No one knows what is in store for Bengal on February 28, when the Left parties go on an all-out strike and the Mamata Banerjee government goes flat out to stop it. But transport minister Madan Mitra has spelled out precisely what could happen if bus and tram employees do not turn up for work that day - pay cut, or even break of service.
The minister's comment sounded as a threat to government employees, especially those working in the ailing state transport corporations.
Taking the cue from the chief secretary's radiogram that the government won't grant leave on that day, Mitra issued a diktat to transport employees to keep the city on the move. Times of India reports.
All employees have to report on Tuesday even if anyone is sick, he warned. "Not attending work would mean discontinuation of service and it will be maintained in record. This may have an adverse impact during an employee's promotion," he said. "This will be apart from the pay cut for that day, which is very clear from the circular issued by the chief secretary."
He had a grim message to the staff: "Let me tell them clearly that the Citu and the CPM won't be there with them forever, and the government won't sit quiet on this matter either."

West Bengal Chief Minister Mamata Banerjee on Saturday took an apparent swipe at a section of the Congress in the state without naming the party over the February 28 general strike.
On February 21, Chief Secretary Samar Ghosh had issued a circular to government employees saying it would be mandatory for them to report for duty on February 28 and no leave would be allowed on the day.
Any attempt to disrupt normal life would be firmly dealt with, the circular said.

Artists, scholars and social activists across the spectrum expressed outrage on Friday over West Bengal Chief Minister Mamata Banerjee's response to the recent killings of two senior leaders of the Communist Party of India (Marxist) in Bardhaman which, they claimed was well in line with her "habit of denying tragedies like farmers' suicides or condoning offences like the recent shocking rape in Kolkata."
In a statement on the recent developments in the State, they expressed shock on learning of the "brutal murder" in Bardhaman of Pradip Tah and Kamal Gayen "carried out by a group of Trinamool Congress supporters."
"The murder took place when the two victims were leading a procession in support of the general strike by the nation's working class on 28 February. We find it especially outrageous that Ms. Mamata Banerjee, the State's Chief Minister, should have immediately come out to protect the murderers, so that there can be no credibility now left in the promised effort by the police to bring the culprits to book. It seems to be well in line with the Chief Minister's habit of denying tragedies like farmers' suicides or condoning offences like the recent shocking rape in Kolkata."
Charging that Ms. Banerjee was "obviously set on thwarting any expression of opposition or discontent against her misrule by open use of terror and falsification," they said they were "confident that the people of West Bengal will remain in the forefront in defending democratic rights despite all odds."
The signatories include Prof. Irfan Habib, Prof. Prabhat Patnaik, Prof. C.P. Chandrasekhar, Saeed Mirza, Teesta Setalvad and Prof. Jayati Ghosh.
Asked for her comments on the murder of the two CPI(M) leaders, one of whom was a former MLA, Ms. Banerjee had told journalists that they were "not butchered" and the incident was the outcome of an "internal clash."
She had also earlier said that the rape of a 37-year-old was "staged" to "malign" her government. As for the farmers' suicides — 35 so far, according to the latest reports — her contention is that only one has taken his life so far.

West Bengal Chief Minister Mamata Banerjee today announced that her government would issue 'Samajik Mukti' (Social Freedom) cards to unorganised sector workers which will help them avail all social benefits instead of using different cards. "The name of this card will be Samajik Mukti card. It will be distributed from April. This will provide you the oxygen to live," the chief minister said at a gathering of workers of the unorganised sector. Workers possessing the card would be able to use it to avail all social benefits like hospitalisation, children's education, pension and accidental death cover instead of using separate cards for different benefits, she said. "It will be a unique card. It will be made on the lines of a smart card," she said, adding that it would be distributed from the block headquarters instead of the district. Pointing out that those not working in the government sector often worried about their future, she said, "let me tell you we will help the private sector workers also." Banerjee said that her government would now provide Rs 20,000 as its share of housebuilding grant to unorganised sector workers from the present Rs 10,000. Hospitalisation reimbursement has been increased to Rs 10,000 from Rs 5,000. She also announced that the workers from now on would get double the amount under various social benefit schemes than what they were getting earlier. Earlier, Banerjee handed over social benefit cheques to a number of construction, transport, tea garden and bidi workers. The chief minister also felicitated five girls, Bina Kalindi, Sunita Mahato, Afsana Khatun, Sangita Bauri and Mukti Majhi who had won bravery award from President Pratibha Patil for successfully resisting their parents' attempts to marry them off.

