। पुलिस के अनुसार, इस अपराध के लिए आरोपी को एक महीने का साधारण कारावास या दो सौ रुपये का जुर्माना या दोनों झेलना पड़ सकता है।

पुलिस उपायुक्त (डीसीपी) किशोर जाधव ने कहा कि आचार संहिता उल्लंघन करने पर आईपीसी की धारा 188 (विधिवत लोक सेवक द्वारा घोषित किए गए आदेश की अवज्ञा) के तहत राज ठाकरे, 'स्टार माझा' समाचार चैनल और इसके प्रतिनिधियों के खिलाफ मामला दर्ज किया गया।

मुंबई सहित महाराष्ट्र के 10 नगर निगमों के चुनावों के लिए गुरुवार को कड़ी सुरक्षा के बीच वोटिंग हुई। ठाणे, उल्हासनगर, पुणे, पिंपरी-चिंचवाड़, सोलापुर, नासिक, अकोला, अमरावती, नागपुर और मुंबई नगर निगमों के लिए वोट डाले गए। इन सभी नगर निगमों में कांग्रेस-एनसीपी गठजोड़, शिवसेना-बीजेपी-आरपीआई गठजोड़ और राज ठाकरे के एमएनएस के बीच त्रिकोणीय मुकाबला है। इन 10 स्थानीय निकायों में मतदाताओं की कुल संख्या 2.02 करोड़ है।

महाराष्ट्र में 27 जिला परिषदों व 305 पंचायत समितियों के नए प्रतिनिधियों के चुनाव के लिए मंगलवार कड़ी सुरक्षा व्यवस्था के बीच मतदान हो गया। मतदान शांतिपूर्ण तरीके से चल रहा है। गांवों व अर्ध-ग्रामीण क्षेत्रों में रहने वाली करीब एक-चौथाई आबादी नए प्रतिनिधियों का चुनाव करेगी। सुबह 7.30 बजे मतदान की प्रक्रिया शुरू हो गई। वैसे राज्य के ज्यादातर हिस्सों में सर्द हवाएं बहने के कारण मतदान केंद्र सूने नजर आए।



मुंबई नगर निगम की 227 सीटों के लिए कड़ी टक्कर है। यह नगर निगम कांग्रेस-एनसीपी गठजोड़ के लिए चुनौती है, जो इसे शिवसेना-बीजेपी गठबंधन से छीनना चाहती है।

गुरुवार की सुबह नागपुर में एक मतदान केंद्र पर इलेक्ट्रॉनिक वोटिंग मशीन में गड़बड़ी की शिकायत मिलने के बाद वहां मतदान रोक दिया गया। मुंबई में मतदान बिना किसी व्यवधान के हो सके इसके लिए पुलिस ने सुरक्षा के कड़े इंतजाम किए। महानगर के सभी मतदान केंद्रों पर 2,375 पुलिस अधिकारी और 20,000 पुलिसकर्मी तैनात थे।

Greece's crushing debt has exploded into a full-blown crisis, with the country on the precipice of the unthinkable: the default of a sovereign nation. Thanks Goldman Sachs.

