Moody's bullish on India growth; says policy environment nothing new

New Delhi, Jun 25 (PTI): Emphasising that slowdown is unlikely to be a permanent feature of the Indian economy, global agency Moody's Investors Service on Monday retained the country's credit rating outlook at stable even as its peers are bearish on the growth prospects.
Moody's said it was "maintaining its stable outlook on India's current 'Baa3' rating.
According to Moody's, various credit challenges such as weak fiscal performance, tendency towards inflation and an uncertain investment policy environment, "have characterised the Indian economy for decades, and are already incorporated" into the rating.
On the other hand, the agency noted that certain recent negative trends -- lower growth, slowing investment and poor business sentiment -- "are unlikely to become permanent or even medium-term features of the Indian economy"
Reacting to it, Prime Minister's Economic Advisory Council Chairman C Rangarajan said, "Well, I think it's good that Moody's has affirmed the stable grade. It also shows that the Indian economy is right on the track".
Moody's affirming India's stable outlook comes against the backdrop of two of its rivals -- Standard & Poor's and Fitch -- lowering the credit rating outlook to negative.
Morgan Stanley has also lowered India's growth forecast.
However, Moody's on Monday noted that global and domestic factors, including potential shocks in agriculture, could keep India's growth below trend for the next few quarters.
India, one of the fastest growing economies, is faced with slow growth and falling rupee. Gross Domestic Product (GDP) growth rate fell to 6.5 per cent in 2011-12 from 8.4 per cent in past two fiscals.
On the rupee's sharp depreciation, Moody's said it does not raise the government's own debt service burden significantly.

It further said India's debt and fiscal deficit ratios have always been worse than those of similarly rated peers, adding that its own assessment of low government financial strength is based not merely on a comparison of ratios, but also on the underlying reasons for weak government finances.
"These lie in the role fiscal policy plays in maintaining social stability in a highly diverse, poor and unequal society, which limits government revenues and imposes demands on government expenditure," it said.
This poverty constraint, Moody's said, is effectively factored into the rating by assigning India a 'moderate' economic strength assessment, despite the well above global average size and growth rates of its economy.
Furthermore, the impact of lower growth and still-high inflation will deteriorate credit metrics in the near term, but not to the extent that they will become incompatible with India's current rating, the global agency said.
Terming Moody's action as a 'balanced opinion', senior economist of HDFC Bank, Jyotinder Kaur said "despite imbalances in the economy, the fact is that India's debt servicing, especially external debt servicing is very low".
Despite pressure on various fronts, there is no sustained threat on India's credit worthiness, she added.

Calcutta played monsoon catch-up on Sunday with the wettest day of the season so far and the bonus of a Celsius dip seven degrees below normal.
The bad news is that such conditions are too good to last, even after a monsoon delayed and almost denied.
"We expect temperatures to rise on Monday as the thick cloud cover that had blocked the sun's rays would start to disperse….The clouds are likely to move towards north Bengal," said Gokul Chandra Debnath, director of the Regional Meteorological Centre in Alipore.
The city received 51mm of rain in 24 hours but what really made the Calcuttan's Sunday was the maximum temperature plummeting to 26.2 degrees Celsius. A measure of the uniformly pleasant weather through the day was the barely one-degree difference between the maximum and minimum readings.
The minimum temperature being 25.1 degrees Celsius meant that there was no discernible fluctuation in how the weather felt at different times of day. "It could have been very stifling because the relative humidity range of 81 to 97 per cent was high, as is to be expected on a monsoon day like this. What made the difference were the thick clouds and a cool, steady breeze," a weather scientist with the India Meteorological Department said from Delhi.
Calcuttans desperate for relief after a harsh summer made the most of the pleasant weather. "It was just the day I wanted. There was rain but not really a downpour, so one didn't have to stay put at home," said Jahnvi Jaiswal, a college student trawling South City mall with friends.
Monsoon officially arrived on June 17 but it wasn't until last Thursday that the first showers of the season came. Before that, there were three spells of pre-monsoon showers totalling 53.6mm of rainfall on June 7, which is around the time monsoon should have hit town.
The June rain count currently stands at 173.7mm, against an average of 283.5mm for the month. So for the city to have a normal June, the skies need to pour another 109.8mm of rain in the remaining six days.
Met records show that June generally has 12.7 rain days. It has rained on nine days so far, which means the problem is not so much about how many as about how much.
The rain on Sunday was caused by low-lying stratus clouds that formed one to two kilometres above the earth's surface.

