राजधानी में कल से दूध 2 रुपये लीटर महंगा

अहमदाबाद, 15 अप्रैल (एजेंसी) राष्ट्रीय राजधानी दिल्ली तथा इसके आसपास दूध कल से दो रुपये लीटर तक महंगा हो रहा है।
राष्ट्रीय राजधानी दिल्ली तथा इसके आसपास के इलाके यानी एनसीआर में दूध कल से दो रुपये लीटर तक महंगा हो रहा है क्योंकि दूध बेचने वाली दो प्रमुख कंपनियों ने दाम बढाने का फैसला किया है। हालांकि मदर डेयरी ने दाम बढाने के बारे में अभी कोई फैसला नहीं किया है। 
अमूल तथा क्वालिटी डेयरी ने दूध के दाम कल से बढाने की घोषणा की है। एनसीआर में दूध बेचने वाली दो अन्य प्रमुख कंपनियों में मदर डेयरी व पारस है। एनसीआर में हर दिन 115 लाख लीटर से अधिक दूध की खपत होती है। 
गुजरात सहकारी दुग्ध विपणन संघ :जीसीएमएमएफ: के प्रबंध निदेशक आर एस सोढी ने पीटीआई को बताया, े दिल्ली एनसीआर में अमूल ताजा :टोंड: दूध का दाम कल 29 से बढ़कर 30 रुपये लीटर हो जाएगा। इसी तरह अमूल गोल्ड या फुलकीम दूध का दाम अब 38 रुपये के बजाय 40 रुपये लीटर होगा। े
संघ अपने उत्पाद अमूल ब्रांड नाम से बेचता है। उसके स्लिम एंड ट्रिम ब्रांड दूध की कीमत कल से एक रुपये बढ़कर 26 रुपये प्रति लीटर हो जाएगी।
वहीं क्वालिटी डेयरी के विपणन उपाध्यक्ष राजेश वर्मा ने कहा कि कंपनी फुलकीम दूध के दाम दो रुपये तथा टोंड व डबलटोंड दूध के दाम एक एक रुपये प्रति लीटर बढाएगी।  कंपनी दिल्ली, एनसीआर में हर दिन 1.25 लाख लीटर दूध बेचती है।
हालांकि, इस क्षेत्र में सबसे अधिक दूध बेचने वाली मदर डेयरी ने कहा है कि वह कीमतों में तत्काल बढोतरी नहीं करेगी। 
सोढी ने कीमत में इस वृद्धि के लिए लागत बढने को जिम्मेदार बताया है और उन्होंने कहा कि किसानों से होने वाली खरीदारी के दाम भी बढाए गए हैं। जीसीएमएमएफ दिल्ली व राष्ट्रीय राजधानी क्षेत्र में हर दिन लगभग 20 लाख लीटर दूध की आपूर्ति करती है। यहां वह मदर डेयरी के बाद दूसरी सबसे बड़ी दूध आपूर्तिकर्ता है। 
मुंबई में अमूल दूध के दाम में इस तरह की वृद्धि 11 अप्रैल को की गई थी। जीसीएमएमएफ अपने उत्पाद  ेअमूल े ब्रांड नाम से बेचती है और वह गृह राज्य गुजरात में यह वृद्धि 10 अप्रैल से कर चुकी है।
मदर डेयरी के प्रबंध निदेशक एस नागराजन ने कहा, े हम उपभोक्ता मूल्य तथा खरीद मूल्य में संतुलन बनाकर चलते हैं। हमारी कÑय मूल्य पर करीबी निगाह है। गर्मियों में इसके उतार चढाव के आधार पर हम हमारे उपभोक्ता मूल्य की समीक्षा करेंगे। े उन्होंने कीमतों में तत्काल वृद्धि की संभावना पर नकारात्मक जवाब दिया।

Should he translate his Political wisdom into Administrative Skill, we may perhaps see the wheels rolling for UP, so neglected for decades.Exactly a month after he was elected as the chief minister of Uttar Pradesh, Akhilesh Yadav called on Prime Minister Manmohan Singh to seek more funds, blessings and endorsement.In his first 24 days as CM, Yadav and his cabinet colleagues transferred nearly 1,000 police and IAS officials. There was some confusion over who was in command in Lucknow as some of these transfers were cancelled within 24 hours; some were re-transferred within a few hours; and many had gone home believing they had to set out to X district, only to be informed by the chief minister's office next morning that they had actually been transferred to Y district.

However, Uttar Pradesh chief minister Akhilesh Yadav on Saturday met Prime Minister Manmohan Singh and demanded smooth transfer of funds for Central schemes like MNREGA and asked for help in holding the forthcoming Kumbh festival, cleaning of the Ganga and coal supply to the state.Accompanied by senior officials, Akhilesh met Singh for over an hour to discuss his policies and programmes for Uttar Pradesh and the help he needed for implementing his schemes and ideas.

"We have not demanded any package for the state. It was a good meeting with the Prime Minister. A host of issues related to Uttar Pradesh including MNREGA, roads, problems related to coal shortage, the Kumbh Mela to be held soon and the Ganga cleaning project were discussed," Yadav told reporters after the meeting.

Yadav said he has demanded the Centre's help, including sanctioning of requisite funds, to the UP government.

"The Prime Minister has assured us that funds will be sent for all the schemes being implemented in the state," he said.

