पौड़ी जिले पर दोहरी मार
नये परिसीमन से पौड़ी जिले को दोहरी मार पडी। दो सीटों के नुकसान के साथ विधानसभा में प्रतिनिधित्व कम हुआ तो बरसों से इस पहाड़ क्षेत्र के बलबूते राजनीति कर रहे कुछ दिग्गजों का मैदानी इलाकों को पलायन भी हुआ। परिसीमन से बदले समीकरण इन्हें रास नहीं आये और अपने घर-द्वार को छोड़ कहीं बाहर अपना राजनीतिक धरातल तलाशना उन्होंने बेहतर समझा। धूमाकोट विधानसभा का अस्तित्व समाप्त होने से सीएम भुवन चंद्र खंडूडी को कोटद्वार का रुख करना पड़ा। शुरूआत में सिटिंग एमएलए शैलेंद्र रावत और उनके सर्मथकों ने इसका विरोध भी किया। दो मर्तबा लगातार बीरोंखाल से जीत दर्ज कर चुकी कांग्रेस की अमृता रावत ने अपना क्षेत्र समाप्त होते ही रामनगर को अपनी जीत की हैट्रिक के लिये महफूज समझा और चौबट्टाखाल, जिसमें उनकी विधानसभा का अधिकांश हिस्सा जुड़ा है, को राहुल ब्रिगेड के युवा राजपाल बिष्ट के लिये छोड़ दिया। निशंक की थलीसैंण विधानसभा भी नहीं रही और वे डोईवाला चल दिये। इधर हरक सिंह अपनी लैंसडाउन सीट छोड कर अपने ही साढ़ू मातबर सिंह कंडारी के खिलाफ भाजपा के गढ़ कहे जाने वाले रुद्रप्रयाग में आज अपनी ही पार्टी के प्रभुत्वशाली बागियो से घिरे नजर आ रहे है। पौड़ी सीट रिजर्व होते ही भाजपा के तीरथ सिंह रावत और पौड़ी के निर्दलीय विधायक यशपाल बेनाम ने चौबट्टाखाल को अपने राजनीतिक विस्थापन के लिये चुना।
विधानसभाओं के साथ-साथ प्रत्याशियों के चेहरे भी बदले, लेकिन जिले में विकास की तस्वीर नहीं बदली। कुली बेगार आन्दोलन से लेकर उत्तराखण्ड राज्य आंदोलन तक मुख्य भूमिका निभाने वाले पौड़ी नगर को भरोसा था कि उत्तराखण्ड के वजूद में आने के बाद इसकी तस्वीर जरूर बदलेगी। अपने ही शहर के दो-दो सपूतों के प्रदेश की बागडोर संभालने के बावजूद जिले के अधिकांश ग्रामीण क्षेत्रों में मूलभूत सुविधाओं की आज भी कमी है। पीने के पानी के लिये मीलों चलने पर मजबूर ग्रामीण पिछले 12 सालों से प्रस्तावित कई पेयजल योजनाओं का आज भी इंतजार कर रहे हैं। अधिकांश ने पलायन कर, इस इंतजार को खुद ही समाप्त कर दिया। सरकारी स्कूलों में शिक्षा का निम्न स्तर, पानी की कमी और जंगली जीवों के कारण घाटे का सौदा बनी खेती का छूटना और डाक्टरों की कमी से जूझती स्वास्थ्य सेवाएँ भी पलायन का कारण बनीं। राजनीतिक दलों का विकास के मुददे पर कुछ और ही तर्क है। उनका मानना है कि पौड़ी की उपेक्षा नहीं की गई, बल्कि पौड़ीवासियों को अपेक्षायें ही बहुत ज्यादा थीं। बहरहाल, अभी तो वोट की तलाश में प्रत्याशी गाँव-गाँव की धूल छान रहे हैं।

ऐसा लगता है कि नैनीताल में तमाम असामाजिक तत्व संगठित हो गये हैं और यहाँ के स्थायी निवासियों ने अपनी बिखरती ताकत से हताश होकर चुप्पी साध लेना बेहतर समझ लिया है। किसी समाज के लिये आत्मघाती खामोशी से खतरनाक बात और कोई नहीं हो सकती।