- India needs drastic reforms, not cosmetic ones

In 1990, A.M. Khusro was editor of The Financial Express. The country’s economic situation was dire. A four-page article by an anonymous writer (later speculated to be Montek Singh Ahluwalia) laid out what must be done for economic revival and growth. The article listed policy changes (that were also in reports by L.K. Jha and recommendations made by the World Bank mostly by Indian economists). Policy changes or new ones introduced by P.V. Narasimha Rao as prime minister in 1991 with Manmohan Singh as his finance minister followed this blueprint.
India’s situation today is no less dire than it was in 1991. The prime minister says that unlike then we now have ample foreign exchange reserves. But they have come down by almost 10 per cent in the last two months. And the reserves cost high interest. Being volatile funds they can flee at short notice. As in 1991 we need drastic reforms, not cosmetic ones. Growth is declining, inflation rampant, investment down, and payments balance dangerously bad. Thankfully Pranab Mukherjee — the worst finance minister that the Congress has had — will move soon and the United Progressive Alliance can reverse his many mistaken polices. The best reform would be to replace the two-headed “leadership” of the UPA with one head with political power.
Contrary to the statements of Congress and government spokesmen, there is no magic wand. Opening foreign direct investment to retail, massive infrastructure expenditures, superficial cuts in government expenditures, are Mukherjee’s cosmetic sound bites, not reforms. The needed reforms are structural and systemic, prioritizing decentralized governance, and administrative reform.
Slashing the fiscal deficit — and immediately — demands genuine and drastic cutting of expenditures. Pious pleadings for reducing overseas travel by government servants or not holding meetings in five-star hotels will not do. Social service expenditures are the chief cause of Central and state government spending since 2009. The figures between 2006-07 and 2010-11 (in rupees crores) are: 2006: 11,09,174; 2007: 13,16,246; 2008: 15,95,110; 2009: 19,09,380; 2010-11: 20, 71,147.
Schemes and expenditures were rolled out with little prior testing, poorly targeting beneficiaries. Much of the claimed expenditures have been stolen. Obvious actions are to make an overall cut in each scheme, cut allocations to states which have been shown to spend funds on non-target beneficiaries, and in allocations to states that do not submit required periodic returns.
The capacity of panchayats and local authorities must be strengthened and then funds disbursed directly to them for different social schemes. They might steal, but can monitor closer to the beneficiaries. All schemes should first be pilot-tested and a monitoring and evaluation mechanism established, using lessons from the past as aids to minimize wastage and theft.
Foreign investment has already increased to the United States of America and Germany. Their strong currencies offer safety. The retrospective taxation introduced in the last budget has unsettled investors. It should be withdrawn immediately without waiting for judicial scrutiny. For foreign companies, acquiring valuable Indian capital assets by buying their holding companies abroad saved regulatory interference and taxes. Some examples over the years: Lever buying Brooke Bond; Glaxo buying SKF and Burroughs-Welcome; Kraft buying Cadbury, and many others. The government must impose a prospective tax on capital gains on overseas purchases of companies with sizeable Indian assets, and withdraw the retrospective tax.
When our composition of foreign exchange reserves improves, a calibrated programme to reduce our dependence on volatile foreign funds must be initiated. A tax must be imposed on foreign institutional investors who move funds out of India without holding them for at least a year. As FDI and exports increase, we must abolish the tax treaties with countries like Mauritius, and the scheme of participatory notes, which have become conduits for money laundering and illegal overseas accounts.
Foreign direct investment policies must become open. Allow FDI in all sectors — insurance, retail, pensions, aviation and anything else, with close regulatory oversight, and with a small negative list on security considerations. Rules and procedures must be simplified so that India does not remain at the bottom of the list of countries where a new business can be started speedily. The intention of the government and its policies must be to make investment welcome, not to show suspicion.
The government must abandon ‘disinvestment’ in State-owned enterprises where it sells minor percentages of its equity; instead, it must privatize them. The revenues that will be generated can be used for funding social service schemes and for infrastructure. The bonus for the economy will be that the fr eed public enterprises will function entrepreneurially, efficiently and add substantially to the economy.
‘Disinvestment’ of part of the equity allows government to retain full control. It is a revenue-raising exercise — not one to improve entrepreneurship and management autonomy. Minority shareholder interests are ignored. The freedom of the government as majority equity holder and policymaker to overrule interests of minority shareholders under the present disinvestment will no doubt be settled in court. Disinvestment does not correct the biggest hurdle to the efficient management of public enterprises — the interference of ministers and bureaucrats in all major decisions and the absence of managerial autonomy in key decisions on strategy, diversification, technology, collaboration, key appointments and so on.
Attempts to distance ministries from public enterprises — memoranda of understanding between the controlling ministry and the enterprise on who is to be responsible for what action — ended up as another budgeting exercise and paperwork for the enterprise without achieving distancing between the two. Another effort was to have holding companies like Indian Tourism Development Corporation, and thoughtless mergers like that of Indian Airlines and Air India. A recent fancy is that of conferring ‘navaratna’ and ‘mahanavaratna’ status, but that has not stopped bureaucratic control. Many times, even the top operating management is given to bureaucrats. Public enterprises that are not enterprising are still critical to the economy. But their culture is administrative — of procedures. All serving and retired bureaucrats in Central and state government-owned enterprises must be removed. This is especially so for state electricity boards that have accumulated losses of over Rs 1 trillion paid out of state budgets.
Decisions on goods and services tax, the direct tax code, oversight of credit rating agencies, introduction of the international financial reporting system for all accounts, codification of standard rules for transfer pricing, should be accelerated, not meander desultorily. Land acquisition, environment and forest clearance are major hindrances to industrial development. One suspects that the government prefers them to be so discretionary. This must be corrected and a fast approval/disapproval process introduced.
Natural resources like coal, iron ore, oil and gas, telecommunications spectrum, and others are national resources. A clear procedure for allocation, fees for sale or lease and so on is not difficult to evolve but obviously a discretionary procedure is more profitable to the government functionary. Ministerial and bureaucratic discretion must go in these matters, as on land and environment.
Independent regulation of information, competition, electricity, telecom and so on must also be treated as such. They must be made accountable to the higher judiciary. Appointments must not be restricted, as now, to retiring bureaucrats.
The fundamental reforms must be decentralization of decision-making and the individual accountability of the bureaucracy for decisions. Proposals for administrative reforms exist and must be implemented immediately. Administrative reforms must move the bureaucracy away from a pre-independence system of revenue gathering, law and order maintenance to a development and social service oriented one.
Financial decentralization is another priority reform. Elected representatives, especially in state legislatures, do not want to surrender their power to distribute largesse. They have resisted financial devolution to panchayatsPanchayats must have capacity-building and decision-making powers. Similarly in large urban municipalities, corporators must be accountable for their decisions. These are the urgent, doable and dramatic reforms. Will vested interests in all political parties accept and implement them?

देश में होने जा रहे राष्ट्रपति चुनाव पद के प्रत्याशी को लेकर तस्वीर साफ हो चुकी है। परंतु पिछले कुछ दिनों के दौरान जिस प्रकार विभिन्न राजनैतिक दलों द्वारा इस पद के उम्मीदवार को लेकर राजनैतिक चालें चली गईं उन्हें देखकर ऐसा महसूस हुआ कि गोया यह चुनाव देश के सर्वोच्च संवैधानिक पद हेतु निर्वाचित किए जाने वाले राष्ट्रपति का चुनाव न होकर 2014 में होने वाले लोकसभा चुनावों का सेमीफाईनल हो रहा हो। विभिन्न राजनैतिक दलों द्वारा भविष्य के अपने-अपने राजनैतिक हितों को साधने वाली चालें चली गईं। ज़ाहिर है इन चालों में किसी नेता को जहां अपनी राजनैतिक अपरिपक्वता के चलते मात हुई वहीं राजनीति के कई मंझे हुए खिलाड़ी राष्ट्रपति चुनाव की इस बिसात पर शह देने में कामयाब रहे। देश के सबसे पुराने राजनैतिक दल कांग्रेस ने जहां प्रणव मुखर्जी के रूप में अपना प्रत्याशी घोषित कर बड़े ही सुनियोजित ढंग से का$फी देर से अपने पत्ते खोले वहीं यूपीए के सहयोगी नेता ममता बैनर्जी व मुलायम सिंह यादव ने बहुत ही जल्दबाज़ी दिखाते हुए कांग्रेस पार्टी को तीन नामों का सुझाव दे डाला। इनमें पहला नाम डा. एपीजे अब्दुल कलाम का था, दूसरा प्रधानमंत्री डा. मनमोहन सिंह का व तीसरा नाम सोमनाथ चैटर्जी का। इन नामों की घोषणा करते समय मुलायम सिंह यादव व ममता बैनर्जी साथ-साथ बैठकर एक ही सुर में बोलते दिखाई दे रहे थे। परंतु इन नामों के सार्वजनिक होने के बाद मात्र 24 घटों के भीतर जैसे ही कांग्रेस पार्टी द्वारा इन तीनों नामों को खारिज किया गया वैसे ही मुलायम सिंह यादव कांग्रेस के साथ खड़े नज़र आने लगे तथा ममता बैनर्जी अपने जि़द्दी स्वभाव के अनुरूप काफी देर तक अपने सुझाए गए नामों विशेषकर डा० कलाम की उम्मीदवारी पर अड़ी रहीं।