If someone wants to work, promote him. Enough is enough. I will not allow daltantra (party politics). There will only be democracy."
Describing the poor as the 'biggest asset', Ms. Banerjee said, "Keep faith in the government. The government has confidence in you."
She said workers of the unorganised sector were with her government.

People are living in peace in the State. They have regained their rights. This may be causing discomfort to a small section of the people, she said.

Calcutta, Feb. 24: The state has threatened to declare a break in service if government employees skip work on Tuesday, pulling out a rarely used but potent weapon from its anti-strike arsenal on a day the high court did not object to an earlier administrative order disallowing leave. "If the employees don't come to work, they can face a break in service. The employees will lose their seniority. A day's salary will also be cut," state transport minister Madan Mitra told a news conference this afternoon. Trade unions have called an industrial strike on February 28. But in Bengal, Citu has converted it into a general strike and the CPM has threatened a total shutdown, although the party appeared somewhat restrained today. Old-timers at Writers' could not recall any instance when the break-in-service clause was invoked to thwart a general strike. Siddhartha Shankar Ray had also cracked the whip but he had confined himself to deducting the salaries of those who took part in a strike in 1975. The Mamata Banerjee government has been talking tough against the general strike — or any other form of disruptive politics — from the beginning. Sources said the chief minister had instructed officials and ministers to ensure that the general strike was foiled. Chief secretary Samar Ghosh has already issued a circular barring government employees, totalling 10 lakh, from taking leave on February 28. Under normal circumstances, it means that absent government employees will have to sacrifice a day's salary. The price of a break in service, however, will be much steeper. (See chart) Citu state president and CPM MP Shyamal Chakraborty criticised the government. "Workers enjoy trade union rights and these include the right to strike. The government cannot say that there will be a break in service if an employee doesn't report for duty on the day of the strike," he said. By then, Calcutta High Court had described as "enough" the measures taken by the state government.