"Centre should grant these funds, only then will the development work reach the people. If UP moves on the path of progress, then the country will move on that path too," he said, adding that UP being a big state, its progress matters in the overall development of the nation.

Akhilesh maintained that law and order is an important issue for his government.

Asked what action is being taken on corruption cases involving his predecessor government headed by Mayawati, he said he is looking into the matter and results will be visible soon.

He insisted that those who built parks and placed elephants and their own statues there have already been punished by the electorate which has voted them out. Though this was a clear reference to Mayawati, he did not name the BSP chief.

Bureaucrats say the multiple poles of power in the government had led to a diminution of the CM's authority. But Yadav's Delhi trip was to clear the optics and dispel the impression that he was not in command.When he met the prime minister, Yadav asked for a smooth transfer of funds for Central schemes such as the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), help in holding the forthcoming Kumbh festival, cleaning of the Ganga and coal supply to the state. He spent nearly an hour with the PM.business Standard reports.

However, in UP, it was clear the navigation of the government was being done by several people at once. That Samajwadi Party chief Mulayam Singh; minister for public works department and uncle Shivpal Singh Yadav and Yadav himself were on the same page for the first few days was clear as schemes  started by Mayawati for the Dalits were cancelled.

The Kanshiram Urban settlement project and the scheme to provide bicycles to girls after they finished Class 11 were scrapped. The Mahamaya Yojana was held in abeyance (the CM clarified the project will not be scrapped, but the name will be changed).

Mayawati had announced for all government contracts above Rs 25 lakh there would be reservation for the Dalits. This stood cancelled, announced the PWD minister.

The announcements to scrap these projects were all made by different sets of people. All that the chief minister said was those against whom the cases that had been lodged under the SC/ST Act would be reviewed by the government. He invited representations from those affected by the law.

Jagdev Singh, officer on special duty in the CM's office, has been brought back to 'help' the CM. He is considered a bureaucrat trusted and relied upon by Mulayam Singh.

The CM's supporters say Mulayam Singh Yadav's veto powers over transfers and postings are palpable.

Akhilesh Yadav's signal announcement was to have a Janata Darbar, on the lines of Bihar chief minister Nitish Kumar, every week starting 18 April. This is the biggest departure from the past.

She asked the SP government to respect dalit icons and their parks otherwise they would put the country in trouble.     "This may also create problems for the new government," she said warning her opponent.   This was the first occasion after UP polls that Mayawati met her supporters at a public meeting. In a rather combative mood, Mayawti referred to certain newspaper reports stating that the SP government would open a medical college or a hospital in certain parks.   And in capital,Akhilesh Yadav said that the people of UP have punished Mayawati and her party for wasting funds on park and memorials. "The people of UP have punished those who spent money on bricks and mortar to make memorials and parks," said Akhilesh.   Meanwhile, UP PWD Minister Shivpal Singh Yadav has removed 48 senior officers of Rajkiya Nirman Nigam (RNN) looking after the various BSP memorials and parks built in Lucknow and Noida during the previous BSP government.   All these officials, including five general managers, have been removed from field posting and attached to the RNN headquarters, an official spokesman here said today.   The minister has already announced a probe into alleged large-scale irregularities that took place during the construction of these memorials.

Chief Minister Akhilesh Yadav on Thursday announced that his government will set up an IT park in Lucknow to attract companies to the state capital.Indian Express reports

The announcement follows a "brainstorming" session he had with HCL founder and chairman Shiv Nadar here last week.
Akhilesh was speaking at the closing ceremony of the 125-year celebrations of Isabella Thoburn College in Lucknow. The IT college claims to be the oldest missionary college for women in Asia.
Referring to his talks with Shiv Nadar, Akhilesh said that HCL wanted to go to Noida. "But I said I wanted the company to come to Lucknow. The last government had established stone parks. We want to establish IT parks," he told the gathering.
Akhilesh promised all possible assistance to the IT college "which has succeeded in providing good facilities to students without any government aid". He said the government would help the college in getting university status if the institution so wanted.
Another gift to the college from the chief minister, which came in a dramatic way, was the promise of Rs 1 crore grant for extending its hostel facilities. Akhilesh cut into the concluding remarks of a college functionary and said, "I have lived in a hostel and I am well aware of its problems." The college has a single hostel for 300 students.
He also announced that his government will provide free education for girls pursuing medical and engineering courses. He said that women's education up to graduation will also be free. These were promised in the SP's election manifesto, but were greeted with much cheering and clapping by the girls.

Uttar Pradesh government to promote Eco-Tourism in the state

Keeping in mind the rich floral and fauna in the region, the Uttar Pradesh (UP) government has stepped up efforts to promote Eco-Tourism in the state on a grand scale. The aim is not only to lure tourists, but also jack up efforts for conserving wildlife and nature on the lines of Madhya Pradesh, Rajasthan and Gujarat, according to a report by Faiz Rahman Siddiqui in The Times of India.

Highly-placed government sources said, "Chief Minister Akhilesh Yadav has evinced keen interest in the subject. Besides developing new sanctuaries in the region, the existing ones would also be given a face-lift on a large scale. In fact, the UP government has already given its final nod to start work on a Lion Safari at Fisher Forest area in the CM's hometown of Etawah."

A senior district official said, "Under the Eco-Tourism project, we have been asked to submit a master plan of several projects to promote Eco-Tourism in districts rich in floral and faunal wealth, including Etawah, Mainpuri, Kannauj, Etah and Agra".