डा. कलाम के नाम को लेकर ममता या मुलायम सिंह यादव का रुख पूरी तरह राजनीति से प्रेरित माना जा रहा है। क्योंकि डा. कलाम शुरु से ही चुनाव लडऩे की मुद्रा में नज़र नहीं आ रहे थे। न ही उन्होंने इन नेताओं को कभी ऐसा संकेत दिया था कि वे उनकी उम्मीदवारी को लेकर विभिन्न राजनैतिक दलों में सहमति बनाने की कोशिश करें। वास्तव में डा .कलाम के नाम का इस्तेमाल मुलायम व ममता द्वारा केवल इसलिए किया जा रहा था ताकि वे 2014 के लोकसभा चुनावों में देश में डा. कलाम के समर्थकों विशेषकर मुस्लिम मतदाताओं को यह बता सकें कि उन्होंने तो अपनी ओर से पूरा प्रयास किया था कि डा, कलाम ही एक बार पुन: देश के राष्ट्रपति बनें। परंतु कांग्रेस पार्टी ने ही उनका यह प्रस्ताव स्वीकार नहीं किया। उधर ममता बैनर्जी की आए दिन की घुड़कियों, धमकियों व ब्लैकमेलिंग से परेशान कांग्रेस पार्टी ने भी मानो इस बार ममता बैनर्जी को सब$क सिखाने की ठान ली थी। और कांग्रेस ने न केवल ममता द्वारा सुझ़्ए गए तीनों नाम ख़ारिज कर दिए बल्कि अपनी तुरुप की चाल चलते हुए पश्चिम बंगाल से ही संबद्ध पार्टी के प्रणव मुखर्जी रूपी एक ऐसा कद्दावर नेता को राष्ट्रपति पद का प्रत्याशी बनाया जिनका विरोध करने का साहस संयुक्त प्रगतिशील गठबंधन तो क्या राष्ट्रीय जनतांत्रिक गठबंधन भी पूरी तरह नहीं कर सका। अपने स्वभाव के अनुरूप ममता बैनर्जी कांग्रेस की इस तुरुप की चाल से तिलमिलाई तो ज़रूर परंतु इसके बावजूद काफी देर तक वे डा. कलाम के नाम की ही रट लगाती रहीं। आखिरकार डा. कलाम ने ही इस अनिश्चितता के वातावरण को स्वयं समाप्त करते हुए ममता बैनर्जी को एक पत्र लिखा जिसमें उन्होंने ममता बैनर्जी व अपने अन्य शुभचिंतकों द्वारा उनका नाम प्रस्तावति किए जाने हेतु धन्यवाद किया तथा अपने चुनाव न लडऩे की भी घोषणा की।

कांग्रेस ने प्रणव मुखर्जी को राष्ट्रपति पद हेतु यूपीए का उम्मीदवार बनाकर पश्चिम बंगाल में अपने आधार को मज़बूत करने की न केवल कोशिश की बल्कि कांग्रेस की इस चाल से वामपंथी दलों का एक बड़ा धड़ा भी प्रणव मुखर्जी को समर्थन देने को तैयार हो गया। यही नहीं बल्कि प्रणव मुखर्जी जैसे कद्दावर व वरिष्ठ कांग्रेस नेता को प्रत्याशी बनने पर राजग में भी बड़े पैमाने पर फूट पड़ती दिखाई दी। इस चुनाव में शिवसेना जैसे भाजपा के पुराने सहयोगी ने तो प्रणव मुखर्जी के समर्थन में आकर राजग का साथ छोड़ा ही जनता दल युनाईटेड जैसे बिहार के भाजपा के सत्ता सहयोगी ने भी प्रणव मुखर्जी के पक्ष में मतदान करने की घोषणा कर प्रणव मुखर्जी की जीत को सुनिश्चित करने का काम किया। ज़ाहिर है इन राजनैतिक दलों की इन चालों के बीच भारतीय जनता पार्टी के नेताओं के पास एक -दूसरे का मुंह देखने के सिवाए कोई चारा नहीं था। भाजपा प्रणव मुखर्जी के मुकाबले में कोई दूसरा ऐसा $कद्दावर नेता नहीं तलाश कर सकी जो प्रणव मुखर्जी को टक्कर दे सके तथा उसके नाम पर राजग के अन्य सहयोगी सदस्य एकजुट व एकमत हो सकें। और आख़िरकार मजबूरी वश भाजपा ने पी ए सांगमा जैसे उस उम्मीदवार को समर्थन देने का फैसला किया जिसे कि उसकी अपनी पार्टी राष्ट्रवादी कांग्रेस स्वयं चुनाव लड़ाना नहीं चाह रही थी। हां तमिलनाडु की मुख्यमंत्री जयललिता व उड़ीसा के मुख्यमंत्री नवीन पटनायक ज़रूर संगमा को चुनाव लड़ाने के पक्ष में खड़े दिखाई दिए।

गौरतलब है कि भारतीय जनता पार्टी भी संगमा को दिए जा रहे समर्थन को लेकर एकमत नहीं दिखाई दी। कर्नाटक के पूर्व मुख्यमंत्री येदिउरप्पा तो खुलकर प्रणव मुखर्जी को सांगमा के मुकाबले अच्छा प्रत्याशी बता चुके हैं। और भी कई भाजपा नेता प्रणव मुखर्जी की वकालत व तारीफ करते देखे जा रहे हैं। इसके बावजूद भाजपा का संगमा को समर्थन देने का अर्थ भी 2014 के लोकसभा चुनावों के मद्देनज़र ही माना जा रहा है। इसमें कोई दो राय नहीं कि संागमा पूर्वोत्तर क्षेत्र के कद्दावर नेताओं में सबसे बड़े नेता हैं। इसके अतिरिक्त वे आदिवासी समुदाय से भी संबंध रखते हैं। बावजूद इसके कि उनके नाम का प्रस्ताव भाजपा द्वारा नहीं किया गया है फिर भी भाजपा उन्हें अपना समर्थन देकर न केवल पूर्वोत्तर क्षेत्र में 2014 के चुनावों में अपनी घुसपैठ करना चाह रही है बल्कि देश के आदिवासी समुदाय को भी अपने साथ जोडऩे का प्रयास कर रही है। सांगमा ने भी जब यह देखा कि उन्हीं की अपनी पार्टी राष्ट्रवादी कांग्रेस उन्हें अपनी पार्टी की ओर से राष्ट्रपति पद का उम्मीदवार नहीं बना रही है तो उन्होंने भी आनन-फ़ानन में पार्टी से त्यागपत्र दे डाला और स्वयं को आदिवासी उम्मीदवार बताते हुए चुनाव मैदान में कूद पड़े। सांगमा भी इस बात से बाखबर हैं कि राष्ट्रपति चुनाव की अंकगणित उनके पक्ष में नहीं है। परंतु उनका भी यही प्रयास है कि वे यह चुनाव लडक़र स्वयं को देश के सबसे बड़े कद्दावर आदिवासी नेता के रूप में स्थापित कर सकें और इस चुनाव का लाभ 2014 के चुनाव में उठा सकें।
उधर राजग के प्रमुख घटक दल शिवसेना व युनाईटेड जनता दल ने प्रणव मुखर्जी को समर्थन देकर यह संदेश देने की कोशिश की है कि वे राष्ट्रपति पद जैसे देश के सर्वोच्च संवैधानिक पद के चुनाव में ज़ोर-आज़माईश की राजनीति करने के बजाए सर्वसम्मत प्रत्याशी के पक्षधर हैं। इसीलिए वे इस पद हेतु चुनावी संघर्ष की भूमिका में जाने के बजाए सर्वसम्मत निर्वाचन के पक्ष में जाना अधिक बेहतर समझते हैं। इसके अतिरिक्त यह दोनों ही दल प्रणव मुखर्जी के ऊंचे राजनैतिक $कद के भी $कायल हैं। लिहाज़ा इन दोनों राजग सहयोगी दलों ने भी राष्ट्रपति चुनाव में अपनी सकारात्मक भूमिका निभाकर अपने-अपने क्षेत्र की जनता को बेहतर संदेश देने की कोशिश की है। और 2014 में अपने इस सकारात्मक निर्णय का लाभ यह दल भी उठाना चाहेंगे। कुल मिलाकर इस समय सबसे असहज स्थिति भारतीय जनता पार्टी की ही बनती दिखाई दे रही है जो न तो अपना कोई उम्मीदवार प्रणव मुखर्जी के मुकाबले में लाकर खड़ा कर सकी न ही सांगमा को समर्थन देकर वह उन्हें जिता पाने की स्थिति में है। बजाए इसके कांग्रेस प्रवक्ता जनार्दन द्विवेदी के शब्दों में भारतीय जनता पार्टी 'उधार के उम्मीदवार को अपना समर्थन दे रही है और यह उम्मीदवार भाजपा का नहीं है। परंतु चूंकि भाजपा मुख्य विपक्षी दल है तथा इस चुनाव में वह कांग्रेस को वाकओवर नहीं देना चाहती इसलिए सांगमा को समर्थन देना उसकी मजबूरी या लाचारी कुछ भी समझा जा सकता है।

