पति की लंबी उम्र के लिए पूजा, व्रत रखने और श्रृंगार करने की परंपरा हमारे देश में प्राचीन समय से है। मगर यह जानकर अचरज होता है कि हमारे देश में ही ऐेसी महिलाएं भी हैं, जो अपने पति की लंबी आयु की कामना और प्राण रक्षा के लिए वर्ष के कुछ महीने विधवा की भांति जीवन व्यतीत करती हैं। सुनने में ये चाहे अजीब और अटपटा लगता हो, मगर ये सत्य है। पूर्वी उत्तर प्रदेश के गोरखपुर और देवरिया जिले में ये परंपरा सदियों से जारी है।

ताड़ एक वृक्ष होता है, जिसकी औसत लंबाई 80-100 फीट तक होती है। इसके शिखर पर फल लगता है और बालियां निकलती हैं, जिसमें से मादक द्रव्य निकलता है। उसी नशीले द्रव्य को पेड़ से उतारना जोखिम भरा काम होता है। इस कार्य को करने वाले को 'गछवाह' कहते हैं। गरीबी, अशिक्षा और अंधविश्वास के चलते इस कार्य में पीढि़यों से लगे लोगों में अनेक मान्यताएं प्रचलित हैं।
ताड़ के पेड़ों से ताड़ी निकालने का काम चैत्र से सावन माह तक चलता है, इसलिए इस दौरान ताड़ी निकालने वाले पुरुषों की पत्नियां भयातुर रहती हैं कि काम को अंजाम देते समय उनके पति की कहीं मौत न हो जाय। इसी भय में वे रामनवमी से नागपंचमी तक न तो सुहागिनों-सा श्रृंगार करती हैं और न ही मांग में सिंदूर लगाती हैं। इस दौरान ये 'तरकुलहा माता' (आकाश कामिनी माता) से मन्नत मांगती हैं कि उनके पति सही सलामत अपने कार्य को अंजाम दे देंगे तो पूजा करेंगी और उसके बाद ही अपनी मांग में सिंदूर भरेंगी।
तरकुलहा माता का मंदिर उत्तर प्रदेश के पूर्वांचल क्षेत्र के गोररखपुर-देवरिया जिले की सीमा पर अवस्थित है। यहां पूजा में बकरा, भेड़ और सुअर की बलि भी चढ़ाई जाती है। कुछ लोग खीर-पूरी भी चढ़ाते हैं।
यहां यह परंपरा सदियों से चली आ रही है और आज भी बदस्तूर जारी है। गोरखपुर जनपद के रूपेश बताते हैं कि पेड़ की ताड़ी पकने तक अर्थात चैत्र से सावन तक ताड़ी तोड़ने का काम करने वालों की पत्नियां सुहागिनों की तरह नहीं रहती हैं, बल्कि विधवा जैसा जीवन व्यतीत करती हैं।

In the late 1990s, I had the privilege of sharing a platform in Berkeley with a gifted Indonesian activist named George Aditjondro. He was then stateless, living as a refugee, having been exiled from his homeland because of his participation in social movements aimed at embarrassing the military regime. In one campaign, aimed at a very large dam from which the Generals and their contractors would make millions of dollars in commissions, Aditjondro had coined the slogan, 'Megawatt NO! Megawati YES!' (Megawati Sukarnoputri then being the principal leader of the democratic opposition).
That day in Berkeley, Aditjondro and I were speaking at a panel on the politics of environment in Asia, he focusing on his country, I on mine. At one stage I said something very nasty about Indian politicians. Aditjondro acknowledged the force of my criticisms, but added that "at least in India you have general elections, which are free and fair. In Indonesia we have Elections of the Generals, which are doctored and managed beforehand."
I was reminded of that (witty as well as wise) remark some months ago, when I received a circular SMS pertaining to the affidavit filed by General V.K. Singh asking that his year of birth be changed in the official record from 1950 to 1951. As it happened, General Singh's application was made at about the same time that President Zardari of Pakistan disappeared without explanation to Dubai, fuelling rumours of a military coup. The SMS I received juxtaposed these two events in the following manner: "In India; Government decides age of Army Chief/ In Pakistan, Army Chief decides age of Government."
The control of the military by the civilian government marks India out from countries such as Burma, Vietnam, Thailand, Indonesia and China, where men in uniform have played an important and often determining role in national politics. This is, in some part, a consequence of the fact that while armed nationalists led or dominated the liberation struggles of those countries, in India independence was won by a movement conducted largely on non-violent lines.
That in India the army has always been confined to the barracks stands out most strikingly when one looks across the border to Pakistan. The two countries have a shared history, culture and legal system. Why then has the military been restricted to its professional duties in one country, whereas it has played such a dominant role in the politics and economics of the other country?
I have often thought of this contrast in the past, but General V.K. Singh's persistent penchant for newsmaking has forced me finally to think more seriously about it. Here, then, are six reasons why, unlike in Pakistan, Generals in India have stayed far away from running governments, and from political life more generally:
First, there is a far older and far stronger tradition of political parties in India. The Congress was formed in 1885; by 1917, it had attracted large sections of the urban middle class; after 1917, under Gandhi's leadership, it reached deep into the countryside as well. The social depth of the Congress contrasted sharply with the elite nature of the Muslim League, which was formed in 1909 and several decades later became the main organizational instrument by which Pakistan was created. The Muslim League had a presence in a few states of British India; everywhere, it was dominated by large landlords. Moreover, apart from the Congress, there were other important parties in India such as the Hindu Mahasabha and the Communists, the Akalis and the Dravida Kazhagam. The institutional shallowness of the Muslim League, and the absence of other countervailing parties, created a vacuum, which the army in Pakistan was only too ready to fill.
Second, there was a large-scale recruitment of Punjabi Muslims into the British Indian Army during World War II. This consolidated an existing martial tradition so that, when Punjab became the most important province of Pakistan, its soldiers could throw their weight around far more effectively than soldiers in India.
Third, the Pakistani elite is far more obsessed with India than the Indian elite is with Pakistan (the latter is concerned rather with the threat, real or imagined, from China). Pakistan was from its origins defined as 'not India', indeed as 'anti-India', these definitions becoming more solid due to the failure to capture the Valley of Kashmir and the loss of Bangladesh. These defeats have made elite Pakistanis even more determined to get even with India, an endeavour in which the military has naturally to play the leading role.
Fourth, Pakistan had the bad luck of becoming a front-line state in the Cold War. The United States of America identified it as a client state, initiating an arms pact in 1954 and making Pakistan join pro-Western organizations like CENTO. In 1979, the Soviets invaded Afghanistan, as a consequence of which Pakistan came even closer to the Americans. As arms and armaments rained in, the position of the army within Pakistani society became stronger, and that of parties and politicians weaker.
Fifth, the political leadership of independent India — Jawaharlal Nehru and Vallabhbhai Patel in particular — made it clear to the military at the start that it would play a role far diminished from that enjoyed in colonial times. When the British ruled India, the country's most important official, after the viceroy, was the commander-in-chief (hence, Teen Murti House became the second grandest home in New Delhi).
After Independence, the chief of army staff was made to report to a defence minister, who, in turn, reported to the prime minister while being answerable also to an elected Parliament. Meanwhile, a revised warrant of precedence also showed the military its proper place. Here, the army chief was placed in the 25th position, below the president, prime minister, cabinet ministers, governors, below even chief justices of high courts and members of the Planning Commission.
Sixth, the army in Pakistan remains a main avenue for individuals of talent and ambition. In India, on the other hand, with its more open political system and its more dynamic economy, an ambitious young man can become a lawyer, doctor, civil servant or entrepreneur. Over time, these professions have, in fact, become more attractive than a career in the army — with the consequence that there is now a shortage of officers in the latter. In Pakistan, on the other hand, the military has, apart from the latest and best planes, guns, ships and so on, also acquired real estate, offices, hotels and shopping complexes, expanding its economic hold on the country and making entry into its fold more appealing still.
There may be yet other reasons — for instance, the fact that to capture power in India, the army must simultaneously overthrow 28 elected state governments. At any rate, the non-political role of the army, and the continuing supremacy of the civilian government over men in uniform, is one of Indian democracy's great and enduring achievements. Never since Independence has the army even remotely transgressed into the political domain — in such sharp contrast to other countries across Asia, and in Africa and Latin America as well, which have been run for long periods as military dictatorships. Whatever one thinks of General V.K. Singh, A.K. Anthony, and the controversies about corruption real or alleged, this is an achievement in which we may all collectively take pride.