The Eco-Tourism project, which will be developed by the state's Forest and Wildlife, Tourism and other government departments, is envisioned to be equipped with world-class facilities along the National Highway passing through the region and would be used by tourists and locals alike.

Eco-Tourism is a potential resource for creating awareness for protection of forests and wildlife and generating revenue. It would also help generate employment for youth in various districts, said another senior district official.

"We believe that the locals, who are well-versed with local wildlife, should also be involved in the projects. These projects would not only attract tourists, but also help us bring local hunters and their children, who are presently earning their livelihood through illegal activities, into the society's mainstream," said Dr. Rajiv Chauhan, Secretary, Society for Conservation of Nature.

P Guru Prasad, District Magistrate, Etawah, said, "We have the National Chambal Sanctuary in Etawah which is an aquatic animal habitat. Established in 1979 and spread over 435 sq km, it is among the country's prime wildlife sanctuaries."

The Chambal region also boasts of the Saman Bird Sanctuary in Mainpuri, the Patna Bird Sanctuary in Etah and Lakh Bahosi in Kannauj. Besides this, a wide patch of wetlands surrounding the region becomes the winter home for migratory birds that land here for roosting or breeding.

"It would be a boon for the state's economy and will also serve to conserve community culture, natural environment and cultural heritage," a senior Tourism department officer said. "If everything goes well, adventure and nature lovers and foreign tourists who have been visiting wildlife sanctuaries and safaris of other states, will surely add this new destination in their tour map," he added.

Hitting out at the Akhilesh Yadav regime in Uttar Pradesh for the first time since she lost power, the former Chief Minister, Mayawati, warned the government of serious consequences if any attempt was made to alter the façade of the parks and memorials of Dalit icons in the State.
The Bahujan Samaj Party president was addressing party workers at the Bhimrao Ambedkar Samajik Parivartan Sthal on the occasion of the birth anniversary of Dr. Ambedkar on Saturday.
She said there would be a law and order problem in the State, as well as in the rest of the country, if a new construction was made in the complexes of the memorials and parks dedicated to eminent persons belonging to Dalits and the Other Backward Classes.
Ms. Mayawati reminded the government that during the BSP rule, no new construction had been allowed in the memorials, museums and parks dedicated to eminent persons associated with the Samajwadi Party. Also, no employees responsible for maintenance of these monuments were removed from their posts. "It was ensured by her government that due respect was given to the memorials."
The BSP supremo's attack came in the wake of Chief Minister Akhilesh Yadav's statement that the huge spaces in the memorials and parks built by the previous regime would be put to better use. Mr. Yadav, though, had clarified that the statues (of the Dalit icons) would not be removed.
However, the SP government has removed 48 officers of the U.P. Rajkiya Nirman Nigam Limited appointed by the Mayawati government and assigned the task of maintaining the parks and memorials in Lucknow and Noida. It has also ordered a probe into the construction of the BSP monuments.
Ms. Mayawati also slammed the government for its 'failure' to organise a memorial programme for paying tributes to Dr. Ambedkar on his 'jayanti.'
After addressing the gathering at the Samajik Parivartan Sthal, Ms. Mayawati paid floral tributes to Dr. Ambedkar at 'Bahujan Samaj Prerna Kendra.' She said the BSP government had ensured that Dr. Ambedkar's ideals and philosophy were followed to the hilt.

The obvious conclusion must be, then, that psychiatry is no more than a primitive quackery. As its deadly dangerous "treatments" are imposed on people of all ages and genders - in flagrant violation of their basic human rights - it is also fascist. Yet the shrinks - the perpetrators - have got the full protection of the state and of its laws. That makes all the politicians, who form governments and legislate the laws, accomplices to the psychiatric crimes. They should be made aware of this truth too, and be made accountable for their failure to outlaw psychiatry forthwith !

Viewing depression as a "brain defect" has resulted in the glorification of insipid happiness, particularly among our politicians.

Viewing depression as a "brain defect" rather than a "character defect" is supposed to reduce the stigma of depression, according to the American Psychiatric Association, the National Alliance for the Mentally Ill, and the rest of the mental health establishment. But any defect can be stigmatizing. What if depression is the result of neither a brain defect nor a character defect? 
At one time in U.S. history, Americans actually elected a known depression sufferer as president. In Lincoln's Melancholy, Joshua Wolf Shenk reports that Abraham Lincoln's long-time law partner William Herndon observed about Lincoln that "gloom and sadness were his predominant state." And Shenk reports that Lincoln experienced two major depressive breakdowns which included suicidal statements that frightened friends enough to form a suicide watch. However, in Lincoln's era, when depression was seen as neither a character defect nor a brain defect, Lincoln's depression actually helped him politically more than it hurt him. Lincoln's depression gained him sympathy and compassion, and drew people toward him, as it "seemed not a matter of shame but an intriguing aspect of his character, and indeed an aspect of his grand nature," according to Shenk.

Today, when we treat depression as a brain defect, it appears unlikely that anyone with Lincoln's temperament would receive a U.S. presidential or vice presidential nomination. In 1972, George McGovern's vice presidential running mate Thomas Eagleton was shoved off the ticket because of his history of depression and medical treatment for it. And today, it would seem near impossible for a candidate who had received electroshock for depression to be elected president.
Lincoln's words, humor, and face revealed a man who suffered from deep pains. This is also true for Winston Churchill, William Tecumseh Sherman, and other critically thinking leaders who have suffered from depression. Lincoln, Churchill, and Sherman visibly experienced pain but inspired people because of, in part, their capacity to overcome their pain. Today, we reject leaders who visibly suffer from pain.