कुल मिलाकर उपरोक्त सभी हालात अफसोसनाक व चिंताजनक हैं। दरअसल होना तो यही चाहिए था कि इस सर्वोच्च पद के लिए सभी राजनैतिक दलों द्वारा कोई सर्वसम्मत उम्मीदवार बनाया जाता। परंतु ऐसा करने के बजाए राष्ट्रपति चुनाव को भी 2014 के लोकसभा चुनावों पर निशाना साधने के हथियार के रूप में इस्तेमाल किया गया है। डा.कलाम को राष्ट्रपति बनाए जाने के पक्षधर दिखाई देने वाले नेता दरअसल डा. कलाम के उतने हितैषी नहीं थे जितने कि वे दिखाई दे रहे थे। यदि वास्तव में उन्हें डा.कलम की योग्यता का इस्तेमाल देशहित में करने की ज़रूरत महसूस हो रही है तो उन्हें डा. कलाम को भारत के प्रधानमंत्री के रूप में अपने-अपने दलों की ओर से प्रस्तावति कर 2014 के लोकसभा चुनाव लडऩे चाहिए। परंतु यकीनन यह राजनैतिक दल ऐसा हरगिज़ नहीं करेंगे क्योंकि इनकी निगाहें तो स्वयं प्रधानमंत्री के पद पर लगी होती हैं। और इसी कारण राष्ट्रपति पद के लिए होने जा रहा चुनाव भी इन राजनैतिक दलों द्वारा 2014 के चुनावों के मद्देनज़र लड़ा जा रहा है इसलिए कहा जा सकता है कि राष्ट्रपति पद का यह चुनाव 2014 का सेमीफाईनल भी है।