वर्ष 2010 में अनेक शिकायतें प्राप्त होने के बाद प्राधिकरण का एक दल रईस अहमद नामक एक अतिक्रमणकारी का अवैध निर्माण तोड़ने पहुँचा तो रईस अहमद ने अपने गुंडों के साथ उस पर हमला कर वापस खदेड़ दिया। दूसरे प्रयास में प्राधिकरण ने वह निर्माण ध्वस्त भी किया तो उसी रात से वह दुबारा बनने लगा और पूरा काम हो जाने के बाद ही उसका काम थमा। ताजा उदाहरण ठंडी सड़क पर अवैध रूप से बन रहे शनि मंदिर का है। 21 नवम्बर के दिन प्राधिकरण का एक दल मंदिर को तोड़ने पहुँचा तो बजरंग दल, शिव सेना और ग्वल सेना के कार्यकर्ताओं ने उसे खदेड़ दिया। रईस अहमद को तो, सम्भवतः मुसलमान होने के कारण, अपने दुष्कृत्य के लिये हवालात की हवा भी खानी पड़ी। मगर भारतीय जनता पार्टी के शासन में हिन्दुत्व का मुखौटा डाले असामाजिक तत्वों पर कार्रवाही होने के बारे में सोचा भी नहीं जा सकता।
नैनीताल का प्राधिकरण कोई दूध का धुला नहीं है। वर्ष 1984 में अपनी स्थापना के बाद से ही उसने नगर में अवैध निर्माणों का सिलसिला शुरू करवाया और इस वक्त भी वह अवैध निर्माण करवा रहा है। सर्वोच्च न्यायालय के तमाम निर्देशों की अवमानना हो रही है, ब्रजेन्द्र सहाय समिति की संस्तुतियाँ धूल खा रही हैं और विशेष झील परिक्षेत्र विकास प्राधिकरण नैनीताल की खूबसूरती का मर्सिया लिखने पर तुला है। इसके पिछले सचिव की कारगुजारियों की कहानियाँ तो बिल्डर और अवैध निर्माणकारी चटखारे ले-लेकर सुनाते हैं। प्रख्यात फोटोग्राफर और वन्यमित्र अनूप साह के साथ टहलते हुए एक दिन मैंने मल्लीताल पर्दाधारा के ऊपर प्लास्टिक की शीटों से ढँक कर अवैध रूप से बनता हुआ एक तिमंजिला मकान देखा। चर्चा होने लगी तो अनूप ने बताया कि एक दिन ऐसे ही एक अवैध निर्माण की ओर उन्होंने प्राधिकरण के एक अधिकारी का ध्यान खींचा तो उसका त्वरित जवाब था, ‘‘यहाँ पर पहले ही एक मकान था। उसी का जीर्णोद्धार करने की अनुमति दी गई है।’’ अर्थात् जीर्णोद्धार के नाम पर एक छोटे से टिन शेड को भव्य तिमंजिला मकान बनने की अनुमति दे दी गई थी। मजेदार बात यह हुई कि अगले ही दिन वह अतिक्रमणकारी अनूप के सामने हाथ जोड़ कर खड़ा हो गया, सर! मैंने आपका क्या बिगाड़ा है ? अनूप कहते हैं कि उस दिन से उन्होंने नैनीताल की बदहाली पर कुछ न बोलने की कसम खा ली। उधर रिटायर्ड डी.एफ.ओ. गिरिजा शरण सिंह खाती, जो अपनी वृद्धावस्था और तमाम प्रतिकूल परिस्थितियों के बावजूद नैनीताल को बचाने के लिये कुछ न कुछ करने के लिये व्याकुल रहते हैं, को यह प्राधिकरण सूचना का अधिकार कानून के तहत अवैध निर्माणों की सूची उपलब्ध करवाने को भी तैयार नहीं है।