Another Greek-based cargo ship and its crew was recently hijacked by Somalian pirates, costing the Greek owners an undisclosed amount in ransom.
Such ongoing acts of brazen piracy off the coast of Somalia have riveted the establishment media's attention. But the same news hawks have missed (or ignored) a much more brazen, longer-running and far larger robbery in Greece by Gucci-wearing thieves who are more sophisticated than common pirates -- but lack a pirate's moral depth.
I refer to -- who else? -- Wall Street financiers. Specifically, Goldman Sachs.
Goldman, a global financial conglomerate and America's largest banking fiefdom, is notorious in our country for its arrogant, anything-goes corporate ethic that is astonishingly avaricious, even by Wall Street's dissolute standards. The firm is villainous enough that it could be its own reality TV show, perhaps titled, "Bankers Behaving Badly." A few highlights:
-- During the past decade, Goldman's wizards were particularly inventive monkey-wrenchers, devising much of the investment gimmickry that enriched crafty Wall Streeters like them, even as it led to the wrecking of our economy.
-- In 2006, Goldman's CEO was considered such a whiz that he was elevated to treasury secretary and soon was handed the task of fixing the very economic mess he had helped create. His "fix" was the cockamamie, self-serving, multitrillion-dollar taxpayer bailout that did save Wall Street ... but has left our economy in shambles.
-- Rather than apologizing for their failures and using their bailout funds to rush loans to America's credit-starved businesses, Goldman's debauched financiers immediately went back to playing the same old global game of high-risk craps that caused America's crash, this time rolling the dice with the backing of our tax dollars.
-- Juiced by an infusion of federal funds, Goldman executives declared a profit this year and promptly lavished more than $16 billion in bonus payments on themselves.
-- To keep the fun rolling, Goldman is now lobbying furiously in Washington to kill regulatory and consumer bills that could rein in its destructive greed.
-- Moving from mere greed to naked narcissism, Goldman's current CEO, Lloyd Blankfein, has proclaimed that his bonus bonanza is warranted because he is "doing God's work."
Perhaps he was referring to one of the Greek gods. It turns out that, for the past decade, Goldman has also been practicing its ethical flimflammery in Greece, a nation long mired in a sea of debt.
In 2001, Goldman's financial alchemists formulated a scheme to allow the Greek government to hide the extent of its rising debt from the public and the European Community's budget overseers. Under this diabolical deal, Goldman funneled new capital from super-wealthy investors into the government's coffers.
Fine. Not so fine, though, is that, in exchange, Greek officials secretly agreed that the investors would get 20 years' worth of the annual revenue generated by such public assets as Greece's airports. For its part, Goldman pocketed $300 million in fees paid by the country's unwitting taxpayers.
The financial giant dubbed its airport scheme "Aeolus," after the ancient Greek god of the wind -- and, sure enough, any long-term financial benefit for Greece was soon gone with the wind. By hiding the fact that the government's future revenues had been consigned to secret investors, Goldman bankers made the country's balance sheet look much rosier than it was, allowing Greek officials to keep spending like there was no tomorrow.
Last month, however, tomorrow arrived. Greece's crushing debt has exploded into a full-blown crisis, with its leaders disgraced and the country on the precipice of the unthinkable: the default of a sovereign nation.
So, who is getting punished for the finagling of Greek politicos and Goldman profiteers? The people, of course -- just like here! Greeks now face deep wage cuts, rising taxes and the elimination of public services just so their government can pay off debts the people didn't even know it had. Meanwhile, Greece's financial conflagration is endangering the stability of Europe's currency and causing financial systems worldwide (including ours) to wobble again. All of this to enrich a handful of global speculators.