Hearing a PIL against the general strike, the court said: "The measures taken by the state to keep the state normal on the said day is enough. So we are not interfering in the matter and are disposing of the PIL." The division bench of Chief Justice J.N. Patel and Justice S.K. Chakrabarti said this after government lawyers produced a copy of the chief secretary's circular that disallowed leave. The court order in the morning preceded the transport minister's media conference in the afternoon where he warned the employees of the break in service. Besides barring government employees from taking leave on Tuesday, the circular also said that attempts at forcible closure of offices, shops, markets, educational institutions and industrial establishments should be firmly dealt with. The CPM today saw "victory" in the court ruling, pointing out that the anti-strike petition had been disposed of. Opposition leader Surjya Kanta Mishra said: "Initially, the court had wanted to dismiss the petition. Later, it said the petition was being disposed of and that it was infructuous. So, our stand is correct." He conveniently overlooked the fact that the court had disposed of the petition after being satisfied that the government's order disallowing leave on February 28 was enough to allow normality on that day. Mamata today took stock of the preparations for February 28 during a meeting with state panchayat minister Subrata Mukherjee, labour minister Purnendu Bose, Intuc state president Dola Sen and veteran trade union leader Sobhandeb Chattopadhyay. "One person may fall sick on the day but if an entire department is found to have fallen sick on the same day, they will not be spared. | পার্ক স্ট্রিটের ঘটনার রেশ মিলিয়ে যাওয়ার আগেই ফের ধর্ষণ শহরে। মৃত্যুও। গণধর্ষণের পরে এক মহিলাকে রাস্তায় ফেলে পালাল দুষ্কৃতীরা। ৩৫ বছরের ওই মহিলা পরে হাসপাতালে মারা যান। পুলিশ সূত্রের খবর, ঝুপড়িবাসী ওই মহিলা বৃহস্পতিবার রাত ৩টে নাগাদ বরাহনগরের ইন্ডিয়ান স্ট্যাটিসটিক্যাল ইনস্টিটিউটের পাশে কাগজ কুড়োচ্ছিলেন। সেই সময় একটি ম্যাটাডর ভ্যান এসে থামে। গাড়িতে দু'জন ছিল। আচমকাই তারা ওই মহিলাকে চ্যাংদোলা করে গাড়িতে তুলে নেয়। ধর্ষণের ঘটনাটি ঘটে নিবেদিতা সেতুর নীচে। শুক্রবার সকালে রক্তাক্ত অবস্থায় মহিলাকে উদ্ধার করে ভর্তি করা হয় উত্তরপাড়া হাসপাতালে। রাতে সেখানেই তাঁর মৃত্যু হয়। বরাহনগর থানার পুলিশের কাছে মৃত্যুকালীন জবানবন্দিতে ওই মহিলা জানিয়েছেন, তাঁকে অন্তত দু'জন পরপর ধর্ষণ করে। নিজের নাম-পরিচয় পুলিশকে বলে গিয়েছেন ওই মহিলা। যত দূর জানা গিয়েছে, ডানলপ এলাকার একটি সিনেমা হলের পিছনে ঝুপড়িতে থাকতেন তিনি। অশক্ত শরীরে কাঁপা কাঁপা গলায় কার্যত মৃত্যুশয্যায় শুয়ে ওই মহিলা পুলিশকে কয়েক দফায় যা বলে গিয়েছেন, তা থেকে জানা গিয়েছে, গাড়িতে চাপিয়ে প্রথমে তাঁকে বেলঘরিয়ার দিকে নিয়ে যাওয়া হয়। তারপরে ফের বিটি রোড ধরে গাড়ি চলে আসে ডানলপে। ওই মহিলা পুলিশকে বলেছেন, তাঁর মুখ গামছা দিয়ে বেঁধে রাখা হয়েছিল। এক জন গাড়ি চালাচ্ছিল। অন্য জন তাঁকে চালকের কেবিনে পায়ের কাছে চেপে বসেছিল। গাড়িটি এর পরে দক্ষিণেশ্বর পেরিয়ে নিবেদিতা সেতু না-ধরে লাগোয়া রাস্তা দিয়ে নীচের দিকে নেমে যায়। সেতুর নীচে অন্ধকারে তাঁকে উপর্যুপরি