नैनीताल में तीन-चार पीढि़यों से रह रहे लोग अब अपने परिवार का विस्तार होने के कारण हल्द्वानी विस्थापित हो रहे हैं। क्योंकि न यहाँ जमीन मिलना आसान है और न कड़े कानूनों के चलते मकान बना पाना सम्भव है। मजबूरी में उन्हें अपने पुरखों की भूमि को अलविदा कहना पड़ रहा है। अब यहाँ वे लोग आ रहे हैं, जो पैसे की ताकत या बाहुबल या किसी राजनीतिक दल में होने की दबंगई से नियम-कानूनों को ठेंगा दिखा कर मकान बना सकते हैं। इन मकानों को बेचना बेहद फायदे का धन्धा है। क्योंकि जहाँ मकान बनाना संभव ही न हो, वहाँ उसकी कीमत आकाश छूती है। नैनीताल में मकान होना किसी भी धन्नासेठ के लिये गौरव की बात हो सकती है, अतः उसे मनमानी कीमत पर बेचा जा सकता है। इस बीच यहाँ मकानों की ऊँचाई 25 फीट से 35 फीट करने का मसला फिर उठा है। दरअसल भुवन चन्द्र खंडूरी के पिछले कार्यकाल में 2009 के लोकसभा चुनाव से पूर्व उनसे भाजपा के धंधेबाज नेताओं ने यह घोषणा करवा ली थी। फिर खंडूरी के सत्ता से बाहर होने के दौरान यह मामला भी ठंडे बस्ते में पड़ा रहा। अब खंडूरी दुबारा सत्ता में लौटे हैं और विधानसभा चुनाव सामने हैं। ऐसे में ये लोग नये सिरे से खंडूरी को समझाने में जुटे हैं कि मकानों की ऊँचाई 25 फीट से 35 फीट करने पर भाजपा को चुनाव में बहुत फायदा होगा। इस दूसरी पारी में खंडूरी ज्यादा व्यावहारिक और समझदार लग रहे हैं। सुशासन और पारदर्शिता पर उनका जोर है। देखना है कि वे अपनी पार्टी के इन धंधेबाजों के झाँसे में आते हैं या नहीं। 25 फीट से 35 फीट ऊँचाई करने का कोई तर्क तो समझ में आता नहीं। यदि चट्टानी जमीन है तो उस पर गगनचुम्बी इमारत भी बनायी जा सकती है और यदि भराव वाली भुरभुरी जमीन है तो उस पर एकमंजिला मकान भी क्यों बने ? नगरपालिका के पुराने बाइलॉज में तो 30 डिग्री से अधिक की ढलान पर भवन निर्माण सर्वथा निषिद्ध था।
प्राधिकरण कभी-कभी ज्यादा शिकायतें मिलने या अधिक दबाव पड़ने पर अवैध निर्माण तोड़ने की खानापूरी करने पहुँच भी जाता है तो उसे रईस अहमद अथवा शनि मंदिर की तरह का प्रतिरोध झेलना पड़ता है। सामान्य लोग चुपचाप रहते हैं तो इसलिये क्योंकि उन्हें नैनीताल का हितैषी कहने वाले लोगों ने ही खूब धोखा दिया है। सच को जिन्दा रखने वाले एक पत्रकार ने पहले शहर के एक मुख्य स्थान पर जगह घेरी, फिर उसे नगरपालिका के खातों में अपने नाम करवाया और फिर फ्रीहोल्ड करवा लिया। फिर भी पेड़ होने के कारण मकान बनाने में कठिनाई सामने आयी तो पेड़ों को आबादी के लिये खतरा बतलाते हुए उन्हें कटवाने की बाकायदा अनुमति प्राप्त कर ली। फिर दूसरी जगह गैराज बनाने के नाम पह जगह हासिल की और उस पर तिमंजिला मकान बना डाला। ताल की सफाई के लिये अपने को समर्पित घोषित करने वाले एक पर्यावरणविद ने शेर का डाँडा में एक छोटे से खंडहर के जीर्णोद्धार के नाम पर उसके चौगुने क्षेत्रफल पर तिमंजिला मकान खड़ा कर डाला। एक न्यायमूर्ति ने अदालत की ताकत का इस्तेमाल कर ग्रीन बेल्ट के बीच में से अपने घर तक के लिये सड़क बनवा ली। हिन्दुस्तान में आम जनता को अपने गुस्से का इजहार करने के लिये एक अदद अण्णा हजारे की दरकार होती है, मगर यदि अण्णा हजारे ही धोखा दे दें तो…..