Karat beats Karat's drum, glosses over rare dissent

Kozhikode, April 6: Few know "My Party" better than Brinda Karat and so it fell upon her to declare the final victory of the "Prakash Karat line" and play down a two-delegate dissent in an organisation that weeds out potential naysayers way down the chain.
"Contrary to reports about divisions in the party over withdrawal of support to UPA-I, this party congress puts to rest all speculation in this regard. The party has unitedly supported the line taken by the central committee vis-a-vis the withdrawal of support," a beaming Brinda told a media conference today.
That the "Karat line" — the phrase comrades use when they refer to the withdrawal of support to UPA-I — would pass the party congress test was never in doubt, although several Bengal leaders mentioned the heavy price the CPM had to pay for it. ( )
However, what stood out was the rare show of dissent by two delegates who raised their hands when the congress was about to rubber-stamp the political review report, which deals with the tactics and policies the CPM adopted between the last session in 2008 and now, and the political resolution.
The names of the two delegates at the closed session were not disclosed but it is learnt that they are from Andhra Pradesh.
"How can you call it dissent when only two out of 789 delegates raise their hands to vote against the resolutions? I don't know what prompted them to raise their hands," Brinda, a politburo member, said in response to a question.
The numerical significance is actually even lower than what Brinda has flagged. The total strength is 804, not 789, which makes the two delegates all the more minuscule.
But figures need not always mirror the facts. In a party congress, rarely does any delegate raise a hand of dissent — not because of the absence of diverse views but the organisation machinery has perfected the art of filtering out such suspects at the branch level itself.
Delegates for the party congress are carefully chosen by the state leadership. Not many can pass through the sieve of scrutiny if they harbour irrepressible habits like raising hands at inappropriate moments.
When the political review was taken up, one delegate suggested an amendment, asking the CPM not to go for any alliance with regional parties, sources said. Needless to say the amendment was defeated by a massive majority as none other than the Andhra delegate who moved it voted in its favour.
The amendment, however, holds some significance in the context of the embarrassment the party had suffered in the 2009 Lok Sabha polls when Prakash Karat's much-hyped third front aimed at defeating the Congress fell flat.
On this count, too, Brinda claimed victory for the central line. "The review report adopted by the party congress holds the decision to align with the regional parties was a correct one. We ourselves have accepted the mistake on the count of overestimating that the alliance would form the government," she said.
Later, when it was time to adopt the political review report and the resolution, the delegate who moved the amendment and another from Andhra raised their hands to show disagreement.
Although the amendment was steamrollered, the "audacity" of the two comrades became a talking point among the other delegates. "It requires courage to vote against a party line backed by the majority. It rarely happens in a communist party," said a central committee member.
Officially, since the party congress is the highest decision-making body in the CPM, the adoption of the two reports puts to rest any criticism of the leadership over withdrawal of support to UPA-I.
Asked whether the pullout was a closed chapter for the party, Brinda replied: "History cannot be a closed chapter. But so far as my party was concerned, it was a closed chapter."
She could not resist a dig at the media for repeatedly raising the issue. "It is for the media to decide whether it is a closed chapter for them," Brinda added.
The politburo member kept referring to the CPM as "My Party" — a pronoun popular with her husband, too, though communist veterans usually shun individual references and stick to the more collective "Our Party".
"My party has unitedly supported the line to fight the neo-liberal policies of the Congress and the communal BJP," Brinda said at one point.
The media briefing today was scheduled to be addressed by politburo member Sitaram Yechury. But Brinda stood in, officially because Yechury was busy with the ideological document he had to present half an hour later.
Brinda's right to address the media cannot be grudged in any case — all the more so because resolutions on some of the issues she champions, such as rights of women and scheduled castes and tribes, were also adopted today.
However, in a party where rituals are sometimes the only clues to riddles, no step, howsoever trivial it may appear to the uninitiated, will pass unnoticed.

पटना, सात अप्रैल (एजेंसी) राजद सुप्रीमो लालू प्रसाद ने कालेधन के खिलाफ बाबा रामदेव के अभियान पर तीखा प्रहार करते हुए कहा है कि योगगुरु का आंदोलन पटरी से उतर गया है। लालू प्रसाद ने कल यहां संवाददाताओं से कहा, ''कालेधन के खिलाफ रामदेव का आंदोलन पटरी से उतर गया है। उनके आंदोलन में शामिल होने का सवाल ही नहीं उठता है।''
उल्लेखनीय है कि बाबा रामदेव ने बीते दिनों पटना में कहा था कि कालेधन के खिलाफ आंदोलन में वह लालू प्रसाद का भी साथ लेने का प्रयास करेंगे।     
राजद सुप्रीमो के रामदेव के खिलाफ अपने बयान पूर्व पर खेद जताने के संबंध में योगगुरु के दावे के संबंध में पूछे जाने पर लालू ने कहा, ''मुझे किसी से माफी मांगने की दरकार ही नहीं है।''
उन्होंने कहा, ''मुझे अपनी बेटी के विवाह के लिए रामदेव को न्यौता देना था। इसलिए उन्हें फोन किया था।'' 
नियंत्रक एवं महालेखापरीक्षक की वित्तीय वर्ष 2010-11 की बिहार की रिपोर्ट में कथित वित्तीय अनियमितता, दुर्विनियोजन और एसी बिल के माध्यम 20 हजार करोड रुपयों की निकासी के बाद बिलों का समायोजन नहीं दिखाने पर लालू ने कहा, ''नीतीश कुमार खुद को बेदाग साबित करना चाहते हैं तो उन्हें सीबीआई जैसी किसी स्वतंत्र एजेंसी से जांच करानी चाहिए।''
राष्ट्रीय परिदृश्य में सेना के संबंध में छाये विवाद पर लालू ने कहा कि भारत में लोकतंत्र की जड़े अब भी गहरी हैं। लोकतंत्र अब भी यहां बहुत सशक्त है।

Lakotas Launch Hunger Strike Against Tar Sands Pipelines



In the Dakotas, members of the proud Lakota Nation rose in protest this week to join a  48-hour hunger strike in opposition to the Keystone XL pipeline—and all tar sands pipelines—they say will destroy precious water resources and ancestral lands in the U.S and in Canada.  
On Sunday, dozens of hunger strikers and supporters marched at a rally against tar sands oil mining operations and pipelines in Eagle Butte, SD, a impoverished community on the Cheyenne River Indian Reservation, close to TransCanada's 1,700 mile proposed Keystone XL pipeline route to refineries in the Gulf.
Lakota tribal members and their children drove to a camp in the rugged hills near the Missouri River to fast in solidarity with a hunger strike at the Bella Bella Community School in British Columbia. Children at the school are protesting a plan to ship millions of barrels of oil through a potentially dangerous "Northern Gateway" pipeline that would pipe corrosive tar sands oil from Alberta to giant super tankers navigating Canada's treacherous Pacific coast.