The confusion that reigned for the first few hours, on and fuelled by news television, after the Ahmedabad metropolitan magistrate’s order Wednesday Feb 15 afternoon on Zakia Jafri’s petition, would have been hilarious if the matter was not so sombre. Every reporter had a differing piece of information to offer, some contradictory; likewise, the lawyers for each side offered different interpretations of the order – from Jafri will get the already-controversial report of the Supreme Court appointed Special Investigation Team (SIT) Report to Jafri will not be given a copy of the report.
It’s not as complicated as it appears. Jafri and her co-petitioners – activists Teesta Setalvad and lawyer Mukul Sinha – had filed separate applications in Magistrate M.S. Bhatt’s court on February 9, a day after the SIT had submitted its report in a sealed envelope. There were two sets of applications: one seeking to obtain copies of the SIT report and the other objecting to the manner in which SIT had filed its report which the applicants argued was “not in compliance” with the SC’s September 2011 order.
On Feb 15 afternoon, the magistrate upheld the second set of applications in which Jafri and her co-petitioners had argued that the SIT had not complied with paragraph 9 of the SC order. The key part of this says SIT must “forward its final report, along with the entire material collected by it” which means all documents, case papers, annexures, recorded statements, investigation papers and the report filed by amicus curiae Raju Ramachandran – which together run into thousands of pages. This allows the magistrate – and at a later stage the petitioner and public – to read the findings in the report against the material/evidence they are based upon.
The magistrate stated that once this is done, on or before March 15, the court will “act according to law”. Only when the report is submitted in full will the magistrate formally decide on Jafri’s application for a copy; Setalvad and Sinha are not entitled to get copies because they have no locus standi in the case, the magistrate stated. Jafri will have to wait for the SIT to comply and submit all the documents relevant to the Gulbarg Society massacre of February 28, 2002, where her husband and Congress MP Ehsan Jafri was killed with 57 others by a violent mob.
Significantly, this means the question is when, not if, Jafri will get a copy of the SIT report. And, the phrase “act according to law” strengthens her plea because, under section 173 (2) (ii) of the CrPC, Jafri should get a copy of the report. She is the original complainant in the case, right from the police station, in the lower courts, the Gujarat high court and later in the Supreme Court.
Though the SIT submitted its report in a sealed envelope, information that immediately leaked out suggested that Gujarat chief minister Narendra Modi had been given “a clean chit” as “no prosecutable evidence” had been found against him. Jafri’s original complaint stated that Modi and 61 others be charge-sheeted for the Gulbarg Society massacre, one of the many areas attacked by raging mobs in the wake of the fire in two Sabarmati Express coaches, at Godhra railway station on February 27, 2002, that killed 59 people including kar sevaks returning from Ayodhya.
The magistrate today received another application from the petitioners seeking that he declare the contents of the SIT report, on the grounds that no document from an investigating agency can be termed confidential. The order on this application has been posted for February 29. If the order is in their favour, Jafri and others will know that day or thereafter if the SIT has, indeed, given a closure report – as widely speculated after the leaked contents – or recommended filing a charge-sheet and if so against whom, or sought time for further investigation.
Many in the legal community in Ahmedabad, not to mention sections of the BJP, are keen to amplify the strategic leak about the “clean chit” but has Modi really escaped being in the dock? In the Gulbarg Society massacre case, it will be prudent to wait for the magistrate to open the sealed envelope and make the report public. The focus on this case has eclipsed two other cases this month; Modi has been rapped twice in two weeks by the judiciary for the apathetic attitude shown by him and his government during and after the communal violence of 2002.
In a severe indictment of Modi, the Gujarat high court, last week, observed that the Gujarat government had failed during the 2002 violence and shown negligence in protecting citizens and religious structures. A petition filed in 2003 by Islamic Relief Committee seeking compensation for damaged religious structures had been opposed by the state, on the grounds that it had neither a policy nor an obligation to pay such compensation. The two-judge bench slammed this position; it said the state machinery had completely failed to anticipate communal disturbance and had subsequently floundered in containing the violence. “The state's inaction resulted in the damage,” the bench observed, and ordered the government to “repair and rehabilitate” nearly 600 damaged places of worship, majority of them mosques and dargahs.
In the second case, on Feb 15, even as the SIT report was fought over, the Gujarat high court served a contempt notice to Modi administration for not complying with its order of September 2011 to pay compensation to 56 petitioners whose shops in Rakhial area had been gutted in the 2002 violence. The Ahmedabad district collector has to file reply by March 14.

The important thing about the attack on Israeli diplomat's car [Number: 109 CD 35; blue number plate with CD meaning Diplomatic Corps] is that it happened within the square mile of sanitized Delhi that rules over 1.2 billion Indians. This is an intensely patrolled area; at every intersection you will find a fast police car with armed policemen to cordon off an entire street or several streets within seconds of any terrorist event.
 
Therefore, it is simply inconceivable that a lone rider on a motorbike stopped by the Israeli diplomat's car, attached an explosive device, and scooted from the scene before the car blew up. And all of this within seconds. Either the policemen were sleeping - all of them, at the same time - at quarter past three; or something else happened. The lone eye witness who saw something being attached could have been any one, or anything, we don't know.
 
On Aurangzeb Road, an address to die for, every hour 1500-2000 cars move. By counting the stately mansions on this road, you can arrive at an approximate figure of India's current dollar billionaires.
 
About fifteen years ago, one of the residents of Aurangzeb Road, a well connected big industrialist, was offered several million dollars in monthly rent and a deposit of a corpus of Rs 500 million in any bank anywhere in the world. This is one of the most beautiful homes on Aurangzeb Road and the person who offered the deal was the then Israeli Ambassador to India. Some folks are extremely pushy and today the Israeli Embassy is located somewhere on Aurangzeb Road.
 
Within hours of the attack on the poor lady diplomat, the Israeli Government was spewing venom on Iranians. And within hours, an embarrassed Indian Foreign Minister SM Krishna, recently back from his Tel Aviv sojourn, came out with a guarded statement that 'investigation have started' [whatever that means]. By evening the American Zionist lobby passed its judgment that India's relationship with Iran is a violation of decent international behavior.
 