ধর্ষণ করা হয় বলে অভিযোগ। প্রাথমিক তদন্তে পুলিশ এখনও পর্যন্ত যা জেনেছে, ধর্ষণের পরে ওই মহিলাকে অচৈতন্য অবস্থায় গাড়িতে তুলে নিবেদিতা সেতুর উপরে ফেলে রেখে অভিযুক্তেরা পালিয়ে যায়। ভোরের দিকে সেতুর রক্ষণাবেক্ষণের দায়িত্বে থাকা কর্মীরা তাঁকে রক্তাক্ত অবস্থায় পড়ে থাকতে দেখে উত্তরপাড়া হাসপাতালে নিয়ে যান। যেখানে ওই মহিলা পড়ে ছিলেন, সেটি হাওড়া কমিশনারেটের বালি থানার অধীন। তাই সেখানে পুলিশ একটি মামলা রুজু করেছে। যেহেতু হাওড়ার দিকে যাওয়ার রাস্তায় মহিলা পড়ে ছিলেন, তাই পুলিশের ধারণা, দুষ্কৃতীরা ভ্যান নিয়ে ওই দিকেই পালিয়ে গিয়েছে। শুক্রবার দুপুরের পরে ঘটনাটি জানতে পারে বরাহনগর থানার পুলিশ। ইন্ডিয়ান স্ট্যাটিসটিকাল ইন্সটিটিউট সংলগ্ন এলাকা ব্যারাকপুর কমিশনারেটের অধীন। দুপুরের দিকে ওই থানা থেকেও তদন্তকারী অফিসারেরা উত্তরপাড়া হাসপাতালে গিয়ে ওই মহিলাকে জিজ্ঞাসাবাদ করেন। কিন্তু দিনভর রক্তপাতের পরে তাঁর শরীর তখন অবসন্ন, নিস্তেজ হয়ে পড়েছিল। সেই অবস্থাতেই পুলিশকে আগের রাতের ঘটনা বিক্ষিপ্ত ভাবে বলতে পেরেছিলেন তিনি। উত্তরপাড়া হাসপাতাল সূত্রে খবর, বিকেলের পরে শারীরিক পরিস্থিতির অবনতি হওয়ায় ওই মহিলাকে আর জি কর হাসপাতালে স্থানান্তরিত করার তোড়জোড় শুরু হয়। কিন্তু সেই সময় পুলিশ পায়নি। সন্ধের কিছু পরেই ওই কাগজকুড়ুনির মৃত্যু হয়। বিটি রোডের মতো রাস্তায় সারা রাতই গাড়ি চলে। উপরন্তু রাস্তার দু'ধারে সার দিয়ে দাঁড়িয়ে থাকে বাস, ট্রাক, লরি। থাকে পুলিশের টহলদারি। প্রশ্ন উঠেছে, এমন একটি জায়গা থেকে সকলের নজর এড়িয়ে কী ভাবে এক জন মহিলাকে গাড়িতে তুলে নিল দুষ্কৃতীরা? মহিলার বয়ান অনুযায়ী, তাঁদের ম্যাটাডর ভ্যান দু'-দু'বার সেই ডানলপ মোড় পার করেছিল। ওই মোড়ে রাতভর থাকে পুলিশ, খোলা থাকে একাধিক চায়ের দোকান। থাকেন ট্যাক্সিচালকরা। তা হলে কি কমিশনারেট হওয়ার পরেও শহরতলির আইন-শৃঙ্খলা পরিস্থিতি সেই তিমিরেই রয়ে গিয়েছে? এক কথায় এ প্রশ্নের উত্তর দিতে পুলিশকর্তারা রাজি নন। তবে ঘটনাটি পর্যালোচনা করতে গিয়ে এখনও পর্যন্ত তাঁরা যে ব্যাখ্যা দিচ্ছেন, তাতে এটা পরিষ্কার যে, রাতে একা-বেরোনো কোনও মহিলার পক্ষে ওই এলাকা নিরাপদ নয়। পুলিশের ধারণা, ভোর হওয়ার আগে বেরোলে অনেক বেশি কাগজ কুড়োনো যাবে, এটাই সম্ভবত ছিল ওই মহিলার উদ্দেশ্য। ডানলপের আশপাশে যে একাধিক লরি স্ট্যান্ড রয়েছে, সেখানকারই কেউ তাঁকে কিছু দিন ধরে নজর করছিল বলে প্রাথমিক তদন্তে পুলিশের অনুমান। তা হলে কী করছিল রাতের পুলিশ? রাজ্য পুলিশের এক কর্তা বলেন, "কমিশনারেট চালু হলেও পর্যাপ্ত পুলিশ দেওয়া হয়নি। গাড়িও কম। সব মিলিয়ে পরিকাঠামোর অভাব যথেষ্ট। তাই যথাযথ কাজ করার ক্ষেত্রে খানিকটা অসুবিধা থেকেই গিয়েছে।" ব্যারাকপুরের পুলিশ কমিশনার সঞ্জয় মুখোপাধ্যায় বলেন, "ঘটনাটি খুবই দুর্ভাগ্যজনক। ইতিমধ্যেই অ্যাডিশনাল ডিসি বিশ্বজিৎ ঘোষের নেতৃত্বে একটি বিশেষ তদন্তকারী দল তৈরি করেছি। আমি নিজে গোটা বিষয়টি তদারকি করছি। কোনও শিথিলতা হবে না।" |

Delayed by several months, the Rs 4874 crore East-West Metro Corridor Project was today inaugurated by West Bengal Chief Minister Mamata Banerjee. The Metro line will connect IT hub Sector V in Salt Lake to Howrah across the river Hooghly.