The massive environmental devastation caused by tar sands mining in Canada and oil company plans to ship it through the U.S. has united Native Americans against proposals to build tar sands pipelines here in the U.S. Here's how veteran Lakota activist Debra White Plume described it at hunger strike near Eagle Butte;
"This pipeline is about rich people getting richer, this pipeline is about raping Mother Earth and feeding the machine. For us this pipeline is genocide for us and the First Nations people in Canada. I think our native nations will stay opposed to the Keystone XL pipeline and stay opposed to other pipelines that come through here because we understand that water is a gift from our Grandfather, it's a gift of life. Our leaders understand that and they're not going to make a deal. It's a battle for our water, it's a battle for our children. These are our grandchildren at the hunger strike, we're really proud of them for going hungry for Mother Earth and for their elders who are doing this."
Karen Ducheneaux, who lives on the Cheyenne River Indian Reservation, one of the poorest regions in the country, came up with the hunger strike idea after seeing a powerful video protesting tar sands oil by the children of the Bella Bella Community School in Canada. After talking to her family members and tribal leaders, Ducheneaux decided it was time to act in solidarity with the First Nation peoples of Canada.
"What they're facing doesn't just affect them, doesn't just affect the west coast of Canada or Alberta where the tar sands are. It doesn't just affect people along the where the pipelines are, it affects the whole world. What they're doing, poisoning the water and polluting the earth affects all mankind, not just the Lakota or people of South Dakota, but everyone....I'm so proud of the group of school children in Bella Bella and so proud to be able to support them....we can't drink oil, we're going to destroy our own ground water and our own ecosystem and then we're going to be stuck with nothing."

So on a unusually hot April 1st in the Dakotas, a few dozen hunger-strikers and supporters gathered on family-owned land nestled in the rumpled hills near the Missouri River, land that has been a source of life and nourishment long before settlers invaded their Lakota Sioux  territories over a century ago. Lakota supporters built a sweat lodge and elders sang songs and prayers in support of hunger strikers in Canada over a thousand miles away. They were there to support and protect Mother Earth, a powerful Lakota tradition passed down through the generations, long before oil and mining companies came and polluted their land.
It is a tradition these hunger strikers say they will fight for until there are no Lakota left, a struggle we all should respect and support.

Humanitarian wars, especially under the guise of the "Responsibility to Protect (R2P)," are a modern form of imperialism. The standard pattern that the United States and its allies use to execute them is one where genocide and ethnic cleansing are vociferously alleged by a coalition of governments, media organizations, and non-governmental front organizations. The allegations – often lurid and unfounded – then provide moral and diplomatic cover for a variety of sanctions that undermine and isolate the target country in question, and thereby pave the way for military intervention. This is the post-Cold War modus operandi of the US and NATO.

In facilitating this neo-imperialism, the United Nations has been complicit in the hijacking of its own posts and offices by Washington.

Former UN secretary-general Kofi Annan has been appointed a "special peace envoy" with a mediating role in Syria. Yet, how can Annan be evaluated as an "honest broker" considering his past instrumental role in developing the doctrine of R2P – the very pretext that has served to facilitate several US/NATO criminal wars of aggression? Furthermore, the evidence attests that the US and its allies – despite mouthing support for Annan's supposed peace plan – are not interested in a mediated, peaceful solution in Syria.

From the Cold War to Humanitarian Wars

As the Cold War began to wind down in the late-1980s and early-1990s, NATO saw the opportunity that would arise from the geopolitical vacuum following the collapse of the Soviet Union and the dissolution of the Eastern Bloc. Not only did NATO begin transforming from a defensive organization into an offensive military body, the US-led alliance began to embrace a supposed humanitarian mandate for this purpose. It is through this purported embrace of humanitarianism that the North Atlantic Treaty Organization was able to change into an offensive, interventionist military force – indeed the largest such force ever in the history of the world.

NATO's biggest military operation up until a decade after the Cold War was the First Persian Gulf War following the invasion in 1991 of Kuwait by Iraqi forces under the command of Saddam Hussein. The invasion of Kuwait by Iraq, at the time a US ally, was mired in a territorial oil dispute over colonial-era borders to which Washington at first appeared to show cool indifference. Immediately after Iraqi forces entered Kuwait, however, a strident US government and media campaign was mounted claiming the sanctity of Kuwait's sovereign territory and the "defence of small nations." There were also lurid media reports – later shown to be fabrications – of atrocities committed by Iraqi troops, such as the butchering of babies taken from hospital incubators. The international public was successfully manipulated to accept a US-led war against Iraq to iconically liberate the Emirate of Kuwait only to reinstate an absolute and despotic monarch.

Equipped with UN resolutions, the US-led NATO powers – along with a "coalition of willing" Arab states – launched a war on Iraq supposedly in the name of "humanitarianism." Operations exlusively run by several NATO powers in Iraqi Kurdistan would also become the basis for NATO's future humanitarian mandates. The precedent and tempo was now set for NATO's subsequent "humanitarian" wars. The no-fly zones and legal semantics that were innovated by the Western powers to justify their intervention in Iraq were also applied by these same powers with regard to the former Yugoslavia. Variants of this humanitarian pretext for war included "upholding international law" and "international security" and were deployed for the invasion of Afghanistan in 2001 and again against Iraq in 2003 – the Second Persian Gulf War – this time to justify the all-out conquest of that country.  The same rhetorical justification for military intervention was used by NATO powers to unleash a seven-month aerial bombing campaign in Libya in 2011 that led to the overthrow of the government and to the murder of the country's leader Muammar Qaddafi. The thematic R2P is currently being amplified to decibel levels by NATO state governments and mainstream media with regard to Syria, where a NATO-led intervention is also covertly underway.

Yugoslavia: Srebrenica's Sacrifice for NATO Intervention

On July 11, 1995, the forces of the Bosnian Serbs would march into the so-called UN Srebrenica Safe Area. The official NATO narrative is that UN troops agreed to withdraw from Srebrenica and let the Bosnian Serb forces take care of the local Bosniaks, but that once the Bosnian Serbs entered the area they proceeded to slaughter 8,000 Bosniaks. This would be billed as the worst massacre in Europe since the Second World War.

In reality, the events of Srebrenica would be used and warped to justify a massive NATO response on the basis of public outrage. Bosniak leaders would also refuse to give the Red Cross the names of people who had fled Srebrenica, thus resulting in an inflated number of missing people. The number of the dead would later turn out to be significantly lower than originally reported. Media estimates also changed over time. The most senior UN official inside Bosnia-Herzegovina, Philip Corwin, would also lend his voice to those saying that the events in Srebrenica were distorted for political gain and military intervention by NATO.

Then US President Bill Clinton had actually instructed Alija Izetbegovic that 5,000 Bosniaks would need to be sacrificed to bring NATO into the war as a combatant. Surviving members of the Bosniak delegation from Srebrenica have stated on the record that Izerbegovic said that NATO would militarily intervene against the Republika Srpska if at least 5,000 dead bodies could be produced. The Fall of Srebrenica, a UN report issued on November 15, 1999, casually mentions this in paragraph 115. The Bosniak police chief of Srebrenica has also confirmed Clinton's demand for a "sacrifice" from Izerbegovic to open the doors for NATO attacks against the Bosnian Serbs.