भारतीय जनता पार्टी के लिए अब उसका मातृ संगठन यानी राष्ट्रीय स्वयंसेवक संघ ही मुसीबत बनता जा रहा है। कभी राजनीति से दूर रहनेवाले राष्ट्रीय स्वयंसेवक संघ की अति राजनीतिक सक्रियता भाजपा को भटकाने लगी है। एनडीए का मजबूत गठजोड़ करके भाजपा को सत्ता और खुद को प्रधानमंत्री की कुर्सी तक पहुंचाने वाले अटल बिहारी वाजपेयी के निष्क्रिय होने के बाद खुद भाजपा तो दिशाहीन है ही, आरएसएस भी भाजपा की कमाई पर कब्जा जमाने में कोई कसर नहीं छोड़ रहा है. इसका परिणाम यह हो रहा है कि भाजपा के राजनीतिक साथी भाजपा को आंख दिखाने लगे हैं। आलोक कुमार का आंकलन-
बीते दशक की शुरूआत में ही राष्ट्रीय स्वंयसेवक संघ के अंदर उसे लेकर घटते आकर्षण पर चिंतन शुरू हो गया था। संघ का ''संस्कार'' भरने के लिए लगने वाली शाखा कम हो गई थी। शाखाओं में आने वालों की तादाद में कमी को दूर करने के उपायों पर चर्चा हुई थी। हालात में सुधार के लिए दो तात्कालिक प्रयास करने की बात सामने आई थी। पहला, गणवेश में बदलाव के जरिए आकर्षण बढाया जाए। संघ का गणवेश यानी खाकी निक्कर को बदलकर पहचान के लिए नया रुप रंग आजमाने पर बल दिया गया। दूसरी बात संघ की शाखाओं और उसमें शामिल होने वालों की संख्या में आ रही कमी को सुधारने के लिए उपायों पर सार्वजनिक चर्चा हुई। चर्चा से निकले नतीजे सार्वजनिक नहीं हुई। खोजखबर लेने पर पता लगा कि बदलाव की कोई हिम्मत नहीं कर पाया। इसलिए बदलाव के विचार को रोक दिया गया।
संघ से जुडी इन बातों का व्यापक महत्व है। खासकर, देश की मुख्य प्रतिपक्षी दल भारतीय जनता पार्टी की मातृ संगठन के नाते आम भारतीयों के लिए यह समझना जरूरी है कि संघ के अंदर कोई बदलाव आने में आखिर इतना वक्त क्यों लगता है? या, बदलाव की जो बात होती है वह जड़ता का शिकार क्यों हो जाती है?
बिहार के मुख्यमंत्री नीतिश कुमार के "गोल्डेन वर्ड" के प्रकरण ने संघ से जुडे सवाल को और महत्वपूर्ण बना दिया है। यह समझना जरूरी है कि 1996 से संघ की बैसाखी के सहारे बढे चले आ रहे नीतिश कुमार की टोली को सोलह साल के बाद भी ऐसा क्यों लगा कि प्रधानमंत्री पर संघ की पसंद को नहीं चलने दी जाए। 'एलायंस विद डिफरेंस' का मुखौटा बने नीतिश कुमार ने राष्ट्रपति चुनाव के वक्त प्रधानमंत्री की पसंद बताकर रोचक राजनीतिक स्थिति पैदा कर दी। नीतिश कुमार के मुताबिक प्रधनमंत्री की कुर्सी पर कोई धर्मनिरपेक्ष आदमी हीं बैठना चाहिए।
बिन मौसम बरसात की तर्ज पर आया यह सवाल और एऩडीए की दरार को चौड़ी कर गया, और नीतिश कुमार को फायदा दे गया। यूनाइटेड जनता दल के लिए गठबंधन धर्म से मुक्त होकर राष्ट्रपति चुनाव में कांग्रेस नेता प्रणव मुखर्जी के पक्ष मतदान करने का रास्ता खोल गया। जबकि बीजेपी की पसंद बने पूर्णों संगमा नीतिश कुमार की धर्मनिरपेक्षता की परिभाषा में प्रणव मुखर्जी की तुलना में ज्यादा धर्मनिरपेक्ष हैं। पंडित प्रणब मुखोपाध्याय हर दशहरा अपने गांव में रहकर दुर्गा पूजा करने के आदी हैं। जबकि पूर्णों संगमा आदिवासी हैं और ईसाई होने के नाते धार्मिक अल्पसंख्यकों में शामिल हैं। पर नीतिश कुमार से ये बात कौन कहे। राजनीति की चौरस पर नीतिश की यह दूर की चाल है। जिसने दो साल बाद प्रधानमंत्री के चुनाव के वक्त हो सकने वाले राजनीति का बोध करा दिया।
होशियार मुख्यमंत्री ने हिंदुत्ववादी को प्रधानमंत्री मंजूर नहीं करने को इतना बडा मसला बना दिया कि गठबंधन धर्म से हटकर उनके दल का राष्ट्रपति चुनाव में अलग राह थाम लेने का मुद्दा गौण पड गया। बीजेपी में थोडी चीख चिल्लाहट हुई और फिर सब शांत हो गया। हिंदुत्ववादी को प्रधानमंत्री बनाने पर संघ प्रमुख मोहन भागवत का सवाल भरे बयान और संघ की पत्रिका के जरिए इसे तुल देने की कोशिश को फिलहाल बीजेपी का कोई बड़ा नेता ने तरजीह देने की मूड नहीं दिख रहा।
राजनीति की क्षितिज पर लुंजपुंज नजर आ रहे राष्ट्रीय स्वंयसेवक संघ और आपसी कलह की वजह से नेतृत्वहीन हुई बीजेपी को देखकर यह कहने में कोई दिक्कत नहीं होनी चाहिए कि राष्ट्रपति चुनाव के वक्त एनडीए की फूट ने कांग्रेस के लिए 2014 में यूपीए-3 की सरकार बना लेने की उम्मीद पैदा कर दी है। कांग्रेस के लिए अबतक दुरूह रहे रास्ते को आसान करते हुए शिवसेना ने जता दिया है कि एनसीपी के नाज नखरे से झेलने में अगर दिक्कत महसूस हो रही हो, तो चौरस पर वह शिवसेना को साथ लेने का चाल चल सकती है। जनता दल (यू) ने राष्ट्रपति चुनाव में अलग दाव लगाकर वेगा बाउंड वाले दलों को मिलाकर तीसरा मोर्चा बनने की उम्मीद पैदा कर दी है।
संघ की बैसाखी थामकर आगे बढने और दौडने की ताकत हासिल करते ही बैसाखी नचाकर फेंकने की चाहत रखने वाले नीतिश कुमार अकेले नहीं है। बल्कि एनडीए की प्रयोगधर्मिता की शुरुआत से ऐन वक्त पर बीजेपी को आइना दिखाने वालों की लंबी फेहरिस्त है। जिसकी वजह से एनडीए का सबसे बडा पार्टनर होने के बावजूद बीजेपी मौके बेमौके बौना नजर आता है। यह बीजेपी के मातृ संगठन राष्ट्रीय स्वंयसेवक संघ की कमजोरी को भी दर्शाता है। यह साबित करता है कि लंबे समय तक सोहबत में रखने के बावजूद संघ परिवार अतिथि दलों के आचार विचार को प्रभावित करने की कूव्वत नहीं रखता है। गोल्डेन वर्ड के सहारे दूर की चाल चलने वाले नीतिश कुमार अपने समाजवादी साथी नवीन पटनायक के नक्शेकदम पर हैं। उडीसा में नौकरशाह से राजनीतिज्ञ बने प्यारे मोहन महापात्र की सलाह पर नवीन पटनायक ने छह साल पहले जो किया नीतिश बीजेपी नेतृत्व को वही कर देने की लगातार भभकी दे रहे हैं।
नवीन पटनायक और नीतिश कुमार ही नहीं दोनों राज्यों के बीच नए बने झारखंड में गठबंधन की राजनीति ने बीजेपी का बुरा हाल कर रखा है। राज्य में कहने को बीजेपी का मुख्यमंत्री है पर सबसे ज्यादा काम सहयोगी दल के दो उप मुख्यमंत्रियों के दफ्तर से चल रहा है। एक सहयोगी झारखंड मुक्ति मोर्चा से राज्य और केंद्र की राजनीति में दो अलग अलग रिश्ते बने हुए हैं। प्रधानमंत्री मनमोहन सिंह को बीजेपी जिस कोयला घोटाले की आंच पर जलाने की कोशिश कर रही है वह घोटाला उसी झामुमो के नेता शिबु सोरेन के कार्यकाल में हुआ है, जिसकी मदद से झारखंड में बीजेपी नेतृत्व वाली एनडीए की सरकार चल रही है। झारखंड के पडोस पश्चिम बंगाल में ममता बनर्जी के उदय में एनडीए का अहम योगदान है। अटल बिहारी वाजपेयी के नेतृत्व वाली एनडीए सरकार की मनमर्जी वाली मंत्री ममता ने बडी होशियारी से पश्चिम बंगाल में बीजेपी के पूरे वोट बैंक को अपने झोले में बंद कर लिया। पश्चिम बंगाल के पडोसी असम में बीजेपी संघ नेताओं के गठबंधन नहीं करने के स्पष्ट राय के बावजूद असम गण परिषद से गठबंधन करके कांग्रेस के लिए लगातार सत्ता में बने रहने का कारण बनती रही है।
दिल्ली प्रदेश की राजनीति में बीजेपी का शायद इसलिए बोलबाला है कि वो लाख जिद के बावजूद एनडीए के दलों को साझेदार नहीं बना रही है। पडोस के हरियाणा में बीजेपी कभी चौटाला, कभी बंसीलाल तो अब कुलदीप बिश्नोई की पार्टी की तरफ अपने वोटों को शिफ्ट करने का सौदा करती रही है। संघ के सिपाही पंजाब में अकाली दल को बडा पार्टनर जैसे तैसे अपनी साख बचाए हुए हैं। हिमाचल में बीजेपी के अंतरकलह से तीसरा मोर्चा अस्तित्व में आता दिख रहा है। आने वाले चुनाव में संघ नेताओं के आगे दुविधा है कि वह प्रेमकुमार धूमल के परिवारवाद और भ्रष्टाचार के खिलाफ खडे हुए नेताओं का समर्थन करे या फिर खुद को बीजेपी की डोर से बांधे रखे।
जम्मू कश्मीर की अंदरूनी सच्चाई है कि राजनीतिक कारणों से अक्सर संघ को बीजेपी के बजाए कांग्रेस का साथ निभाना पडता है। जम्मू से बीजेपी की तुलना में कांग्रेस का उम्मीद्वार ज्यादा हिंदुत्ववादी नजर आता है। दक्षिण के राज्य में आंध्र प्रदेश में बीजेपी चंद्रबाबू नायडू को साथ रखने की कीमत आजतक अदा कर रही है। जयललिता चाहकर भी बीजेपी के पाले में नहीं आ सकती इसलिए उसने बीजेपी के बडे नेताओं को ही अपनी पार्टी में शामिल करके संघ समर्थित मतों को अपने पाले में गिरने का रास्ता बना लिया है। केरल में संघ का मजबूत आधार के बावजूद कमजोर बीजेपी खडी नहीं हो पाई है। गोवा में बीजेपी के बजाय मनोहर पनिक्कर के व्यक्तिगत मेहनत की वजह से मौजूदा सरकार बनी है। गुजरात में नरेंद्र मोदी के आगे लिपलिपी बीजेपी का क्या होगा यह आने वाले चुनाव में साफ होना है। छत्तीसगढ और मध्यप्रदेश में बीजेपी की बेहतर हालत के पीछे राज्य के कांग्रेस नेताओं का दोनों राज्यों के बीजेपी मुख्यमंत्रियों पर खास कृपा को माना जाता है।
संघ और बीजेपी के आपसी रिश्तों में दुविधा के बीच इस सच को समझना भी जरूरी है कि राष्ट्रीय स्वंयसेवक संघ की विचारधारा में चुम्बकीय ताकत नहीं है। ऐसे ताकत जिससे एकबार संसर्ग में आने वाले दल या राजनीतिक व्यक्तित्व उसमें सदा चिपके रहे। संघ को बाकी सब छोड छाडकर अपनी इस कमी को दूर करना चाहिए। वरना अब वह वक्त दूर नही दिख रहा जब जड़ता की शिकार लग रहे राष्ट्रीय स्वंयसेवक संघ की न केवल राजनीतिक महत्वाकांक्षा अधूरी रह जाएगी बल्कि खुद उसका राजनीतिक महत्व पूरी तरह से खत्म हो जाएगा।