Need Indians remind the Zionist lobby that India's relationship with its West Asian neighbors goes back six millennia [i.e. 6,000 years x 365 days=2.19 million days] if not earlier? Zionist Israel arrived in these parts about six decades ago and that too illegally. Zionist bankers bank-rolled the British occupation of large part of Asia [East, South and West] and extracted their pound of flesh by dispossessing the Palestinians. Perhaps they made an offer that the Palestinians refused, just as the Indian businessman on Aurangzeb Road; and so they acquired a prime property in West Asia by force, and by deceit on Aurangzeb Road.

And within hours Abraham Foxman, Director of the Anti Defamation League, came out with his own variety of venom:
"This brutal attack once again shows that terrorists single out Jews. The attack is a reminder that the world must stand up against all terrorism, because in the end no one is safe until terrorism is combated in all its manifestations."
It never occurred to this foxy Foxman that a determined terrorist would spare Chabad House for two victims when he/she can attack thousands living illegally in the remote villages in Kullu valley and around Dharamshala [Dalai Lama's de facto capital]. Over 10,000 Israelis, mostly from the armed forces, come here, live illegally, smoke pot and screw around. Very soon, Yiddish, the Ashkenazi lingo, will become the second language in these parts. I know these villages very well.
 
Why has the Chabad House been under investigation in India? In February this year, the Israeli couple running the Mumbai Chabad was told to leave India? 4000 Chabad Houses in 73 countries, ostensibly to provide support to visiting Israelis, perhaps to supply pure Kosher meat, in reality a huge global network of 'Crack.' And this is not an isolated event. Since Mumbai mayhem, many Israelis all over India have been told to leave.

Headed by Eli Katzir of the Israel Counter-Terrorism Combat Unit and Israeli military intelligence officials, a new era of "cooperation" with world's Zionism starts and with each passing year, the Indian intelligence architecture got more and more deeply penetrated by those very forces that engineer terrorist acts worldwide.
 
Don't the Indian intelligence agencies know what is going on? Of course they do; just as top operatives in the CIA and FBI know what was going on; the serious ones within French, German and British intelligence also know what is going on.
 
And they all know that Car No 109 CD 35 has served the purpose of terrifying the political class within the square mile. But the folks who live within that square mile have stashed too many billions in Israel friendly banksters' banks not to take it rather seriously.