West Bengal Chief Minister Mamata Banerjee today announced that her government would issue 'Samajik Mukti' (Social Freedom) cards to unorganised sector workers which will help them avail all social benefits instead of using different cards. "The name of this card will be Samajik Mukti card. It will be distributed from April. This will provide you the oxygen to live," the chief minister said at a gathering of workers of the unorganised sector. Workers possessing the card would be able to use it to avail all social benefits like hospitalisation, children's education, pension and accidental death cover instead of using separate cards for different benefits, she said. "It will be a unique card. It will be made on the lines of a smart card," she said, adding that it would be distributed from the block headquarters instead of the district. Pointing out that those not working in the government sector often worried about their future, she said, "let me tell you we will help the private sector workers also." Banerjee said that her government would now provide Rs 20,000 as its share of housebuilding grant to unorganised sector workers from the present Rs 10,000. Hospitalisation reimbursement has been increased to Rs 10,000 from Rs 5,000. She also announced that the workers from now on would get double the amount under various social benefit schemes than what they were getting earlier. Earlier, Banerjee handed over social benefit cheques to a number of construction, transport, tea garden and bidi workers. The chief minister also felicitated five girls, Bina Kalindi, Sunita Mahato, Afsana Khatun, Sangita Bauri and Mukti Majhi who had won bravery award from President Pratibha Patil for successfully resisting their parents' attempts to marry them off.
On Friday, Transport Minister Madan Mitra said as per the chief secretary's circular, employees staying away from work would face deduction of leaves and salary and might also lose seniority or face discontinuation of service.
West Bengal's ruling Trinamool Congress and the Left Front seemed on a collision course Friday on the Feb 28 nationwide strike called by 11 central trade unions.
While a senior minister threatened his departmental employees with strong action, including discontinuation of service if they take part in the strike, the Left described as "obnoxious" a government circular denying state employees leave Tuesday.
Transport Minister Madan Mitra told mediapersons at the secretariat that if employees do not come "strong action will be taken".
"Their service book may be affected. They may lose seniority, or there can even be discontinuation of service," Mitra said.
"I am here leaving aside loss of leave and salary. That will be there," he said.
Mitra said there will be police arrangements in state bus and tram depots and over 1000 government buses will hit the roads.
Meanwhile, Law Minister Malay Ghatak said the Calcutta High Court threw out a public interest litigation (PIL) seeking the judiciary's intervention for ensuring the availability of essential services during the strike after the government placed before it the circular it had issued two days back.
State Panchayat and Public Health Engineering Minister Subrata Mukherjee said the Trinamool Congress will launch a statewide campaign opposing the strike and bring out small processions in all areas Feb 28 to thwart attemts to "thwart the development process".
"All steps are being taken to keep life normal on that day. Nobody will be allowed to use force to make the anti-people strike successful".
On the other hand, Left Front chairman Biman Bose equated the government's anti-strike circular with that of the country's erstwhile colonial rulers.
"This is obnoxious, never happened before in the state. Only during the British regime such kind of circulars were issued. It is right of the government employee to apply for leave any day. We oppose this black circular," Bose said.
He also criticised the Bengali media for projecting the all-India workers' strike as a West Bengal phenomenon.
Eleven central trade unions will participate in the Feb 28 agitation in support of a ten-point demand including steps for controlling the price rise of essential commodities and creation of more employment opportunities.
"Let me tell you one thing: Do not allow roads to be obstructed. Do not allow any bandh to take place. Keep the State moving. Keep the transport system moving. Keep yourselves moving," Ms. Banerjee told a gathering of unorganised sector workers here.
Calling upon the workers "not to fall prey to provocations from supporters of the strike", she said, "Do not get involved in trouble."
In an apparent response to Opposition CPI(M)'s criticism of her government for opposing the strike, the chief minister said, "I have told (Labour Minister) Purnendu Basu, if anyone does not want to work, relieve him. If someone wants to work, promote him. Enough is enough. I will not allow daltantra (party politics). There will only be democracy."