लगता है कि कश्मीर घाटी में सामान्य जनजीवन पटरी पर लौट रहा है। जम्मू कश्मीर में आतंकी गतिविधियों में बीते कुछ महीनों के दौरान खासी कमी आई है। वर्ष 2010 में अलगाववादियों के बहकावे में आकर पत्थरबाजी पर उतारू होने के बाद लहुलुहान हुई घाटी में यह बदलाव सबको महसूस हो रहा है। इस बार गर्मियों के मौसम में पर्यटकों की संख्या में हुआ इजाफा इस का मुंहबोलता प्रमाण है। ताजा खबर यह है कि बरसों से पर्यटकों से वंचित श्रीनगर का पुराना शहर, जिसे कि शहरे-खास भी कहा जाता है, भी अब सैलानियों के स्वागत कर रहा है। भारतीय सेना और केंद्र सरकार इस नई बयार पर सुकून महसूस कर रहे हैं तो अलगाव के अलाव पर रोटी सेंकने वालों के पांवों तले से जमीन खिसक रही है।
यूं भी कहा जा सकता है कि धरातल पर आए इस बदलाव को विभिन्न पक्षों के लोग अपने अपने नजरिए से देख  और नाप-तोल रहे हैं। ऐसा होना स्वाभाविक भी है। मसलन, मुख्यमंत्री उमर अब्दुला माहौल में आए बदलाव को आधार बनाकर राज्य के कुछ हिस्सों से सुरक्षा बल विशेष शक्तियां अधिनियम यानि अफस्पा हटाने की रट लगाए हुए हैं। उन्हें शायद यह भी लगता होगा कि उनका सुशासन हालात में सुधार के लिए उत्तरदायी है। जम्मू कश्मीर में 11 महीने तक यहां वहां-भटकने के बाद पूर्वनिर्धारित तर्ज पर देशघाती रिपोर्ट लिखने वाले वार्ताकार समूह का नजरिया कुछ और ही है। अलगाववादियों और भारतद्रोहियों की शब्दावली  में भारत के लिए घाटे का घाटी-राग अलाप कर जम्मू कश्मीर के सवाल को उलझाने की आरोपी यह तिकड़ी भी आत्मविमोह से ग्रस्त है। इन्हें लगता है कि राज्य के हालात में सुधार की जमीन तो इनकी यात्राओं और वार्ताओं ने ही तैयार की है। दिलीप पड़गांवकर और उनकी जुंडली ने जिस निर्लज्जता के साथ अपनी रपट में राज्य के शांति की ओर बढ़ते कदमों के लिए अपनी पीठ थपथपाई है,उस पर सिर्फ हंसा ही जा सकता है।
जम्मू कश्मीर के घटनाचक्र पर पैनी निगाह रखने वालों की राय इस तिकड़ी से मेल नहीं खाती। इसमें संदेह नहीं कि घाटी में हिंसक घटनाओं की संख्या उत्तरोत्तर घटी है। आंकडे़ और घाटी का माहौल दोनों इसकी गवाही देते हैं। मगर इस सुकूनदायी नजारे के एक से अधिक कारण हो सकते हैं। इनमें सबसे अहम कारण है सरहद पार से आयात होने वाले आंतक पर लगा अंकुश। इसका यह अर्थ कतई नहीं है कि सौ साल तक भी कश्मीर के लिए हिंदुस्थान से जंग लड़ने की बात करने वाले हमारे नापाक पड़ौसी को एकाएक सदबुद्धि आ गई है। पाकिस्तानी फौज और आई.एस.आई. की नीति और नीयत में इस प्रकार की तब्दीली की अपेक्षा करना ख्याली पुलाव से अधिक कुछ नहीं हो सकता। मगर जमीनी स्थिति यह है कि जम्मू कश्मीर में घुसपैठ में खासी कमी आई है। इसका श्रेय भारतीय सेना व सुरक्षा बलों की चौकसी को जाता है। सीमा पर लगाई गई कांटेदार तार की बाड़ ने इसमें अहम भूमिका अदा की है। दूसरी ओर सेना ने स्थानीय लोगों का विश्वास जीतने के लिए जो बहुआयामी प्रयास किए हैं, उनके भी सकारात्मक परिणाम निकले हैं।
सरहद पार से कश्मीरी जेहादियों को मिल रही प्राणवायु का रास्ता सेना ने प्रभावी ढंग से रोका है। इससे आतंकी और जेहादी तत्व कितने बेचैन हैं, यह तो हिजबुल मुजाहिदीन के मुखिया सैयद सलाहुद्दीन बिना पूछे बता रहे हैं। चंद रोज पहले आंतक के इस सौदागर और मुत्ताहिदा जेहाद कौंसिल के प्रमुख ने अरब न्यूज को एक साक्षात्कार दिया। इसमें उसकी बौखलाहट साफ दिखी। उसने कहा कि जम्मू कश्मीर में हिजबुल मुजाहिदीन और दूसरे जेहादी तत्व वस्तुतः पाकिस्तान के हिस्से की जंग लड़ रहे हैं। उसका कहना है कि हम अर्थात जेहादी घाटी में पाकिस्तान के लिए लड़ रहे हैं और अगर पाकिस्तान ने हमारी मदद करना बंद किया तो हम यह लड़ाई पाकिस्तान की धरती पर और उसके खिलाफ लडेंगे। यह आतंकी सरगना आज भी बंदूक के दम पर घाटी से भारत को बेदखल करने के दावे करता नहीं थकता।
दरअसल,सलाहुद्दीन और उसके दोस्तों को कहीं यह अंदेशा होने लगा है कि उनका आका पाकिस्तान किसी वजह से उनको दिए जाने वाली मदद से हाथ खींच रहा है। हमारा मानना है कि जम्मू कश्मीर पर पाकिस्तानी रुख में कोई बदलाव नहीं आया है। बदली है तो जमीनी परिस्थितियां जिनके चलते पाकिस्तान के लिए अपने जेहादी गुर्गों को मदद पंहुचाना अब उतना सरल नहीं रह गया है। अलगाववादी हुर्रियत कांफ्रेंस के स्वनामधन्य उदार खेमे के नेता मीरवायज उमर फारूक ने सलाहुद्दीन के बयान के तुरंत बाद पाकिस्तान के आधिकारिक प्रवक्ता की तरह सार्वजनिक रूप से कहा कि कश्मीरियों की लड़ाई का समर्थन पाकिस्तान की कोई सरकार कम या बंद नहीं कर सकती चूंकि यह पाकिस्तान की घोषित राष्टीय नीति है। मीरवायज के इस बयान में दम है और दिल्ली को ऐसे किसी मुगालते में नहीं रहना चाहिए कि इस्लामाबाद का रुख बदल रहा है।
पांच साल दिल्ली में पाकिस्तानी उच्चायुक्त रहे शाहिद मलिक इस माह दिल्ली से इस्लामाद के लिए रवाना होने से पहले इस बारे में पुरानी पाकिस्तानी तोतारटंत दोहराना नहीं भूले। भारत के उदार प्रजातांत्रिक शासन की भलमानसाहत का नाजायज फायदा उठाकर आए दिन हमारी सेना और सरकार को कोसने वाले मीरवायज को शाहिद मलिक ने चलते चलते फोन लगाया। मलिक ने मीरवायज को हौंसला देते हुए कहा कि जम्मू कश्मीर पर पाकिस्तान के परपंरागत स्टैंड में कहीं कोई बदलाव नहीं आया है।
इस बीच घाटी के अलगाववादी नेतृत्व में व्याप्त बेचैनी का प्रमाण हुर्रियत के दूसरे खेमे के मुखिया सैयद अली शाही गीलानी के बयानों में भी देखने को मिलता है। पाकिस्तानी खुराक में कमी का परिणाम गीलानी को परेशान किए हुए हैं। स्थानीय युवकों में जिस छोटे से तबके पर अपनी विषाक्त पकड़ के सहारे वह भारत विरोधी कारोबार चला रहा था, वह भी उसके हाथ से खिसकने लगा है। खबर है कि बीते दिनों गीलानी के बंद के आवाहन का उनके प्रभाव वाले मोहल्लों में ही निहायत सीमित असर हुआ। ऐसे में खंभा नौचती खिसियानी बिल्ली की तरह गीलानी को फिर गर्रियाते सुना गया कि भारत कश्मीरियों की मांगे माने वरना युवक हथियार उठाने की सोच रहे है। यह वस्तुतः गीलानी की दूकान में सिमटते सामान से उपजी झल्लाहट से अधिक कुछ नहीं।