जनसत्ता 17 फरवरी, 2012: सरकारी नीतियों की पड़ताल करने के लिए प्रबंधन गुरुपीटर ड्रकर ने एक मशहूर बात कही थी कि सरकार से पूछिए, आपका लक्ष्य क्या है? अगर यूपीए सरकार की चीनी नीति पर यह बात लागू करें तो जवाब मिलता है कि इस नीति का मकसद गन्ना किसानों, चीनी मिलों और उपभोक्ताओं को भरमाए रखना है। बीते नौ सालों में कई मर्तबा चीनी उद्योग के विनियंत्रण का राग छेड़ा गया, मगर हर बार वादों के धुएं के सिवा कुछ हासिल नहीं हुआ। देश के सबसे बडेÞ गन्ना उत्पादक राज्य उत्तर प्रदेश में हो रहे विधानसभा चुनावों के बीच कांग्रेस की अगुआई वाली यूपीए सरकार ने एक बार फिर चीनी को नियंत्रण-मुक्त करने का पासा फेंक दिया है। प्रधानमंत्री मनमोहन सिंह ने अपने आर्थिक सलाहकार सी. रंगराजन की अध्यक्षता में चीनी उद्योग के विनियंत्रण से जुडेÞ तमाम पहलुओं पर विचार करने के लिए एक समिति का गठन किया है।
विडंबना यह है कि पुरानी सरकारों की बात छोड़िए, खुद यूपीए सरकार चीनी को नियंत्रण-मुक्त करने के लिए इससे पहले दो समितियों (टुटेजा समिति और थोराट समिति) का गठन कर चुकी है और दोनों ही समितियों ने चीनी के विनियंत्रण की सिफारिश की थी। चीनी उद्योग पर नियंत्रण और गन्ने की अंतिम कीमत तय करने की विधि 1950 में डीआर गाडगिल ने तैयार की थी। तब से लेकर आज तक तक चीनी उद्योग का पूरा हुलिया ही बदल चुका है और चीनी पर गठित की गई अधिकतर समितियों ने इस उद्योग पर से सरकारी नियंत्रण हटाने की सिफारिश की है। 1980 और 1990 के दशक में बही उदारीकरण की बयार में सरकार ने सीमेंट और इस्पात जैसे कई उद्योगों का विनियंत्रण कर दिया, लेकिन राजनीतिक हितों के कारण चीनी उद्योग पर सरकारी शिकंजा कसता ही गया। गन्ने की पैदावार से लेकर चीनी के वितरण तक यह उद्योग सरकारी बाबूशाही के चंगुल में फंसा हुआ है और इसका सबसे ज्यादा खमियाजा किसान गन्ने की कम कीमत के रूप चुकाते हैं, वहीं उपभोक्ताओं को लागत से दोगुनी कीमत पर चीनी खरीदनी पड़ती है।
चीनी पर नियंत्रण की कवायद गन्ने की बिक्री पर लागू 'गन्ना क्षेत्र आरक्षित नियम' (केन रीजन एरिया) से शुरू होती है। यह नियम कहता है कि किसान को गन्ना अपने खेत सेपंद्रह किलोमीटर के दायरे में स्थित चीनी मिल को ही बेचना होगा, चाहे दूसरी मिलें गन्ने की ज्यादा कीमत दे रही हों। यहां तक कि रैटून गन्ना (पिछले साल छोडेÞ गए गन्ने के निचले हिस्से पर उगी फसल) भी गन्ना-आयुक्त की ओर से चुनी गई चीनी मिल को मुहैया कराना होता है। चीनी मिलें किसानों से गन्ना लेकर पेराई शुरू कर देती हैं मगर भुगतान के लिए सरकार की घोषणा का इंतजार करती हैं। चीनी मिलें गन्ने की सरकारी कीमत देने से भी कतराती हैं और हरेक साल कीमतों की यह जंग अदालत की चौखट पर पहुंच जाती है।
कहने को तो चुनावी मौसम के चलते मायावती सरकार ने मौजूदा पेराई सत्र के लिए गन्ने की वाजिब कीमत तय की, लेकिन चीनी मिलों ने घोषणा के तुरंत बाद इलाहाबाद उच्च न्यायालय में याचिका दायर कर दी। चीनी मिलों और सरकार के बीच चलने वाली इस आंख-मिचौनी के खेल में सबसे ज्यादा नुकसान गन्ना किसानों को उठाना पड़ता है। कर्ज का पैसा लेकर गन्ना बोने वाले किसान लंबे समय तक फसल को रोक पाने की स्थिति में नहीं होते और औने-पौने दामों पर गन्ना बेच देते हैं।
चीनी मिलें किसानों का पैसा लटकाए रखती हैं। गन्ना किसानों की दिक्कतें अदालत का फैसला आने के बाद भी खत्म नहीं होतींं। 2010-11 के पेराई सत्र में चीनी मिलों पर गन्ना किसानों का तेरह हजार करोड़ रुपए से अधिक बकाया था, जबकि इसमें गुड़ और खांडसारी इकाइयों का बकाया शामिल नहीं है। चीनी मिल मालिकों का कहना है कि सरकार ने लेवी चीनी कानून उन पर थोप रखा है, लिहाजा उन्हें मुनाफा नहीं होता और इसी कारण गन्ना किसानों का भुगतान भी लटक जाता है। लेवी चीनी वह दीवार है जिसकी ओट लेकर चीनी कारोबारी और गन्ने के कारोबार से जुड़े नेता किसानों की मेहनत पर डाका डालते हैं। लेवी चीनी, मिलों के कुल चीनी उत्पादन का एक तयशुदा हिस्सा (इस समय उत्पादन का दस फीसद) होती है और सरकार बाजार भाव से कम पर (फिलवक्त अठारह रुपए प्रतिकिलो) लेवी चीनी खरीदती है।
आवश्यक वस्तु अधिनियम,1955 के तहत चीनी मिलें सरकार को लेवी चीनी मुहैया कराने के लिए बाध्य हैं और सरकार लेवी चीनी का इस्तेमाल सार्वजनिक वितरण प्रणाली में करती है। चीनी मिलों की याचिका पर सुनवाई करते हुए उच्चतम न्यायालय ने सरकार को लेवी चीनी बाजार-भाव पर खरीदने का आदेश दिया था।
यूपीए सरकार ने इस फैसले की मार से बचने के लिए उचित और लाभकारी मूल्य (एफआरपी) के रूप में एक नया फार्मूला ईजाद कर डाला। गन्ने का एफआरपी बेहद कम रखा जाता है क्योंकि इसी दर से लेवी चीनी का भुगतान करना होता है। केंद्र सरकार एफआरपी पूरे देश में गन्ने की लागत के आधार पर तय करती है और इस कवायद में उत्तर भारत के गन्ना किसान ठगे जाते है।
गन्ना उष्णकटिबंधीय जलवायु की फसल है और इसकी खेती के लिए दक्षिण भारत और महाराष्ट्र बेहद उम्दा हैं। यही कारण है दक्षिण भारत और महाराष्ट्र में गन्ने की उत्पादकता सौ से एक सौ दस टन प्रति हेक्टेयर है, वहीं उप-उष्णकटिबंधीय जलवायु वाले उत्तर भारत में गन्ने की उत्पादकता चालीस से साठ टन प्रति हेक्टेयर। ठंड का मौसम शुरू   होते ही उत्तर भारत में गन्ने की बढ़ोतरी रुक जाती है और दक्षिण भारत के मुकाबले रिकवरी भी कम रहती है। एफआरपी से गन्ना किसानों की लागत भी नहीं निकल पाती है, इसलिए राज्य सरकारें राज्य समर्थित मूल्य (एसएपी) की घोषणा करती हैं। एफआरपी और एसएपी के अंतर का भुगतान राज्य सरकार को करना होता है। कोई भी राज्य सरकार किसानों को वाजिब कीमत देने के लिए तैयार नहीं है और इसी वजह से साल-दर-साल सरकार और चीनी मिलों से अपने हक के लिए लड़ना गन्ना किसानों की नियति बन गई है।