While Lincoln, Churchill, and Sherman were certainly not without flaws, so too are the "compulsively upbeat"— the "bright-sided," to use Barbara Ehrenreich's term. The U.S. political preference for the compulsively upbeat became clear with the ascent of Ronald Reagan. Reagan's reputation as a "great" and a "transformative" president has been cemented not only by the corporate media and Republicans but by Democrats such as Bill Clinton and Barack Obama. All this despite Reagan's committing one of the most heinous offenses in U.S. presidential history—selling arms to Iran in violation of an embargo so as to illegally fund the Nicaraguan Contras. Reagan's offenses have been largely ignored by present America; but not ignored, especially by modern American politicians, is the fact that Reagan's sunny disposition defeated his more downbeat political rivals and helped create the Reagan legacy.

Americans have been increasingly socialized to be terrified of the overwhelming pain that can fuel depression, and they have been taught to distrust their own and other's ability to overcome it. This terror, like any terror, inhibits critical thinking. Without critical thinking, it is difficult to accurately assess the legitimacy of authorities. And Americans have become easy prey for mental health authorities' proclamation that depression is a result of a brain defect. But what does science actually say about the brain defect theory of depression?

Science and the Brain Defect Theory of Depression

The reality is there is no scientific proof that depression is caused by either a character defect or a brain defect.
Medical conditions such as hypothyroidism and anemia can cause depression, but the American Psychiatric Association's diagnostic manual, the Diagnostic and Statistical Manual of Mental Disorders (DSM), states that a patient should not be diagnosed with the psychiatric disorder of depression when the symptoms of depression are due to a general medical condition. The mental health establishment is committed to the idea that depression is a separate brain disorder, and it has declared several biological-chemical-electrical theories for it.

For nearly a generation, doctors and the general public have been told that depression is caused by an imbalance of neurotransmitters, most notably serotonin. However, in the 1990s, this theory was disproved, but the National Institute of Mental Health made no serious effort to communicate this to the general public until 2007, and even today today, the National Alliance for the Mentally Ill, an influential U.S. institution that disseminates mental health information, keeps this truth buried. Here's the details of this history.

For quite some time, unknown to most of the general public and even many doctors, researchers have used a variety of methods to test the serotonin (and other neurotransmitter) imbalance theory of depression. Research methods included comparing serotonin metabolites in depressed and nondepressed people, and depleting serotonin levels through a variety of means and then observing whether this caused depression. The results? Elliot Valenstein, professor emeritus of psychology and neuroscience at the University of Michigan, in Blaming the Brain, reported in 1998 that it is just as likely for people with normal serotonin levels to feel depressed as it is for people with abnormal serotonin levels, and that it is just as likely for people with abnormally high serotonin levels to feel depressed as it is for people with abnormally low serotonin levels. Valenstein concluded, "Furthermore, there is no convincing evidence that depressed people have a serotonin or norepinephrine deficiency."

In 1999 the journal International Clinical Psychopharmacology ( in "Antidepressants and the Brain") reported on serotonin, norepinephrine, and dopamine depletion studies, and stated that "depletion in unmedicated patients with depression did not worsen the depressive symptoms, neither did [depletion] cause depression in healthy subjects with no history of mental illness."

In 1996 Pharmacopsychiatry (in "The Revised Monoamine Theory of Depression: A Modulatory Role fo Monamines, Based on New Findings from Monamine Depletion Experiments in Humans") reported that nonmedicated subjects—whether depressed or nondepressed —do not suffer depression deterioration in response to depletion of serotonin, dopamine, or norepineprhine. Ironically, subjects previously medicated with antidepressants do suffer depression deterioration in response to depletion of these neurotransmitters. In other words, a person's naturally occurring level of serotonin (and other neurotransmitters) is unrelated to depression but, as psychiatrist Grace Jackson writes in 2005 in Rethinking Psychiatric Drugs, "The available evidence suggests that antidepressants may induce persistent sensitivities in the brain which increase a patient's vulnerability to recurrent depression beyond that which would occur naturally."

Thus, by the 1990s, it was known in the scientific community that the serotonin (and other neurotransmitters) imbalance theory of depression had been disproved. Yet, as detailed in Society in 2008 ("The Media and the Chemical Imbalance Theory of Depression"), the general public continued to hear—through antidepressant commercials, the mainstream media, and some mental health authorities—about the neurotransmitter imbalance theory of depression. Even today, the National Alliance for the Mentally Ill states on its Web site, "Scientists believe that if there is a chemical imbalance in these neurotransmitters [norepinephrine, serotonin and dopamine], then clinical states of depression result."