In the Bosnian War, all sides committed horrific atrocities. But the crime of the Bosnian Serbs that appeared to rouse NATO was not ethnic cleansing. The crime of the Bosnian Serbs was that they were fighting to preserve Yugoslavia. Even Croats and Bosniaks in both Croatia and Bosnia-Herzegovina who wanted to preserve Yugoslavia and inter-ethnic peace were targeted, demonized, or killed. For example, the Bosniak Fikret Abdic was charged as a war criminal in Croatia after he fled Bosnia-Herzegovina, and Josip Rejhl-Kir, the Croat police chief of Osijek, was murdered by Croat nationalists for working to preserve the harmony between Croats and Croatian Serbs.

NATO intervened in Bosnia-Herzegovina to change the balance of power. The Bosnian Serbs were up until then the superior military force. Had NATO powers not internationalized the fighting and intervened, the Bosnian Serbs would have taken control of the country and maintained it as an integral part of Yugoslavia. This would have crippled or halted Euro-Atlantic expansion in the Balkans.

On January 15, 1999, the fighting in Racak between Serbian forces and the outlawed Kosovo Liberation Army (KLA), which the US State Department itself labelled a terrorist organization, would be used to paint a similar picture of genocide and ethnic cleansing to justify war. By this time, the Serbs had successfully been demonized by NATO and the media as the perpetrators of ethnic cleansing in the former Yugoslavia, so NATO's efforts to vilify the Serbs were made relatively easy. It is a matter of public record that US Secretary of State Madeline Albright and the KLA leadership were working to create a humanitarian pretext for intervention. It was in this context that the US and NATO had pressured the Federal Republic of Yugoslavia to accept an arrangement where their military forces would leave Kosovo, but allowed the KLA to continue its attacks. This stoking of tensions is what NATO has tried to replicate in Syria through the so-called Free Syrian Army, which in reality is a terrorist organization linked to NATO and the Gulf Cooperation Council (GCC).

In the Arab World: Libya and Syria

In 2011, the humanitarian card would be played again by NATO, this time in the North African country of Libya. Colonel Qaddafi was accused of massacring his own people in Libya, particularly in Benghazi. Packaged with unverified claims of jet attacks and foreign mercenaries, this prompted the UN to permit the US and its NATO allies to impose another no-fly zone, as in Iraq and Yugoslavia. Illegally, the NATO powers arrogated the no-fly zone provision of UN Security Council Resolution 1973 to mount an aerial bombing campaign. The massive onslaught involving over 10,000 bombing missions was conducted in concert with NATO special forces and proxy militias on the ground. NATO warplanes targeted civilian population centres and civilian infrastructure, such as food stores and water and power utilities – acts that are war crimes under international law. Such a blatant campaign of state terrorism – obscenely in the name of "protecting human rights" – was instrumental in overthrowing the sovereign government in Tripoli and installing a proxy regime composed of an extremely volatile amalgam of opportunist para-militaries, terrorists, NATO intelligence operatives, and fractious tribal warlords. Recent reports of internecine bloodletting and revenge killing erupting across Libya, "post-NATO liberation," attest to the real criminal enterprise of NATO's regime change in Libya that was cynically perpetrated under the guise of protecting civilians.

Meanwhile, in Syria, the US and its cohorts have sought to replay the city of Homs like another Srebrenica, Racak, and Benghazi. They have sought to use the same tactic for inciting sectarian tensions and then blaming the government of President Bashar Al-Assad for conducting a "brutal crackdown." The US and its allies are demanding that the Syrian Army stops fighting while the insurgent forces of the Syrian National Council's Syrian Free Army are given a free hand to launch attacks, just as the NATO power demanded of the Yugoslav military while giving a green light to the KLA. Russian and Chinese demands that both sides observe a ceasefire offset this strategy.

What stands in the way of yet another NATO intervention is a firm resolve by Moscow and Beijing at the UN Security Council as well as the alliance between Syria and Iran. Damascus and its allies, however, should be wary of more traps to tie Syria down politically and legally through one-sided agreements. Nor should the Syrians place their trust in the United Nations to act as an "honest broker."

Kofi Annan and the Responsibility to Protect (R2P)

Much praise is being given to Kofi Annan as the special envoy of both the Arab League and United Nations. There should, however, be caution applied when dealing with Annan. In this regard, his history with regard to humanitarian interventions needs to be assessed.

According to American diplomat Richard Holbrooke, who was intimately tied to the balkanization of Yugoslavia, Annan was one of the most supportive figures for US foreign policy in the Balkans. Annan was actually instrumental in helping to put together the R2P doctrine with Canadian diplomats. Furthermore, the Ghanian-born career diplomat owes his rise to power to senior Washington connections and specifically to the events of Srebrenica and the fighting in the former Yugoslavia. Secretary-General Boutros Boutros-Ghali was pushed aside by Washington to make way for Annan as the head of the United Nations.

Kofi Annan is also openly supportive of R2P. He participated as a panelist in a discussion about R2P (The Responsibility to Protect – 10 Years On: Reflections on its Past, Present and Future) held at the University of Ottawa on November 4, 2011. A week prior to this event, Allan Rock, president of the University of Ottawa and former Canadian ambassador to the UN, together Lloyd Axworthy, president of the University of Winnipeg and former Canadian foreign minister co-authored an article about R2P in the Ottawa Citizen (October 25, 2011). Both Axworthy, who was on the panel with Annan and Allan Rock, praised the war in Libya, calling it a victory for R2P.

At the panel, Annan was joined by the decidedly pro-NATO Canadian parliamentarian Christopher Alexander. Alexander is the parliamentary secretary to Peter MacKay. Mackay is the current defence minister of Canada and has voiced support for open wars against Syria and Iran. Christopher Alexander was also a Canadian diplomat in Russia for several years, the former Canadian ambassador to NATO-garrisoned Afghanistan, and the deputy special representative of the United Nations Assistance Mission in Afghanistan (UNAMA). The R2P panel was moderated by Lyse Doucet, a correspondent for the British Broadcasting Corporation (BBC) and a friend of Alexander.

What is important to note about the R2P Ottawa panel is that it was largely supportive of R2P. Kofi Annan also voiced his support for NATO's military intervention in Libya. When asked about using R2P in Syria, no firm answer was given by Annan. He did, however, appear to give his tacit support to intervention against Syria. Finally, both Annan and Axworthy proposed that regional organizations be given R2P mandates. For example, the African Union should be able to intervene on the behalf of the international community in African countries, such as Uganda and Sudan, or that the Arab League likewise be given an R2P mandate in countries, such as Syria.

These points are key factors. They should not be overlooked. Annan's impartiality with regard to his latest pivotal task in Syria should be questioned, especially in light of his stated position on Libya and his generally supportive views for NATO military interventions.

Humanitarianism: The Face of Modern Imperialism

The NATO military interventions in Yugoslavia, Afghanistan, and Libya were and are colonial invasions masquerading as humanitarian endeavours. Moreover, what NATO did in Yugoslavia was to intervene incrementally to divide and conquer the country. According to General John Galvin, the former supreme commander of NATO, this was done because NATO officials knew that an all-out invasion during the disintegration of the country would result in a massive guerrilla war with high costs for NATO. It can also be added that such a NATO intervention would have had the inverse effect of unifying Yugoslavia instead of allowing the federal state to dissolve.

At the start of 2011, both Libya and Syria were holdouts to NATO's Mediterranean Dialogue and they also had reservations about the EU's Union for the Mediterranean (UfM). This effectively means that they were both resistant to Euro-Atlantic expansion. While popular protests in Bahrain and Jordan went unnoticed, all public eyes were directed by NATO state governments and corporate media towards Libya and Syria. This is because of imperialist interests to subvert both the latter Arab states – while the former mentioned states are allies and therefore must be bolstered despite their well-documented repressive conducts.