सरकार का कहना है कि लेवी चीनी का वितरण गरीबों में किया जाता है जबकि हकीकत कुछ और है। देश की चीनी खपत में सत्तर फीसद हिस्सेदारी शीतल पेय बनाने वाली कंपनियों, मिठाई और चॉकलेट निर्माता और दवा कंपनियों की है, वहीं बीस फीसद चीनी की खपत खुदरा ग्राहकों के बीच होती है। मात्र दस फीसद चीनी का वितरण गरीबों के नाम पर किया जाता है लेकिन इसका ज्यादातर हिस्सा खुले बाजार में पहुंच जाता है। अगर बीपीएल के कथित हिस्से वाली दस फीसद चीनी को अलग रखा जाए तो नब्बे फीसद उपभोक्ता चीनी का बाजार भाव अदा कर सकते हैं।
खाद्य मुद्रास्फीति का आधार भी कैलोरी से हट कर प्रोटीन खपत की तरफ खिसक गया है। बीपीएल परिवारों में चीनी की मांग कम होने के कारण राज्य भी तय मियाद के भीतर अपने कोटे की चीनी नहीं उठा रहे हैं। बिहार, झारखंड, छत्तीसगढ़ और उत्तराखंड ने 2011-12 में भी अपने कोटे की लेवी चीनी नहीं उठाई है और कारखानों में दो पेराई सत्रों की लेवी चीनी का ढेर लगा हुआ है। एक ओर चीनी के भंडारण की दिक्कत है, वहीं दूसरी ओर चीनी मिलें नकदी की किल्लत से जूझ रही हैं और मिल मालिक गन्ना किसानों का भुगतान रोक कर बिना ब्याज का पैसा इस्तेमाल कर रहे हैं। अगर सरकार गरीबों का भला करना चाहती है तो मिल मालिकों और गन्ना किसानों को गोटी बनाने के बजाय लेवी चीनी की खरीद बाजार भाव पर की जानी चाहिए।  
चीनी उद्योग इस कदर लाइसेंस राज की जकड़ में फंसा हुआ है कि इसे 'संरक्षण का शिशु' कहा जाता है। सरकार को लेवी चीनी देने के बाद भी चीनी मिलें अपने हिसाब से चीनी की बिक्री नहीं कर सकती हैं। कृषि मंत्रालय के अधीन चीनी महानिदेशालय हर माह चीनी बिक्री का कोटा जारी करता है और तय मात्रा से कम या ज्यादा चीनी बेचने पर जुर्माना लगाया जाता है। चीनी कोटे का आबंटन जारी करके सरकार चीनी की कीमतों पर नियंत्रण रखने का भ्रम पाले रखती है, लेकिन अतीत में कई मर्तबा इस सरकारी नियंत्रण की पोल खुल चुकी है।
सन 2006-07 में नौकरशाहों के किताबी गुणा-भाग के आधार पर कम उत्पादन का हवाला देते हुए यूपीए सरकार ने चीनी के निर्यात पर रोक लगा दी। उस समय घरेलू बाजार में चीनी का बंपर उत्पादन (रिकॉर्ड 31 करोड़ टन) हुआ था वहीं वैश्विक बाजार में भारतीय चीनी की मांग बनी हुई थी। निर्यात रुकते ही घरेलू बाजार में चीनी की कीमतें जमीन पर आ जाने से मिलों की हालत खस्ता हो गई, वहीं किसानों ने गन्ने की फसल से तौबा कर ली। नतीजतन बाद के सालों में चीनी की कीमत दोगुनी होकर पैंतीस रुपए प्रतिकिलो का आंकड़ा पार कर गई। कोटा आबंटन प्रणाली के चलते चीनी उद्योग कालाबाजारी का गढ़ बन गया है और मिल मालिक बडेÞ पैमाने पर पिछले दरवाजे से चीनी की बिक्री करते हैं।
चीनी विनियंत्रण में एक पेच मालिकाना हक का भी है। सरकार से लेकर निजी कारोबारी तक चीनी कारोबार में कूदे हुए हैं। देश का सबसे बड़ा चीनी उत्पादक राज्य महाराष्ट्र चीनी उद्योग में मचे घमासान का ज्वलंत उदाहरण है। किसान और पूंजी की भागीदारी वाले महाराष्ट्र के चीनी उद्योग का सहकारी मॉडल अब विफल हो गया है। भाजपा, राकांपा और कांग्रेस के नेता चीनी उद्योग में कूद पड़े हैं और मिलों का मालिकाना हक सहकारी से निजी क्षेत्र में तब्दील होता जा रहा है।
महाराष्ट्र में चीनी मिलें कर्ज हासिल करने के लिए बैंकों में आवेदन करती हैं और इसकी गारंटी राज्य सरकार देती है। बताने की जरूरत नहीं कि इन कर्जों का भुगतान मिल मालिक नहीं करते और बैंक अपना कर्ज राज्य सरकार से वसूलते हैं। बीते साल के आखिर में महाराष्ट्र सरकार ने बडेÞ नेताओं के कब्जे वाली चीनी मिलों को कर्ज अदा करने के लिए एक सौ छियालिस करोड़ रुपए का राहत पैकेज किसानों के नाम पर जारी किया था। किसान हितों की दुहाई देकर की जाने वाली इस लूट में महाराष्ट्र के सभी दलों के छोटे-बडेÞ नेता शामिल हैं। यह हैरत की बात नहीं कि केंद्रीय कृषिमंत्री शरद पवार चीनी उद्योग को नियंत्रण-मुक्त किए जाने के विरोध में जमीन-आसमान एक किए हुए हैं।
चीनी उद्योग देश का तीसरा सबसे बड़ा संगठित उद्योग है और इससे देश के पांच करोड़ गन्ना किसानों को रोजगार मिलता है। हमारे देश में गन्ने की शुरुआती कीमत सरकार तय करती है, वहीं आखिरी उत्पाद यानी चीनी की कीमत मिल मालिक तय करते हैं। ऐसे में किसान और उपभोक्ता, दोनों में किसी को फायदा नहीं होता है। देश का चीनी उद्योग नेताओं और पूंजीपतियों की एक लॉबी की मुनाफे की हवस का शिकार होकर रह गया है। चीनी मिलों का आधुनिकीकरण, उद्योग में नया निवेश, गन्ने की नई किस्मों पर अनुसंधान, फसल के रकबे में बढ़ोतरी, बेहतर रिकवरी और गन्ने की फसल में पानी की खपत कम करने जैसे कई सवाल नेपथ्य में चले गए हैं।
चीनी मिलों और गन्ना किसानों के हित एक-दूसरे से   जुड़े हुए हैं, लिहाजा अगर सरकार उद्योग, किसान और उपभोक्ताओं का भला करना चाहती है तो बंपर उत्पादन के बीच चीनी को नियंत्रण-मुक्त करने का इससे बेहतर समय कोई और नहीं हो सकता।