देश के वित्त मंत्री के रूप में प्रणब मुखर्जी का आज आखिरी दिन है. कल वे अपने पद से इस्तीफ़ा दे देंगे और दो दिन बाद राष्ट्रपति पद के लिये चार सेटों में अपना नामांकन दाखिल करेंगे. साथ ही साथ वे कांग्रेस को भी अलविदा कह देंगे. कांग्रेस के संकटमोचक कहे जानेवाले दादा के दर छोड़ देने के बाद एकसाथ इतनी कुर्सियां काली नजर आने लगेंगी जिसे कम से कम कांग्रेस के लिए भर पाना मुश्किल होगा.
कांग्रेस के लिए एकसाथ वे कई मोर्चों पर काम कर रहे थे. राजनीतिक गलियारों में उन्हें शैडो पीएम भी कहा जाता था. सरकार या पार्टी पर जब कभी राजनीतिक या प्रशासनिक संकट आया तो प्रणव मुखर्जी ही संकटमोचक बनकर सामने आये. सरकार में वे ग्रुप आफ मिनिस्टर्स के अध्यक्ष थे और लोकसभा में सत्तापक्ष के नेता. आमतौर पर ये पद प्रधानमंत्री के पास रहते हैं लेकिन यह प्रणव मुखर्जी की पहुंच और काबिलियत थी कि वे प्रधानमंत्री न रहते हुए भी प्रधानमंत्री से ज्यादा ताकतवर थे.
यह रोचक है और संवैधानिक राजनीति का दिलचस्प पहलू भी कि जिस कांग्रेस में रहकर उन्होंने अपना कद इतना बड़ा किया कि देश के सर्वोच्च पद तक पहुँच सकें और जो कांग्रेस उन्हें जिताने के लिए पूरी ताकत लगाये हुए है, दादा उससे भी अपना सम्बन्ध तोड़ लेंगे. जाहिर है कि वह क्षण उनके लिए भावपूर्ण होगा और उनके सहयोगियों के लिए भी.
लेकिन यह आखिरी दिन उनके लिए महत्वपूर्ण है. अंतिम पलों में वे ऐसा कुछ कर जाना चाहते हैं जिससे कि एक वित्तमंत्री के रूप में लोग उनको याद करते रहें. वे अर्थव्यवस्था में अपने नामो-निशान छोड़ जाना चाहते हैं. कभी दुनिया के शीर्ष वित्तमंत्रियों में शुमार रहे प्रणव दा जो अब तक नहीं कर पाए वे एक दिन में क्या कर लेंगे. साथ में जैसे हालत हैं और राजनीतिक मजबूरियां हैं उनमें वे शायद ही कुछ ऐसा कर सकें जिससे लोग उन्हें सालों-साल याद करते रहें. फिर भी वे अपनी अंतिम कोशिश जरूर करना चाहते हैं.
ऐसी सम्भावना जताई जा रही है कि अर्थव्यवस्था को गति देने के लिए और सूखे पत्ते की तरह गिर रहे रूपये को पतंग की आसमानी उंचाई देने के लिए वे कुछ महत्वपूर्ण आर्थिक घोषणाएं कर सकते हैं. इन घोषणाओं में व्यर्थ के खर्चों में कटौती और विदेशी मुद्रा की आवक को बढ़ाने के लिए अनिवासी भारतीयों की जमा राशि पर ब्याज दरों में बढ़ोत्तरी की घोषणा की संभावनाएं शामिल मानी जा रही हैं. इसके आलावा रिजर्व बैंक ऑफ़ इंडिया दामों कटौती की भी घोषणा कर सकता है. अब क्या क्या घोषणाएं की जाएँगी, वह तो जल्द ही, आज ही पता चल जायेगा.
बहरहाल, कौन नहीं चाहेगा कि वित्त मंत्रालय से विदाई लेने जा रहे प्रणब मुखर्जी वित्तमंत्री के रूप में एक दिन में ही सही, कुछ ऐसा चमत्कार कर जाएं कि वित्त मंत्रालय में उनका नाम अमर हो जाय और देश की जनता को कुछ राहत मिल जाय.