Atlanticism is on the march. Both NATO's operations in the Balkans and the Arab World are intended to expand the Euro-Atlantic Zone. Its involvement in African Union missions in East Africa are also tied to this. For all observers who take a detailed look at the restructuring of states vanquished by NATO, this should be clear. Humanitarianism has become the new face of modern imperialism.?? And former UN secretary general Kofi Annan is a man whose face fits the deceptive humanitarian agenda of modern imperialism.

गुवाहाटी में बंगाली शरणार्थियों का पहला खुला सम्मेलन पिछले दिनों संपन्न हो गया. खास बात यह हैकि इस सम्मेलन में सत्तादल के ​​कांग्रेसी मंत्री भी शामिल हुए.इन मंत्रियों ने हिंदू बंगाली शरणार्थियों की नागरिकता का मसला हल करने का वादा किया. 

नये नागरिकता कानून में हिंदुओं के लिए कोई अलग रियायत नहीं है. इसके अलावा इस कानून से शरणार्थियों के अलावा देश के अंदर विस्थापित दस्तावेज न रख पाने वालों,​​ आदिवासियों,मुसलमानों, बस्ती वासियों और बंजारा खानाबदोश समूहों के लिए भी नागरिकता का संकट पैदा हो गया है. यह सिर्फ हिंदुओं या बंगाली रणार्थियों की समस्या तो कतई नहीं है, खासकर नागरिकता के लिए बायोमैट्रिक पहचान के लिए अनिवार्य बना दी गयी आधार कार्ड​ योजना के बाद.

​असम में जाने का यह मौका मेरे लिए अहम था. राजनीति की बात छोड़ दें तो साठ और अस्सी दसक के दौरान बंगालियों के खिलाफ भड़के आंदोलनों के सिलसिले में बंगाली शरणार्थियों को असम की मुख्यधारा से जोड़ने की यह एक महत्वपूर्ण घटना थी. साठ के दशक में मेरे पिता महीनों असम के गंगापीड़ित इलकों कामरुप, नौगांव, करीमगंज से लेकर कछाड़ तक शांति और सद्भाव के लिए काम कर रहे थे.उन्होंने बंगाली शरमार्थियों को असम से पलायन नकरने के लिए मना लिया था. 

असम के मीडिया ने भी सम्मेलन का खूब कवरेज किया. ऐसा बाकी देश में भी होता है. एकमात्र अपवाद बंगाल है, जहां शरणार्थी आंदोलन की खबरें नहीं छपती.​​​अभी कल ही ज्ञानपीठ पुरस्कार विजेता साहित्यकार गिरराज किशोर से इस सिलसिले में लंबी बात हुई. उन्हें यह जानकर ताज्जुब हुआ​ ​ कि बंगीय तथाकथित समाज में नब्वे फीसद जनसमूह किस कदर बहिष्कृत है.

सत्ता के खेल में मतुआ धर्म और आंदोलन की पिछले​ ​ कुछ समय से च्ररचा जरूर हो रही है क्योंकि चुनावों से ऐन पहले ममता बनर्जी ने खुद को मतुआ बता दिया. बंगाल में ब्राह्ममवादी वर्चस्व​ ​ के खिलाफ हिंदू मुसलिम किसान आंदोलन के जरिए मतुआ धर्म की स्थापना हुई थी. जिसके अनुआयी सभी धर्मों की किसान जातियां​ ​ थीं. इसके संस्थापक हरिचांद ठाकुर ने नील विद्रोह का नेतृत्व किया था.

जल जंगल जमीन के अधिकारों के लिए हुए मुंडा ​​विद्रोह में भी आदिवासी धर्म की बात थी. आंदोलन को धर्म बताना सामान्य जनसमुदायों को जोड़ने की एक ऱणनीति के सिवाय कुछ नहीं​ ​ है.पर आंदोलन को हाशिये पर रखकर महज धर्म की बात करना विरासत को खारिज करना है. बंकिम के विख्यात उपन्यास को जिस​ ​ सन्यासी विद्रोह की पृष्ठभूमि में रचा गया, वह भी वास्तव में एक किसान आंदालन था, जिसमें हिंदू और मुसलमान दोनों शामिल थे. 

इस समूचे आंदोलन को जिसे पश्चिम बंगाल में दमन के बाद पूर्वी बंगाल और बिहार के मुसलमान किसान नेताओं ने करीब सौ साल तक जारी रखा, ​​एक वंदे मातरम के जरिये मुसलमान विरोध का औजार बना दिया गया. मतुआ आंदोलन भारत में अस्पृश्यता मोचन को दिसा देने का कारक बना. हरिचांद ठाकुर अस्पृश्य चंडाल जाति के किसान परिवार में जनमे. उन्होंने किसान आंदोलन और समाज सुधार के जो कार्यक्रम शुरू किये, वे महाराष्ट्र में ज्योतिबा फूले के आंदोलन से पहले की बात है.

धर्मांतरण के बदले ब्राह्माणवाद को खारिज करके मूलनिवासी अस्मिता का आंदोलन था यह, जिसमें शिक्षा के प्रसार और स्वाभिमान के अलावा जमीन पर किसानों के हक और स्त्री के अधिकारों की बातें प्रमुख थीं. हरिचांद ठाकुर के पुत्र गुरुचांद ठाकुर ने प्रसिद्ध चंडाल आंदोलन का नेतृत्व ​​किया, जिसके फलस्वरूप बाबा साहेब के अस्पृश्यता विरोधी आंदोलन से पहले बंगाल में अस्पृस्यतामोचन कानून बन गया और चंडालों को नमोशूद्र कहा जाने लगा. इसी मतुआ धर्म के दो प्रमुख अनुयायी मुकुंद बिहारी मल्लिक और जोगेंद्र नाथ मंडल ने दलित मुसलिम एकता के​ ​ माध्यम से भारत में सबसे पहले न सिर्फ ब्राहमणवादी वर्चस्व को खत्म किया बल्कि जब बाबा साहब डा. अंबेडकर महाराष्ट्र से चुनाव हार गये, तब उन्हें बंगाल से जितवाकर संविधान सभा में भिजवाया. भारत विभाजन से पहले बंगाल की तानों सरकारे मुसलमानों और अछूतों की ​​साझा सरकारें थीं.​

​य़ह बात इसलिए लिख रहा हूं कि बंगाल के इतने महत्वपूर्ण इतिहास को किसी भी स्तर पर महत्व नहीं दिया जा रहा है. मतुआ ममता​ ​ बनर्जी के मतुआ वोट बैंक के जरिए मुख्यमंत्री बन जाने के बावजूद बंगाल में हरिचांद ठाकुर या नील विद्रोह की दो सौवीं जयंती नहीं ​​मनायी जा रही.मतुआ अनुयायी जरूर हरिचांद ठाकुर की दो सौवीं जयंती मना रहे हैं, जिसमें बाकी बंगाल की कोई हिस्सेदारी नहीं है. ​​बल्कि मीडिया ने ऐसे आयोजनों का कवरेज करने से भी हमेशा की तरह परहेज किया. 