महिला मतदाता निर्णायक होंगी पिथौरागढ़ जनपद में
परिसीमन के बाद इस बार जनपद पिथौरागढ़ में एक सीट कम हुई है। कनालीछीना विधानसभा सीट के खत्म होने के बाद अब पाँच के बदले चार, पिथौरागढ़, डीडीहाट, गंगोलीहाट, धारचूला विधानसभा सीटें ही अस्तित्व में हैं। पिछले दो चुनावों को देखें तो कनालीछीना में 2002 के चुनाव में यूकेडी के काशी सिंह ऐरी विजयी रहे थे। धारचूला सीट में वर्ष 2002 और 2007 में गगन सिंह रजवार ने निर्दलीय उम्मीदवार के रूप में चुनाव जीता था। इन दो सीटों के अतिरिक्त जनपद में अब तक भाजपा और कांग्रेस का ही वर्चस्व बना रहा है। 2002 व 2007 में, दोनों बार पिथौरागढ़ विधानसभा सीट से बीजेपी के प्रकाश पंत व डीडीहाट विधानसभा क्षेत्र से बिशन सिंह चुफाल चुने गये। गंगोलीहाट विधानसभा सीट से वर्ष 2002 में कांगे्रस के नारायण राम आर्य तो 2007 में बीजेपी के जोगाराम टम्टा निर्वाचित हुए।
जनपद पिथौरागढ़ के चुनाव की उल्लेखनीय बात यह है कि यहाँ की चारों विधानसभा सीटों में महिलाएँ निर्णायक भूमिका में हैं। इस बार चार सीटों में से तीन सीटों पर पुरुष उम्मीदवारों ने ताल ठोकी है तो डीडीहाट सीट पर महिला प्रत्याशी मैदान में है। इस बार कांगे्रस ने डीडीहाट से रेवती जोशी को अपना उम्मीदवार बनाया है तो पिछली बार कनालीछीना विधानसभा सीट, जो अब अस्तित्व में नहीं है, से शांति भंडारी को मैदान में उतारा था। अब देखना यह होगा कि महिला प्रत्याशी के पक्ष में महिला मतदाताओं का ध्रुवीकरण होता है या नहीं। लेकिन जनपद की चारों विधानसभा सीटों में इस बार भी महिला मतदाता ही निर्णायक भूमिका में होंगे। पिछले विधानसभा चुनावों में जहाँ पिथौरागढ़ संसदीय सीट में कुल 81,061 मतदाता थे तो उसमें महिला मतदाताओं की संख्या 42913 थी तो वहीं पुरुष मतदाताओं की संख्या 38148 थी। गंगोलीहाट में कुल मतदाता 61,942 थी और इसमें से महिला मतदाताओं की संख्या 31,732 थी तो इसके मुकाबले पुरुष मतदाताओं की संख्या 30,210 थी। वहीं डीडीहाट में 62573 कुल मतदाताओं में से महिला मतदाताओं की संख्या 33,371 थी और पुरुषों की 29,202। कनालीछीना में 43,787 मतदाताओं में से महिला मतदाताओं की संख्या 23,975 थी तो पुरुष मतदाताओं की 19,812। धारचूला में कुल 53,727 मतदाताओं में 28,119 महिला मतदाता और 25,608 पुरुष मतदाता। इस बार मतदाताओं की संख्या में पहले के मुकाबले इजाफा हुआ है। अब यह निर्भर करता है उम्मीदवारों के ऊपर की वह किस तरह से मातृशक्ति को अपने पक्ष में खड़ा कर पायें।

Minor girl abducted for 'human sacrifice'
man and his son were today arrested for allegedly abducting a minor girl for "bali" (human sacrifice), police said.
Nathulal Martha and his son Rajesh kidnapped the five- year-old girl, Bhumika, from their neighbourhood in Durganagar here. They were arrested last evening, a police official said.
The victim's father, Ghanshyam, alleged in his FIR that his daughter, who was missing since afternoon, was abducted by the duo for the purpose of "bali" (human sacrifice), he said.
Police were ascertaining the exact reason behind the kidnapping, the official added.

In a gala function held at MahatmaMandir in Gandhinagar, chief minister Narendra Modi honoured 205 valiant police personnel, home guard and jail officials of Gujaratdecorating them with the President's special bravery medals.
These honours had been announced during last 8 years from 2004 to 2011, but were finally presented on Wednesday. Ironically, many of the police officers had to received the awards, which were announced while they were still in service, after their retirement because of the delay of 8 years in the awarding the medals.
Medals for their gallantry awards - special police service medals (VishisthSeva Medals) and police service medal for the extra ordinary services - were given by the CM. Police officers of Additional Director General of Police level to the police constable level were decorated by the medals.
Addressing the gathering, Modi suggested that the newly-appointed police personnel, who are undergoing training in various police training schools in the state, should be taught about the lives of valiant policemen, who have made supreme sacrifices of their lives, while performing their duty.