So, many Americans are surprised to discover that by 2007 the National Institute of Mental Health had moved on to another theory. Newsweek, in its February 26, 2007 cover story, reported that:
For decades, scientists believed the main cause of depression was low levels of the neurotransmitters serotonin and norepinephrine. Newer research, however, focuses [on something else]. . . . A depressed brain is not necessarily underproducing something, says Dr. Thomas Insel, head of the National Institute of Mental Health—it's doing too much. . . . Instead of focusing on boosting neurotransmitters. . . scientists are developing medications that block the production of excess stress chemicals.
Stress can stimulate the release of cortisol, which can negatively affect both body and mind. And many other medical conditions can also result in symptoms of depression. However, as noted, the DSM states that a patient should not be diagnosed with the psychiatric disorder depression when the symptoms of depression are due to the "direct physiological effects of a substance (e.g., a drug of abuse, a medication) or a general medical condition (e.g., hypothyroidism)." If hypothyroidism is considered a medical condition, it's unclear why the overproduction of cortisol would not also be considered a medical condition.
Thus, rather than a specific psychiatric brain disorder causing depression, we are simply talking about the uncontroversial reality that certain physical, familial, and societal pains can trigger depression.
While individuals vary in their belief about the benefits and costs of continuing to view depression as a psychiatric disorder caused by a brain defect, as long as depression is considered a psychiatric disorder caused by a brain defect, Americans are unlikely to ever elect another pained depressive such as Abraham Lincoln as president. I can't help but wonder what American political leadership would be like if Americans had been led to believe that it's actually the insipidly upbeat who have a brain defect.

बाजार के मनमुताबिक रस्सी पर चलते हुए सरकार की बाजीगरी की कवायद नीति निर्धारण को त्वरा देने में बार बार नाकाम हो रही है। आखिर राजनीतिक बाध्यताओं से वित्तीय और मौद्रिक नीतियों की पीछा छूट नहीं रहा।भारतीय कंपनियां चाहती हैं कि रिजर्व बैंक ब्याज दरों में कटौती करे, जिससे आर्थिक गतिविधियों में तेजी लाने में मदद मिल सके।लेकिन कंपनियों के चाहने , न चाहने से कुछ होने वाला नहीं। सरकार को राजनीतिक माहौल का जायजा भी लेना होता है। अभी बंगाल में​ ​ ममता बनर्जी अभिव्यक्ति की स्वतंत्रता पर खुलेआम जो कुठाराघात करने लगी, उस पर केंद्र और कांग्रेस ने चुप्पी साध रकी है। ममता, ​​अखिलेश और जयललिता की मर्जी के किलाफ सरकार कुछ करने की हालत में नहीं हैं। तीनों की सौदेबाजी से राजस्व संतुलन बुरी तरह दगमगाने लगा है और तमाम अहम वित्तीय कानून, जिन्हें आर्थिक सुधार के नजरिये से बजट सत्र में पास कराने थे,खटाई में पड़े हुए हैं। वर्ष 2010 व 2011 के ज्यादातर समय उच्च स्तर पर बनी रही मुद्रास्फीति फरवरी, 2012 में घटकर 6.95 प्रतिशत पर आ गई।वित्त वर्ष 2012-13 की ऋण नीति की घोषणा से पहले रिजर्व बैंक के गवर्नर डी़ सुब्बाराव ने शनिवार को प्रधानमंत्री मनमोहन सिंह और वित्त मंत्री प्रणव मुखर्जी से मुलाकात की। सूत्रों ने बताया कि उन्होंने इन नेताओं के साथ व्यापक आर्थिक स्थिति की समीक्षा की और आर्थिक वृद्धि दर में गिरावट रोकने के उपायों पर चर्चा की। रिजर्व बैंक 17 अप्रैल को वार्षिक मौद्रिक नीति की घोषणा करेगा।रिजर्व बैंक के गवर्नर के लिए यह परंपरा रही है कि वह मौद्रिक नीति की समीक्षा से पहले वित्त मंत्री के साथ अर्थव्यवस्था की स्थिति पर चर्चा करते हैं।निवेशक बैंक मोर्गन स्टेनली का मानना है कि रिजर्व बैंक द्वारा 2012-13 के लिए जारी की जाने वाली मौद्रिक नीति में ब्याज दरों में कटौती की संभावना नहीं है।बजट से कुछ खास न मिलने ने निराश शेयर बाजार की नजर अब आगामी 17 अप्रैल को आने वाली रिजर्व बैंक की सालाना मौद्रिक नीति पर है।कहा जा रहा है कि आईआईपी के खराब आंकड़ों की परवाह बाजार ने इसलिए नहीं की क्योंकि उसे अगले हफ्ते रिजर्व बैंक की मौद्रिक नीति में ब्याज दरों में कटौती का भरोसा हो चला है।

विदेशी निवेशकों की आस्था भारतीय बाजार में लौटाने के लिए हालांकि सरकार हर संभव कोसिश कर रही है। वित्त मंत्रालय ने फॉरेन करेंसी कंवर्टिबल बॉन्ड (एफसीसीबी) जारी करने वाली कंपनियों के लिए 2 नए नियम बनाए हैं। नए नियमों से डीफॉल्ट की हालत में भी विदेशी निवेशकों को पैसा लौटाया जा सकेगा।एफसीसीबी जारी करने वाली कंपनियों को रिजर्व फंड बनाना जरूरी होगा। रिजर्व फंड में कंपनियों को एफसीसीबी के मैच्योरिटी की रकम के 25 फीसदी बराबर रकम रखनी होगी।