तरुण ने यहां पर अपने कैमरे से जो तस्वीरें खींची थीं, उससे यह स्पष्ट हो जाता है कि उनके दिल में उत्पीड़ित व शोषित जनता के लिए खास जगह है.

tarunsherawatदेश की प्रतिष्ठित पत्रिका 'तहलका' के युवा फोटो-पत्रकार तरुण शेहरावत की दुखद मौत पर भारत की कम्युनिस्ट पार्टी (माओवादी) की दण्डकारण्य स्पेशल जोनल कमेटी गहरा शोक प्रकट करती है. मार्च 2012 में जब तीन हजार अर्धसैनिक व पुलिस बलों ने माड़ इलाके में घुसकर 'आपरेशन हाका' और 'आपरेशन विजय' के नाम से एक बहुत भारी दमन अभियान चलाया था, जिसमें जनता को भारी हिंसा और आतंक का शिकार बनाया गया था, उस समय 'तहलका' की ओर से सचाई को जानने और उसे उजागर करने के बुलंद इरादों के साथ तुषा मित्तल और तरुण शेहरावत माड़ क्षेत्र में आए थे. इस दूरस्थ इलाके में पहुंचने के लिए इन दोनों को कई दिक्कतों और मुश्किलों का सामना करना पड़ा. काफी जोखिम उठाया था इन दोनों ने. जनता के हितों के प्रति प्रतिबद्धता ने ही इन दोनों को राजधानी दिल्ली से देश के अत्यंत पिछड़े इलाकों में से एक माने जाने वाले माड़ में ले आया था. अतः माड़ क्षेत्र की जनता और उनकी क्रांतिकारी जनताना सरकार ने इन दोनों का तहेदिल से स्वागत किया था और सरकारी हिंसा का शिकार गांवों में उन्हें ले जाकर पीड़ितों से मिलवाया भी था. इस क्षेत्र की जनता ने इन दोनों को अपना दोस्त माना. तरुण ने यहां पर अपने कैमरे से जो तस्वीरें खींची थीं, उससे यह स्पष्ट हो जाता है कि उनके दिल में उत्पीड़ित व शोषित जनता के लिए खास जगह है.

यह सुनकर कि यहां से वापस जाने के बाद ये दोनों नौजवान पत्रकार बीमार पड़े थे और आखिरकार तरुण की दुखद मृत्यु हो चुकी है, हमारा संगठन और यहां की समूची जनता, खासकर माड़ इलाके की जनता बेहद दुखी हैं. हो सकता है तुषा और तरुण हमारी पार्टी की विचारधारा और कार्य-पद्धति से सहमत नहीं हों, लेकिन इन दोनों ने जनता पर जारी सरकार के अन्यायपूर्ण युद्ध के सम्बन्ध में जमीनी स्तर से सचाइयों को जुटाने के लिए जिस ढंग से कठोर परिश्रम, साहस और प्रतिबद्धता का प्रदर्शन किया, वह प्रशंसनीय व प्रेरणास्पद है. हम इस दुखद अनुभव को एक कड़वे सबक के तौर पर लेते हैं और आने वाले दिनों में हमारे क्षेत्रों में दौरे पर आने वाले तमाम लोगों की ठीक से देखभाल करने और उन्हें आवश्यक सावधानियों से अवगत करवाने की हम पूरी कोशिश करेंगे. हमारी स्पेशल जोनल कमेटी दण्डकारण्य की समूची शोषित जनता की ओर से तरुण शेहरावत के शोक संतप्त परिवार, दोस्तों और समूचे 'तहलका' परिवार के प्रति गहरी संवेदना प्रकट करती है. हम आशा करते हैं कि तुषा मित्तल की तबियत जल्द ठीक हो जाए.

As West berates Syria for "killing civilians" Western weapons flow into terrorist hands from NATO.

The New York Times in their article, "C.I.A. Said to Aid in Steering Arms to Syrian Opposition," confirms what many have already long known - that the West, led by the US and its Gulf State proxies, have been arming terrorists, particularly the Muslim Brotherhood, while berating the Syrian government for "violating" a UN mandated ceasefire and for "failing to protect" its population.

The Muslim Brotherhood has been combated by nations across the Arab World to stem the tide of their sectarian extremism, violence, and their targeted erosion of secular nation-states. Ironically, the US which has claimed to have been fighting the forces of sectarian extremism and "terrorism" for over a decade now, have been revealed as the primary enabler of the most violent and extreme terrorist organizations in the world. These include, in addition to the Muslim Brotherhood, the Libyan Islamic Fighting Group (LIFG) in Libya, Baluch terrorists in Pakistan, and the Mujahideen-e-Khalq (MEK) currently based in Iraq and being used as proxies against Iran.

The New York Times claims that, "the C.I.A. officers have been in southern Turkey for several weeks, in part to help keep weapons out of the hands of fighters allied with Al Qaeda or other terrorist groups, one senior American official said," a unsubstantiated claim that was similarly made in Libya before Al Qaeda flags were run up poles in Benghazi by rebels flush with NATO cash and arms used to collapse the government of Muammar Qaddafi. In fact, it is confirmed that Libyan LIFG rebels, led by Al Qaeda commander Abdul Hakim Belhaj, have now made their way by the hundreds to Syria (and here).

Despite months of the US claiming the "international community" sought to end the violence and protect the population of Syria, the New York Times now admits that the US is engaged in supporting a "military campaign" against the Syrian government aimed at increasing "pressure" on Syrian President Bashar al-Assad. Efforts to impose an arms embargo on Syria is now revealed to be one-sided, aimed at giving rebels an advantage in the prolonged bloodbath with the intent on tipping the balance in favor of Western proxy-forces - not end the violence as soon as possible as claimed by the UN, and in particular, Kofi Annan.

The Times also reported that Turkey has been directly delivering weapons to terrorists operating in Syria - Turkey being a NATO member and implicating NATO as now being directly involved in perpetuating bloodshed in the Middle Eastern nation. For months, Turkey has been allowing terrorists to use its border region as a refuge from which to stage attacks against Syria.

Despite this, however, the so-called "Free Syrian Army," according to the New York Times, consists of only 100 or so small formations made up of  "a handful of fighters to a couple of hundred combatants," betraying the narrative that the Syrian government faces a large popular uprising, and revealing that the "Free Syrian Army" is in fact a small collection of mercenaries, foreign fighters, and sectarian extremists, armed, funded, and directed by foreign interests solely to wreak havoc within Syria. It should be noted that these terrorist proxies were organized as early as 2007 by the US, Israel, and Saudi Arabia, specifically to enact regime change and transform Syria into a Western client regime.

As the West's propaganda campaign imploded after a torrent of unsubstantiated claims of "massacres" and "atrocities," all unverified, some in fact being revealed as the work of the West's sectarian proxies themselves,  it appears that sidelining Syria in headlines while pursuing a clandestine proxy war is now the tactic of choice for the time being.

For the United States to claim Syria has "failed" to protect it population while simultaneously fueling the very armed conflict it claims it is seeking to end is not only hypocrisy of the highest order, but a crime against world peace - punishable under the Nuremberg precedent.