"Those police personnel who have died in acts of bravery from the formation of Gujarat state in 1960 to 2011, should be honoured with their accounts of bravery being enumerated in a book along with their photographs. This book should be part of curriculum at police training academies. Such a book will be the first of its kind in the country," Modi said.
He further said that true bravery is in not caring about the safety of one's own life while standing up to the call of duty.
"If players win on the playground, it cannot be termed as a big achievement, as they are playing for creating records or winning medals. Those who have died while doing their duties truly deserve applause," he said.
Appreciating the Gujarat Police, the CM said, "The young police officers are technocrats and highly educated. They are testimony to the fact that the future of the state police is bright. Gujarat police has inducted young blood in the force, it would be having the lowest average age of the police personnel in country. Gujarat police is among the best in the country and deserves recognition."

Lok Satta Party spends the least yet wins over people in 17 Corporator wards of BMC/TMC Municipal Elections: Surendra Srivastava, National General Secretary and Maharashtra President;
Addressing a meeting of some of the party contestants for Mumbai Municipal Corporation (BMC) and Thane Municipal Corporation (TMC) and campaign organizers,Lok Satta Party’s National General Secretary and Maharashtra President Mr.Surendra Srivastava said that what Lok Satta has achieved is nothing short of a miracle because even the so-called top leaders of all the traditional parties had to buy votes even in their own BMC/TMC constituencies.
Asking party leaders and cadres not to be disappointed at the electoral outcome in terms of numbers, he said “Let us not snatch defeat from the jaws of victory”. “We have truly laid the foundation for transforming the nature of politics in the Mumbai and Thane,” Mr. Srivastava said adding that it was a job which could not be accomplished overnight. He said getting more than 2000 votes in four wards is a very good beginning for Lok Satta Party in Mumbai.
He said that the party should not lose time in consolidating the support base it has acquired in the 16 wards in the BMC (Mumbai) and TMC (Thane) elections. “There is enormous reservoir of goodwill in these ward. We need to convert this into political strength.” Mr. Srivastava categorically stated that millions of people have great hope and expectations from the Lok Satta Party. “We shall never, let them down. The Lok Satta Party shall always be a part of solution, and will never be a part of a problem. We shall maintain high ethical standards, restore public confidence in politics and put the nation above the party at all times”.
Mr. Surendra Srivastava also disclosed that the average expenditure incurred by a Lok Satta candidate in the Mumbai and Thane Municipal Corporations constituencies is less than Rs.1 lakh in contrast to Rs.2 crore -3 crore by each of traditional party rival. He further confirmed that Volunteering effort of many young professional and leaders made this possible and that is the way forward.
“The total expenditure incurred by all of our 16 candidates and the party would be less than half percent of the expenditure incurred by a single candidate from a traditional political party. All the traditional parties put together have spent over Rs.1000 croreduring this election in Mumbai alone; Lok Satta’s total expenditure (both the party’s and candidates’ put together) for 16 candidates is only around10 Lakhs .”
Mr. Srivastava, who reviewed the performance of the party in the 2012 BMC/TMC, pointed that most of LSP’s candidates are young, seriously committed to public good but are new to electoral politics and generally unknown to the people. “Yet not a single party candidate had resorted to unethical practices – even as the top leaders of other parties had shamelessly resorted to bribing of voters with money, Sarries and liquor, in their own constituencies.”
Mr. Srivastava said the Lok Satta has received enthusiastic support from all sections of people during door to door campaigning by its candidates because of its track record as a movement for 16 years since 1996 and as a party since October 2006. By refusing to induce voters with money, sarries and liquor, raising and utilizing funds in an ethical and transparent manner, the party impressed the voters. Also appealing to the voters were its practical agenda to transform the people’s lives, its commitment against inconveniencing people through unconstitutional means like bandhs and rasta rokos and its internal democracy.
Mr. Srivastava said the party’s political rivals had strengthened the Lok Satta by exposing themselves with their “naked opportunism, family rule, corruption, absence of a real agenda and bankruptcy of ideas, unethical and illegal practices and lack of demonstrable commitment to public good. The disgust and anger against traditional politics made the LSP even more attractive.”
Although the Lok Satta enjoyed tremendous support from people, it had not been able to translate it into votes because of the inability of party candidates to spend even the minimum permitted amounts, media’s calculated neglect of the party, casteism, regionalism assuming epidemic proportions, irresistible offers of money, sarries and liquor in return for votes and pulls and pressures exerted by traditional party leaders on innocent slum voters.