मजे की बात है कि राजनीतिक वजहों से हरिचांद ​​गुरूचांद ठाकुर के उत्तराधिकारी पिछले छह दशकों से सत्तादलों से जुड़े रहे हैं. प्रमथ रंजन ठाकुर सांसद और मंत्री थे, जिनका इस्तेमाल डा. अंबेडकर और जोगेंद्रनाथ मंडल के खिलाफ होता रहा. अब प्रमथ के बेटे मंजूल कृष्ण ठाकुर के जिम्मे फिर वही भूमिका है. वे ममता सरकार में मंत्री​ ​ है. हद तो यह है कि अब हरिचांद ठाकुर को मैथिली ब्राह्मण का वंशज और परमब्रह्म विष्णु का अवतार बताया जा रहा है. इतिहास की इस विकृति के खिलाफ बंगाल में कहीं कोई विरोध नहीं है. इतिहास और भूगोल के विघटन में बंगाल अब सबसे आगे है.

हमारी ताईजी की मां, यानी हमारी नानी प्रमथ ठाकुर की बहन थीं. हम बचपन से मतुआ आंदोलन की कहानियां सुनते रहे हैं. देशभर में बचितराये हुए बंगाली शरमार्थियों में अगर कोई पहचान बाकी है तो वह मतुआ धर्म ही है. हरि समाज हर शरणार्थी गांव में जरूर मिल जायेंगे. महाराष्ट्र के चंद्रपुर में मतुआ केंद्र सतुआ संघाधिपति मंजुल ठाकुर के बड़े भाई कपिल कृष्म ठाकुर खुद देखते हैं. कपिल ठाकुर अपनी मां वीणापाणी देवी, जिनका चरण ममता दीदी जब तब छूती रहती हैं, के साथ साठ के दशक में मतुआ महोत्सव में बसंतीपुर, मेरे गांव पधारे थे.

पिछले दिनों जब शरणार्थी ​​आंदोलन के सिलसिले में चंद्रपुर और ठाकुर नगर में मैं उनसे मिला, तब उन्होंने इसे याद भी किया. उस वक्त हमारी नानी और ताई दोनों ​​जीवित थीं. आज वे दिवंगत हैं. प्रमथ ठाकुर से पिता पुलिन बाबू के भी लगातार संबंध बने रहे, पर पिता के जोगेंद्र नाथ के अनुयायी होने के कारण उनमें ज्यादा अंतरंगता कभी नहीं थी. कपिल ठाकुर भी जोगेंद्रनाथ और अंबेडकर का नाम सुनकर बिदक जाते हैं. हरिचांद गुरूचांद को ​​ज्योतिबा फूले के आंदोलन से जोड़ने से भी उन्हें परहेज है.

बहरहाल दिल्ली, दिनेशपुर और मलकानगिरि में मतुआ अनुयायियों के बड़े केंद्र हैं. नागरिकता संशोधन कानून की अगुवाई में शरमार्थी आंदोलन की शुरुआत भी ठाकुरबाड़ी से हुई. नागपुर में २००५ में हुए शरणार्थी सम्मेलन में तो मतुआ अनुयायियों ने आंदोलन की बागडोर ठाकुर बाड़ी को सौंपने की मांग कर दी थी. ठाकुरबाड़ी ठाकुर नगर में इस कानून के खिलाफ मतुआ अनुयायियों ने आमरम अनशन भी शुरू किया था, जो न जाने​ ​ क्यों ऱिपब्लिकन नेता रामदास अठावले और उनके साथी सांसद के महाराष्ट्र से ठाकुर बाड़ी पहुंचकर अनशनकारियों को नींबू पानी पिलाने के बाद खत्म हो गया. 

विधानसभा चुनाव से पहले तो जोरदार नौटंकी हो गयी. नगाड़ों के साथ दिशा दिशा से मतुआ अनुयायी और आम शरणार्थी कोलकाता के मेट्रो चैनल में जमा हुए जहां वामपंथियों के साथ ही कांग्रेस तृणमूल कांग्रेस के नेता एक मंच पर आ गये. ममता खुद नहीं पहुंची, पर चुनाव​ ​ से पहले नागरिकता संशोधन कानून वापसी पर कोई बात किये बिना तमाम शरणार्थियों को नागरिकता दिलाने का उन्होंने भरोसा दिया. पर चुनाव के बाद अब उन्हें कुछ याद भी नहीं है. यही करिश्मा प्रणव बाबू ने य़ूपी चुनाव के दरम्यान पीलीभीत में भी किया. अब इसकी पुनरावृत्ति असम में देखी जा रही है, जहां शरणार्थियों की भारी तादाद है.