नयी दिल्ली, 15 फरवरी (एजेंसी) मुगल शहंशाह शाह आलम द्वितीय के दरबारी नवाब कासिम जान के एक पड़पोते  नावेद यार खान को दिल्ली की एक अदालत ने अपनी पैतृक सम्पत्ति में से अपनी बीमार बहन का हिस्सा बेचने से रोक दिया है। गौरतलब है कि शहंशाह शाह आलम द्वितीय ने 1728..1806 तक शासन किया था और नवाब कासिम जान उनके दरबारी थे। 
नबाब कासिम जान के पड़पोते अभी भी पुरानी दिल्ली के बल्लीमारान में अपने पैतृक घर में रह रहे हैं। 
अतिरिक्त वरिष्ठ दीवानी न्यायाधीश एन के मल्होत्रा ने दिवंगत नवाब सुल्तान यार खान के पुत्र नावेद यार खान को अपनी बहन की सम्पत्ति बेचने की अनुमति दिये जाने से इंकार कर दिया। 
अदालत ने नावेद यार खान की उस याचिका को खारिज कर दिया जिसमें एक दीवानी अदालत द्वारा 16 दिसंबर को दिये गए आदेश के तहत उनपर सम्पत्ति बेचने पर रोक लगाने के अंतरिम आदेश को हटाने की मांग की गई थी। 
मिर्जा गालिब के दूर के रिश्तेदार नावेद यार खान ने अतिरिक्त वरिष्ठ दीवानी न्यायाधीश की अदालत में निचली दीवानी अदालत के आदेश को चुनौती दी थी जिसमें उन्हें अपनी 55 वर्षीय बहन रूबिना सुल्तान के हिस्से की सम्पत्ति बेचने से रोक दिया गया था। रूबिना मस्तिष्क पक्षाघात से पीड़ित हैं। 
निचली दीवानी अदालत ने दिवंगत नवाब की सम्पत्ति के पांच अन्य उत्तराधिकारियों की याचिका पर नावेद यार खान के रूबिना की सम्पत्ति बेचने पर रोक लगा दी।