बिजली, खनन,तेल व प्राकृतिक गैस और स्वास्थ्य पर पहले से सौ फीसदी विदेशी निवेश की छूट है।इन सेक्टरों में विदेशी निवेशक अब नाममात्र सब्सिडी देने को तैयार नहीं हैं। इस पर गार की बला अभी टली नहीं है। बाजार गिरावट की ओर है, अगर मौद्रिक नीतियों में फिर सख्ती​
​ बरती गयी,तो कारोबार धड़ाम होने के आसार हैं। वैसे भी लगातार दो सप्ताहों की तेजी के बाद देश के शेयर बाजारों में इस सप्ताह गिरावट का रुख रहा। प्रमुख सूचकांक सेंसेक्स 2.24 फीसदी या 391.51 अंकों की गिरावट के साथ 17094.51 पर और निफ्टी 2.17 फीसदी या 115.45 अंकों की गिरावट के साथ 5207.45 पर बंद हुआ। इंफोसिस के खराब नतीजों और यूरोपीय बाजारों में गिरावट ने घरेलू बाजारों का मूड बिगाड़ा।अमेरिकी और एशियाई बाजारों में तेजी के बावजूद घरेलू बाजार गिरावट पर खुले। इंफोसिस के निराशाजनक नतीजों का बाजार का दबाव दिखा। वित्त वर्ष 2012 की चौथी तिमाही में इंफोसिस का मुनाफा 2.4 फीसदी घटकर 2,316 करोड़ रुपये हो गया है। वित्त वर्ष 2012 की अक्टूबर-दिसंबर तिमाही में इंफोसिस का मुनाफा 2,372 करोड़ रुपये रहा था।वहीं वित्त वर्ष 2012 की जनवरी-मार्च तिमाही में इंफोसिस की आय 4.8 फीसदी घटकर 8,852 करोड़ रुपये पर पहुंच गई है। वित्त वर्ष 2012 की तीसरी तिमाही में इंफोसिस की आय 9,928 करोड़ रुपये रही थी।वित्त वर्ष 2012 की चौथी तिमाही में इंफोसिस का डॉलर राजस्व 2 फीसदी घटकर 177.1 करोड़ डॉलर हो गया है। वित्त वर्ष 2012 की तीसरी तिमाही में इंफोसिस का डॉलर राजस्व 180.6 करोड़ डॉलर रहा था। हालांकि जनवरी-मार्च तिमाही में इंफोसिस का डॉलर ईपीएस गाइडेंस के मुताबिक 0.81 डॉलर रहा है। वहीं इंफोसिस का रुपये में ईपीएस 145.55 रुपये रहा है।औद्योगिक उत्पादन की वृद्धि दर के आंकड़ों को निराशाजनक बताते हुए वित्त मंत्री प्रणब मुखर्जी ने इसकी मुख्य वजह सख्त मौद्रिक नीति और वैश्विक कारणों को बताया है। उन्होंने कहा है कि भारतीय रिजर्व बैंक और सरकार औद्योगिक उत्पादन में सुधार के लिए कदम उठाएंगे।वित्त मंत्री ने कहा कि इन आंकड़ों का असर अगले सप्ताह पेश होने वाली मौद्रिक नीति की समीक्षा में दिखाई देगा। सरकार और रिजर्व बैंक अर्थव्यवस्था में सुधार के लिए मिलकर कदम उठाएंगे।

पेट्रोल के साथ ही अब डीजल के भी दाम बढ़ने के आसार दिखाई देने लगे हैं। जानकारी के मुताबिक सरकार को बजट सत्र के खत्म होने का इंतजार है, जोकि 7 मई को खत्म हो रहा है। वहीं सूत्रों के मुताबिक 7 मई के बाद कभी भी डीजल महंगा हो सकता है।सरकार इसके लिए कच्चे तेल की ऊंची कीमतों का हवाला दे रही है। क्योंकि अगर दाम नहीं बढ़ाए गए तो इसका असर राजस्व पर पड़ेगा। वित्त मंत्री प्रणव मुखर्जी पहले ही कह चुके हैं कि सरकार ज्यादा ऑयल सब्सिडी नहीं झेल सकती है।डीजल के दाम बढ़ाना सरकार के हाथ में है और इसकी कीमतें पिछले साल जुलाई में बढ़ाई गई थी जबकि पेट्रोल की कीमतें बाजार तय करता है। हालांकि राजनैतिक दबाव में अब तक पेट्रोल के दाम भी नहीं बढ़ाए गए हैं।

राष्ट्रपति सरकार के लिए सबसे बड़ी लाइफ लाइन बनी हुई हैं। कोल इंडिया को डिक्री जारी करने के बाद अब राष्ट्रपति सरकार को टेलीकाम संकट से भी उबारने में लगी है। सरकार के लिए अच्छी खबर यह है कि सुप्रीम कोर्ट ने 2जी लाइसेंस रद्द करने पर सरकार की समीक्षा अर्जी स्वीकार कर ली है। इस मामले पर सुनवाई 1 मई को होगी। यही नहीं सरकार ने 2जी के याचिकाकर्ता प्रशांत भूषण, सुब्रह्मण्यम स्वामी को भी नोटिस भेजा है।ज्यादातर कंपनियां उच्चतम न्यायालय के आदेश को चुनौती दे रही हैं और कई देशों का भी भारत पर दवाब है कि इस मामले में कानूनी लड़ाई लड़ी जाए। ऐसे में सरकार न्यायालय से उसके आदेश की पूर्ण व्याख्या चाहती है। राष्ट्रपति के माध्यम से सरकार उच्चतम न्यायालय के जजों की बेंच में कई सवाल भेजकर उस पर अदालत का नजरिया जानने की कोशिश करेगी।