जनसत्ता 6 अप्रैल, 2012: पंकज ऐसा अक्सर होता है कि अपने समय में बलशाली, प्रभुत्वशाली लोगों द्वारा स्वीकृत और प्रचारित पदावलियों, मुहावरों और मान्यताओं से स्वयं वे लोग ही घिर जाते हैं। हमारे श्रेष्ठ या प्रभावशाली लेखक, पत्रकार, विश्लेषक और बौद्धिक भी इसके अपवाद क्यों होंगे? मुझे महाभारत पढ़ते हुए सदा यह आश्चर्य होता था कि भीष्म जैसे तेजस्वी, ज्ञानी, अनासक्त और धर्मनिष्ठ महापुरुष राज्य की रक्षा के नाम पर पापी राजा और राजपुत्र की रक्षा के फेर में किस मोह से पड़ गए थे? पांडवों ने किस मूढ़तापूर्ण वचनबद्धता के नाम पर या मां की आज्ञा की कैसी विचित्र और हास्यास्पद व्याख्या के नाम पर द्रौपदी से सामूहिक विवाह किया था?
द्रौपदी के चीरहरण के समय भीष्म, द्रोण जैसे धुरंधर क्यों शांत थे और जुए को पत्नी के शील से भी अधिक महत्त्वपूर्ण मूल्य मान रहे पांडव किस अर्थ में धर्मनिष्ठ थे? वर्तमान भारतीय पत्रकारों और विश्लेषकों के विश्लेषण पढ़-सुन कर यह आश्चर्य शांत हो जाता है। न जाने किन जुमलों और मुहावरों में, कैसी-कैसी व्याख्याओं के अविचारित आधारों के मोह में विश्लेषण होते रहते हैं। इनमें से एक सर्वाधिक रोचक मुहावरा है- 'जनता ने जाति-धर्म से ऊपर उठ कर वोट दिया।' मैं आज तक इस मुहावरे का अर्थ नहीं समझ पाया।
सबसे पहले यह नारा कांग्रेस ने दिया था- 'जात पर न पांत पर, इंदिरा जी की बात पर, मुहर लगेगी हाथ पर।' नारा बहुत साफ था- जाति और अन्य सामाजिक-सामुदायिक पहचानें व्यर्थ हैं, देश का प्रमुख राजनेता सर्वोपरि है, यानी व्यक्ति सर्वोपरि है। यह किस सिद्धांत या दृष्टि की उपज है, इस पर हमारे प्रमुख पत्र-पत्रिकाओं में कोई गंभीर बहस मैंने कभी देखी-पढ़ी नहीं। क्या किसी राजनीतिक दल का प्रधान व्यक्ति अन्य सामाजिक पहचानों से ऊपर होता है? किस आधार पर? इस आधार की जानकारी थोडेÞ से ही लोगों को है, पर वे प्राय: इसकी चर्चा नहीं करते। हिंदी में तो किसी भी पत्रकार या विश्लेषक ने पहले कभी इसकी चर्चा की ही नहीं थी। मूलत: अंग्रेजी में लिखने वाले और बाद में हिंदी में भी सहज ही लिखने वाले प्रसिद्ध कम्युनिस्ट लेखक-पत्रकार भरत झुनझुनवाला ने एक अन्य संदर्भ में पहली बार इसकी ओर संकेत किया। इसके लिए मैंने स्वयं उनसे मिल कर बहुत प्रशंसा की। मुझे पता नहीं था कि किसी भी भारतीय कम्युनिस्ट को यह तथ्य ज्ञात है। क्योंकि मेरा अनुभव है कि भारतीय कम्युनिस्ट सामान्यतया इन सभी तथ्यों से अनजान हैं और बड़ी ही मासूम अवधारणाओं के उन्मत्त आवेश से परिचालित रहते हैं।
भरत झुनझुनवाला ने कम्युनिस्टों को सलाह देते हुए हिंदी के एक अखबार में अपने स्तंभ में लिखा- ''कम्युनिस्टों ने यूरोप में चर्च के 'गॉड' के स्थान पर राज्य को रखा और पार्टी को उस राज्य की साधना का साधन मान कर उसे चर्च के समान सर्वोपरि स्थान दे दिया। इसे बदलने की, इस पर पुनर्विचार की आवश्यकता है। राज्य को ईश्वर का स्थानापन्न मान लेना गलती है।'' पढ़ कर मैं हर्ष से भर उठा। कम से कम एक लेखक तो ऐसा है जिसे इस तथ्य की जानकारी है। लेकिन देश की अन्य किसी भी पार्टी के किसी भी समर्थक बौद्धिक लेखक या पत्रकार को इस तथ्य की जानकारी नहीं है, यह मुझे ज्ञात है। 
खुद भाजपा का भी कोई समर्थक यह तथ्य नहीं जानता कि किसी राजनीतिक मतवाद को राष्ट्रीय जीवन में सर्वोपरि स्थान देने का अर्थ होता है, समाज में यूरो-क्रिश्चियन चर्च की तरह की एक संस्था को प्रतिष्ठित करने का प्रयास। यह हिंदू-दर्शन और भारतीय परंपरा के अज्ञान से ही संभव है। पर भाजपा में भी ऐसी स्थिति है।
कभी एकात्ममानववाद को, कभी गांधीवादी समाजवाद को और कभी सांस्कृतिक राष्ट्रवाद को भारतीय राजनीति का और भारतीय समाज का भी आदर्श मान और बता रहा समूह यह नहीं समझता कि राजनीतिक मतवाद राज्य-प्राप्ति का एक साधन मात्र हो सकता है, वह राष्ट्रीय जीवन का शास्ता नहीं हो सकता। होने पर महा अनर्थ होगा, जैसा सोवियत संघ, चीन और अन्य कम्युनिस्ट देशों में हुआ। एकात्ममानव-दृष्टि श्रेष्ठ जीवन-दृष्टि तो है, पर वह राजनीतिक सिद्धांत कहां से बन गया? राजनीतिक सिद्धांत बिल्कुल अलग चीज है।
कांग्रेस की तो बात ही अलग है। वहां विचार का कोई आग्रह व्यापक स्तर पर नहीं है। व्यावहारिक राजनीतिक बुद्धि से काम चलाया जाता रहा है। पर स्वयं जवाहरलाल नेहरू का आग्रह यही था कि उनके द्वारा परिकल्पित विशिष्ट समाजवाद नामक राजनीतिक मतवाद के अनुशासन में देश को संचालित किया जाना चाहिए।
इसकी अंत्येष्टि व्यवहार में उनकी बेटी इंदिरा गांधी ने कर दी और फिर सिद्धांत में उसका श्राद्ध कर्म उनके नाती राजीव गांधी ने उस समय कर दिया, जब आपातकाल में अपनी मां द्वारा लाए गए संशोधन के जरिए संविधान में स्वयं प्रस्तावना में जोडेÞ गए दो अव्याख्यायित-अपरिभाषित प्रत्ययों- 'समाजवाद' और 'सेक्युलरिज्म' को यथावत रखते हुए उन्होंने मुक्त अर्थव्यवस्था, वैश्वीकरण और उदारीकरण की नीतियां तेजी से चलार्इं और इसके साथ ही भारतीय समाज के बहुसंख्यकों के धर्म को वह आवश्यक वैधानिक, आधिकारिक राजकीय संरक्षण भी प्रदान नहीं किया, जो कि विश्व के प्रत्येक सेक्युलर राष्ट्र में दिया जाता है। परिणामस्वरूप व्यवहार में कांग्रेस के नेताओं की मनमर्जी ही देश के लिए मान्य आदर्श मान ली गई और बताई जाती रही। सेक्युलरिज्म क्या है? वह जो कांग्रेस का हाईकमान बताए। सोशलिज्म? वह जो कांग्रेस का शासन लागू करे। ऐसी ही व्यावहारिक दशा बनाई गई।
कम्युनिस्ट तो खैर अपने वर्गयुद्धवाद और द्वंद्वात्मक भौतिकवाद के   राजनीतिक मतवाद को राष्ट्र का सर्वोपरि आदर्श मानते ही हैं। समाजवादी भी पहले कम्युनिज्म से प्रभावित मतवाद को और बाद में डॉ लोहिया द्वारा व्याख्यायित समाजवाद को राष्ट्र का सर्वोपरि आदर्श मान कर चलते रहे। इसमें से बड़ी रोचक मान्यताएं निकलीं। पहले तो जाति को बुरा और वर्ग को स्वाभाविक या अच्छा मान लिया गया। इसके पीछे कैसा प्रचंड अज्ञान था, इसका एक ही उदाहरण पर्याप्त है कि महात्मा गांधी ने बार-बार नेहरू को, नरेंद्र देव और जयप्रकाश नारायण को यह याद दिलाया कि वर्ग की कोई भी परिभाषा स्वयं मार्क्स ने नहीं दी है और आज तक वर्ग की कोई सर्वमान्य परिभाषा सामने नहीं आई है और विश्व इतिहास में वर्ग-संघर्ष के कोई भी साक्ष्य या प्रमाण नहीं मिलते, तब भी न तो इन तीनों बौद्धिकों ने गांधीजी को कभी कोई उत्तर दिया और न ही कभी इस तथ्य पर विचार की कोई आवश्यकता समझी। यहां तक कि संपूर्ण क्रांति के दौर में भी जेपी अहिंसक वर्ग-संघर्ष की बात करते रहे। बिना यह ध्यान में रखे कि वर्ग तो एक अपरिभाषित और अज्ञात धारणा मात्र है।
संविधान में सर्वाधिक अनुसरण इंग्लैंड का किया गया, इंडिया एक्ट 1935 को आधार बनाया गया। पर इंग्लैंड का अलिखित संविधान वहां की सभी श्रेष्ठ परंपराओं को विधिक मान्यता देता है; वहां के सभी राजनीतिक दल वहां के प्रोटेस्टेंट चर्च के विराट तंत्र को निर्विघ्न काम करने देते हैं और राज्य, प्रशासन और न्याय-व्यवस्था में प्रोटेस्टेंट पंथाचार्यों (बिशप आदि) की अधिकृत रूप से खासी भूमिका है। दूसरी ओर, वहां कोई भी दल बीसवीं शताब्दी के पूर्वार्द्ध तक इंग्लैंड में व्याप्त भयंकर अमानवीय प्रथाओं- नस्लवाद, स्त्री में आत्मा का होना न स्वीकार करना, चर्च और बिशपों के पास अद््भुत और असीमित न्यायिक, दंडात्मक, शैक्षणिक और सामाजिक अधिकार होना, भिन्न पंथ वालों की खुलेआम पिटाई को विधिक मान्यता, गैर-ईसाई को दंडनीय और दयनीय हीदन्स मानना, गैर-गोरों को अविकसित मानव मानना, आदि- की चर्चा तक नहीं करता।
एक राष्ट्रीय चुप्पी है और हजारों वर्षों तक प्रताड़ित समूहों को आरक्षण देने की कोई चर्चा तक नहीं है। कोई भी प्रमुख दल वहां वर्गों के संघर्ष की बात नहीं करता है। वर्ग विश्लेषण केवल अकादमिक क्षेत्र तक सीमित है। वह भी आंशिक रूप में। कोई भी हाउसेज या प्रमुख कुलों के सफाए की बात तक नहीं करता। पर भारत के राजनेता तो बिना किसी व्यापक अध्ययन के सदा समाज वैज्ञानिकों और दार्शनिकों की भंगिमा में बोलते हैं। मानो बिना विशद अध्ययन के भी समाज वैज्ञानिक या दार्शनिक बना जा सकता है, केवल किसी पार्टी का सदस्य बनते ही। समाज के विषय में ज्ञान कुछ न हो, पर आप उसके भविष्य की दिशा तय करेंगे। जाति मिटाएंगे, वर्ग लड़ाएंगे आदि-आदि। इसका दिलचस्प परिणाम यह है कि जाति को भारत की सबसे प्रमुख सामाजिक संस्था बताया जाता है और फिर उसे नष्ट करने को एक श्रेष्ठ आदर्श भी बताया जाता है।
यहां तक कि यह भी कह दिया जाता है कि हिंदू धर्मशास्त्रों ने जाति को ही मुख्य सामाजिक इकाई माना है। मैंने आज तक ऐसे सभी लोगों से पूछा कि कृपया बताएं कि किस हिंदू यानी भारतीय धर्मशास्त्र में जाति को भारतीय समाज की इकाई बताया गया है, क्योंकि मैंने प्राय: सभी धर्मशास्त्र श्रद्धा से पढेÞ हैं और मुझे तो कहीं भी ऐसा कोई उल्लेख नहीं मिलता, जो आज तक कोई जाति-विरोधी व्यक्ति इसका उत्तर नहीं दे पाया। वे कभी वर्णों का हवाला देते हैं तो कभी जनों या कुलों का। 
रोचक बात यह है कि इन महानुभावों को यह तथ्य भी ज्ञात नहीं है कि वर्तमान में पिछले डेढ़ सौ वर्षों से जो भौगोलिक क्षेत्र इतिहास में पहली बार यूरोप कहा जा रहा है, उस संपूर्ण भौगोलिक क्षेत्र में शताब्दियों तक राज्य और चर्च यानी धर्मपंथ या उपासनापंथ- दोनों ही क्षेत्रों में सर्वोपरि सत्ता कुलों यानी 'हाउसेज' की ही रही है और आज भी एक बड़ी सीमा तक है। चर्च में तो कुलों का सर्वोपरि महत्त्व है ही, विभिन्न राजाओं के भी कुलों का ही महत्त्व है, व्यापार में भी शीर्ष पर वहां कुलों का ही महत्त्व है, कला और अन्य क्षेत्रों में भी 'हाउसेज' का विशिष्ट महत्त्व है।
न्यायाधीशों के चयन के लिए भिन्न-भिन्न यूरोपीय देशों में जो परिषदें बनती हैं, उन सभी में चर्च के बिशप आदि महत्त्वपूर्ण सदस्य होते हैं और ये सभी चर्च मुख्यत: 'हाउसेज' को ही महत्त्वपूर्ण मानते हैं। प्रत्येक महत्त्वपूर्ण बिशप और पंथाधिकारी अपने अमुक हाउस से जुडेÞ होने पर गर्व करता है। भारत में स्वयं कांग्रेस के लोग 'नेहरू-गांधी हाउस' से जुड़ कर परम गौरव का अनुभव करते हैं, जो यूरोप के अनुसरण में ही है। हो सकता है, कल को सपा भी मुलायम-अखिलेश यादव कुल का गौरव प्रचारित करे, अन्य पार्टियां भी अन्य कुलों का गौरव महिमामंडित करें। यही चलेगा। कुल-विशेष का गौरव और जातियों का विरोध! वाह! कुलों से चिपटेंगे और जाति को झिड़केंगे। क्या कहने!              (जारी)...