New Delhi, Feb. 16: The government is likely to set a target of Rs 50,000 crore as earnings from spectrum auction in this year’s budget. Around 500MHz of 2G radio waves and 200MHz of broadband will go under the hammer.
Top North Block officials said discussions with officials of the telecom ministry seemed to indicate that the auction of 2G spectrum, to be vacated within the next four months, would not fetch the same price as the 3G auction in 2010.
The government had earned a massive Rs 67,000 crore from the 3G auctions at a time the country was still recovering from the impact of a global downturn.
Broadband auctions held in the same year fetched Rs 38,500 crore.
This year the sale of broadband spectrum, which also supports 4G, could fetch a premium compared with the previous auction. But finance ministry mandarins want to keep a lower target as the spectrum to be auctioned could be less than half of the 440MHz sold in 2010.
The 2G spectrum allocated to 10 firms in 2008, under what is now being described as a flawed policy, will have to go under the hammer within this calendar year after the Supreme Court revoked the licences of these firms.
However, it is not clear whether the auction will be a limited one as demanded by firms such as Uninor and Sistema, or it will be open to all.
Analysts say while pricing will depend on participation, most telecom firms and banks are financially stretched and will have less appetite for risks.
The model to be used is likely to be a variation of Paul Klemperer’s spectrum auction model, which is the benchmark in most countries.
Sources in the PMO said Prime Minister Manmohan Singh’s preference for the auction route was influenced by Klemperer, who teaches at Nuffield College, Oxford, where Singh studied for his doctorate in economics.
Klemperer designed a successful auction process in 2000 that eliminated any possibility of bidders colluding to keep the prices down. This earned the UK government £22.5 billion from spectrum sale.