सरकार को सुप्रीम कोर्ट से जिन मुद्दों पर सफाई चाहिए उसमें 1994 से 2007 में बांटे गए लाइसेंस रद्द हों या नहीं और नीलामी के बिना दिए गए स्पेक्ट्रम के लिए पुरानी तारीख से कीमत लेने जैसे मसले शामिल हैं। इसके अलावा सरकार को जिन कंपनियों के लाइसेंस रद्द हुए हैं उनके 3जी लाइसेंस के भविष्य और पहले आओ, पहले पाओ नीति किस आधार पर खारिज की गई इन मुद्दों पर भी सफाई चाहिए। सरकार ने सुप्रीम कोर्ट से प्राकृतिक संसाधनों के आवंटन पर नीलामी ही एकमात्र तरीका होने के मसले पर भी सफाई मांगी है।

सुप्रीम कोर्ट ने इस साल फरवरी महीने में 122 टेलिकॉम लाइसेंस रद्द कर दिए थे। ये सभी लाइसेंस पूर्व टेलीकॉम मंत्री ए राजा के कार्यकाल में दिए गए थे। सुप्रीम कोर्ट ने सरकार की पहले आओ, पहले पाओ नीति पर सवाल खड़े किए थे। सुप्रीम कोर्ट ने सरकार को 4 महीने के अंदर दोबारा स्पेक्ट्रम नीलामी का आदेश दिया है।

सुप्रीम कोर्ट ने कर्नाटक की माइनिंग कंपनियों को थोड़ी राहत दी है। कोर्ट ने राज्य में कैटेगरी ए में कुछ शर्तों के साथ माइनिंग दोबारा शुरू करने की मंजूरी दे दी है। इसके अलावा इस मामले की जांच के लिए बनाई गई सेंट्रली एम्पावर्ड कमेटी- सीईसी की सिफारिश रिपोर्ट भी स्वीकार कर ली है।

इस रिपोर्ट के मुताबिक कर्नाटक की माइंस को तीन कैटेगरीज- ए, बी और सी में बांटा गया था। अब कोर्ट की मंजूरी के बाद कम से कम 45 खदानों में माइनिंग दोबारा शुरू की जा सकेगी, जो ए कैटेगरी में आती हैं।

कोर्ट ने इन खदानों से आयरन ओर की माइनिंग के लिए सीमा भी तय की है, जिसके मुताबिक बेल्लारी की खदानों से सालाना 2.5 करोड़ टन और चित्रदुर्गा खदानों से सालाना 50 लाख टन से ज्यादा की माइनिंग नहीं की जाएगी। कोर्ट के इस फैसले से जिन माइनिंग कंपनियों को फायदा होगा, उनमें जेएसडब्ल्यू स्टील, कल्याणी स्टील और सेसा गोवा शामिल हैं।

इस बीच वायदा बाजार में बड़ा घोटाला का मामला संयुक्त राष्ट्र के महासचिव बान की मून के ताजा बयान से तूल पकड़ सकता है, ऐसी ​
​आशंका है। भारत ही नहीं बल्कि दुनिया भर में एग्री कमोडिटी की कीमतों में तेजी के लिए वायदा बाजार को जिम्मेदार माना जा रहा है। संयुक्त राष्ट्र के महासचिव बान की मून का मानना है कि दुनिया भर के वायदा बाजारों में सट्टेबाजी के चलते एग्री कमोडिटी की कीमतों में भारी उतार-चढ़ाव हो रहा है।बान की मून के मुताबिक दुनिया भर में एग्री कमोडिटी की कीमतों में तेजी को रोकने के लिए कर्रवाई होनी चाहिए। उन्होंने सट्टेबाजी रोकने के लिए ग्लोबल कमोडिटी वायदा की समीक्षा करने का सुझाव दिया है।वायदा बाजार के कुप्रभाव का जिक्र करते हुए उन्होंने कहा है कि एग्री कमोडिटी की कीमतों में बढ़ोत्तरी से दुनिया भर में भूखमरी के शिकार लोगों की संख्या बढ़कर करीब 1 अरब हो गई है। ऐसे हालातों ने काफी लोगों को गरीबी रेखा के नीचे धकेल दिया है। लिहाजा ग्लोबल एग्री कमोडिटी वायदा कारोबार की कड़ी निगरानी होनी चाहिए।

मुद्रास्फीति पर काबू पाने के लिए रिजर्व बैंक ने मार्च, 2010 से ही सख्त मौद्रिक नीति अपना रखी है और वह 13 बार ब्याज दरें बढ़ा चुका है। हालांकि, इसने पिछली तीन नीतिगत समीक्षा में प्रमुख दर [रेपो] नहीं बढ़ाई।वर्ष 2011-12 के दौरान देश की आर्थिक वृद्धि दर 6.9 प्रतिशत रहने का अनुमान जताया गया है, जो इससे पिछले वित्त वर्ष के 8.4 प्रतिशत के मुकाबले काफी कम है। हालांकि, सरकार को चालू वित्त वर्ष के दौरान इसके 7.6 प्रतिशत रहने की संभावना है।


clarity needed on the definition of unaided minority educational institution


This week's judgement by SC on the applicability of RTE and the 25% reservation for weaker sections has thrown up confusion as well as concern amongst lot of people with regard to the Court's decision that RTE will not be applicable to unaided minority institution. I am extracting here below 4 specific paragraphs from the Judgement.