Darjeeling/Calcutta, April 6 (PTI): Darjeeling experienced unseasonal snowfall and a hailstorm today as heavy rains lashed the metropolis and adjoining districts leaving one person dead and disrupting early morning train services.
Darjeeling town, the Queen of the Hills, received 1 inch to 1.5 inch snowfall between 11.15 am and 11.45 am after a hailstorm and rains in the last three days, district administration sources said.
Considered a very unusual phenomenon for April, the snowfall whitened rooftops and streets and delighted tourists.
The weatherman said in Calcutta that more snow was expected.
A two hour downpour accompanied by hail lashed the metropolis in the early morning flooding low-lying areas of the metropolis and affecting train services.
The weatherman said that Alipore received 63.7 mm and Dumdum 46.2 mm of rain.
The rainfall was the result of a cyclonic trough extending from Madhya Pradesh, Chhattisgarh and West Bengal to Bangladesh.
Train services in Sealdah south section and Howrah divisions were affected for some time due to the rain, but no train was cancelled, railway sources said.
A 22 year old truck driver was killed when struck by the thunder bolt as he was trying to fix a polythene sheet on the deck of the vehicle to escape from the showers at Shalimar rail yard in Howrah district. His partly burnt body was recovered from the truck,the police said.
Heavy rains also lashed neighbouring Howrah, Hooghly and North and South 24 Parganas districts.
The met office forecast rainfall for the next 24 hours.

Calcutta, Apr 06 (PTI): Former Lok Sabha Speaker Somnath Chatterjee on Friday slammed the West Bengal government for the reported omission of the Russian revolution, Marx and Engels in the history syllabus of the Higher Secondary Council and wondered who was advising Chief Minister Mamata Banerjee.        
"I have no idea who are advising the chief minister for radically overhauling the history syllabus excluding chapters of world history, but it is definitely a wrong and controversial decision," Chatterjee said.
The veteran Marxist said "if students are to read Marx, Engels and about the Russian revolution, they are not supposed to turn into Communists.        
"I fail to understand why such a historic event and great masters of history will be excluded in the curriculum. This is not desirable and is unnecessary and unfortunate," he said.
According to reports, the school syllabus for history is likely to be overhauled with the Russian revolution, Marx and Engels to be excluded.

Jewellers call off 21-day strike

New Delhi, April 6 (PTI): Bullion traders and jewellers today called off their 21-day nationwide strike after meeting UPA Chairperson Sonia Gandhi and Finance Minister Pranab Mukherjee who assured them that their demand for rollback of excise duty on unbranded jewellery would be considered.
"We have notified all our members to call off the agitation with immediate effect," Dinesh Jain, Director of Governing Board, All-India Gems and Jewellery Trade Federation, told PTI.
Most of the jewellery shops would open from tomorrow, today being holiday on account of Good Friday.     
Traders are estimated to have lost Rs 20,000 crore due to the strike which began on March 17 after presentation of the Budget on the previous day.
Jewellers, however, threatened that strike would resume again if the proposal to levy excise duty of one per cent is not withdrawn in the Finance Bill, which is expected to come up before Parliament early next month.
"The strike has been suspended till May 11, as the Finance Minister has assured us on a decision on rollback on excise duty and customs duty by first week of May," Jain said.  
Delhi-based All India Sarafa Association General Secretary Surendra Jain also said that their members have also agreed to suspend the strike.
Some of traders who met Mukherjee, said the Finance Minister has assured them that their grievances with regard to levy of 1 per cent excise duty on unbranded jewellery would be addressed.
Before traders met Gandhi, Congress General Secretary Janardhan Dwivedi said the party has asked the government to consider jewellers' demand sympathetically.