.... Article 30(1) gives the minorities two rights: (a) to
establish and (b) to administer educational institutions of
their choice. The real import of Article 29(2) and Article 30(1)
is that they contemplate a minority institution with a sprinkle
of outsiders admitted into it. By admitting a non-member
into it the minority institution does not shed its character and
cease to be a minority institution. ....

..... Reservations of 25% in such unaided minority schools
result in changing the character of the schools if right to
establish and administer such schools flows from the right to
conserve the language, script or culture, which right is
conferred on such unaided minority schools.......

....However, when we come to aided minority schools we have to keep in
mind Article 29(2). As stated, Article 30(1) is subject to Article
29(2). The said Article confers right of admission upon every
citizen into a State-aided educational institution. Article
29(2) refers to an individual right. It is not a class right. It
applies when an individual is denied admission into an
educational institution maintained or aided by the State. The
2009 Act is enacted to remove barriers such as financial
barriers which restrict his/her access to education. It is
enacted pursuant to Article 21A. Applying the above tests, we
hold that the 2009 Act is constitutionally valid qua aided
minority schools. .....

....However, the said 2009 Act and in particular Sections
12(1)(c) and 18(3) infringes the fundamental freedom
guaranteed to unaided minority schools under Article 30(1)
and, consequently, applying the R.M.D. Chamarbaugwalla v.
Union of India [1957 SCR 930] principle of severability, the
said 2009 Act shall not apply to such schools.

Unquote:

Now, there are lot of unaided minority educational institutions, where there are not just sprinkle of 'outsiders' , but many more than a sprinkle , significant number of students belonging to non-minority religions or groups. This holds good especially for Christian minority instiutions. Some of these schools enjoy the status of minority for 'certain privileges' but run the school with hefty fees and donations from all types of students. Except for the tag of minority, there is no language, script or culture or flavour that has to be preserved in such schools.

Moreover, some of these so-called unaided minority schools  might have made use of land from Govt at concessional or subsidesed rates. This means that these are not purely unaided, but schools that might have recieved some form of state subsidy. Moreover, their focus may not be predominantly religious activity but running of a school.

This being so, will these schools come under the definition of minority, unaided schools and escape the scope of RTE 2009?

Is there a scope for building up a case and filing a 'CLARIFICATION PETITION' before the Honourable Supreme Cout? Those who have a legal understanding of the issue may kindly clarify for the benefit of others. All said and done, the RTE 2009 is a pot leaking at several points. By the time, pot reaches the children, much of the intentions of the act would have spilled through the leaks. So, how to plug the leaks so that the pot carries education to the millions?

Supreme Court: No hope for children studying in Minority un-Aided Primary Schools under RTE

The Judgement came as a surprise for me as well especially the orders on non-aided minority schools.
Now, RTE sans Sections 12(1)(c) and 18(3) shall be appicable on all schools including non-aided minority primary schools.
Very interesting, strange and far reaching in its impact, the order promoted status quo for existing un-aided minority primary schools and RTE for others.
It's interesting to see that the judgement qualifies RTE Act vis a vis non aided minority schools on the apparent ground of "preservation of culture and script" and what about aided private minority schools, as if they have no right to preserve culture and script. So selective use of this justification for non-aided minority schools fall short of real reasoning and logic, which is ironic.
One has to understant it in perspective that what was so compelling for the court to exempt this section of schools, though principles laid down by the Apex court on many occassion, very clealy validated the regualtion on registration and maintenance of academic standards of private educational institutions including minoirty institutions. 
Despite, clarifications on the part of Union HRD Ministry that 25% free seats for socialy and economically backward section of nation in private schools is not reservation rather a mechanism to curb social exclusion.
But terming it 'reservation' by the Court made it more complex because by doing this the upper cap of 50% reservation came as an obstacle for minority schools to give away the share of minority children from the 50% legitiamte share. 
For me the Court could have, only for the purpose of RTE Act, made exception to the existing 50% cap in Minority Primary Schools and rather would have allowed continuing / non-interfrence in the existing 50% and adding another 25% for the children of groups intented under RTE Act.
Even more, frustrating that the order exempt non-aided minority schools from the application of section 18(3), which reads as "on contravention of the conditions of recognition, the prescribed authority shall, by an order in writing withdraw recognition" 
Which would mean that the standards vis a vis school infrastructure/building, academic standards, teacher-pupil ratio etc. as prescribed in Section 19 read alongwith schedules of the Act as the main guiding principle for giving recognition to schools including un-aided minority primary schools but Section 18(3) will have no application as per the Coourt's order. Interesting, all standards for schools will equally apply to the un-aided minority primary schools but their recognition can not be withdrawn on ground of violation of any such standards. therefore, in absence of any accountability mechanism for such schools, the question is that why they will bother to follow any standards and in effect the children from minority schools would be deprived of the quality assured under the Act. This is'nt injustice to them? Also, section 21A follows from Article 21 along with the Directiove Principle and not the directive principle alone under Articles 41, 45 and 46 as emphasized in the Court order.
In effect, the existing un-aided minority primary schools will exist for eternity unregulated by virture of this Order. and this order will make the new un-aided minority primary schools even more difficult to get a recognition under RTE Act.
Very strange state of affair.