Describing the poor as the 'biggest asset', Ms. Banerjee said, "Keep faith in the government. The government has confidence in you."
She said workers of the unorganised sector were with her government.
In an apparent reference to a section of the Congress, Ms. Banerjee said, "I have seen that some people tend to raise a hue and cry over a petty matter. They cannot see that lakhs and lakhs of people are living beautifully with their rights safeguarded."
Stating that there were some who were "agents" of the CPI(M) during the 34-year Left Front rule, she said, "We will not encourage them any more. Those who provoke, will be considered a plotter. Those who encourage conspirators are also conspirators. These people were quiet during the CPI(M) regime.
"It is this section of the people who kept their eyes closed during the atrocities over land acquisition at Singur, Nandigram and Netai."
People are living in peace in the State. They have regained their rights. This may be causing discomfort to a small section of the people, she said.
"We will not allow anyone to play the band of CPI(M) anymore. We will be playing the band of Ma, Mati and Manush (Mother, motherland and mankind)."
"I have seen that some people tend to raise a hue and cry over a petty matter. They don't want people to live in peace. This section of people had their heydays during CPI(M) regime," Banerjee told a gathering of unorganised labour at Salt Lake stadium.
Yesterday, WBPCC and state INTUC chief Pradip Bhattacharjee had said he would not support a general strike on February 28, but an industrial strike.
The Congress has said that it would oppose the strike, unlike ally Trinamool Congress which has stated it would be on the streets against the shutdown.
"There are a few persons who were agents of the CPI(M) for the last 35 years. We will not encourage them anymore," she said.
"Those who provoke, will be considered a plotter. Those who encourage conspirators are also conspirators. These people were quiet during the CPI(M) regime," she said.
"It is this section of the people who kept their eyes closed during the atrocities over land acquisition at Singur, Nandigram and Netai," Banerjee said.

Urging workers and employees to turn up for work on February 28, she said "I would like to urge you not to allow anyone to strike work or put up road blockades. Don't fall into the trap of provocations."

| সরকার এবং বিরোধীদের অনড় অবস্থানে গোটা দেশে ডাকা ধর্মঘটকে ঘিরে পশ্চিমবঙ্গে 'রাজনৈতিক পারদ' চড়তে শুরু করেছে। ধর্মঘটকে 'সফল' করার আহ্বান জানানোর পাশাপাশিই অবশ্য শাসক পক্ষের 'ফাঁদে পা' না-দেওয়ার জন্য মানুষ এবং বাম কর্মী-সমর্থকদের কাছে আবেদন জানিয়েছেন বামফ্রন্টের চেয়ারম্যান বিমান বসু। রাজ্য সরকার এবং প্রধান শাসক দল তৃণমূল যে ভাবে ২৮ তারিখের ধর্মঘটের 'সক্রিয় বিরোধিতা'য় নেমেছে, তা নিয়ে এ দিন আলোচনা হয় বামফ্রন্টের বৈঠকে। বর্ধমানে ধর্মঘটের পক্ষে মিছিল করতে গিয়ে সিপিএমের দুই নেতা প্রদীপ তা এবং কমল গায়েন খুন হওয়ার ঘটনার পরিপ্রেক্ষিতে ফ্রন্ট নেতৃত্বের আলোচনায় এ দিন ঠিক হয়েছে, কোনও ভাবেই 'প্ররোচনা'য় পা দেওয়া চলবে না। ফ্রন্টের বৈঠকের পরে বিমানবাবু বলেন, "প্রশাসনের অতি-সক্রিয় ভূমিকা দেখা যাচ্ছে। দিকে দিকে তৃণমূলের প্যাডে ফরমান দেওয়া হচ্ছে, ধর্মঘটে যোগ দিলে ফল ভাল হবে না! আমরা এ সবের নিন্দা করছি। প্ররোচনায় পা দেওয়া যাবে না। কোনও সংঘাতমূলক পথে যাওয়া যাবে না।" সরকার এবং শাসক দল যে ভাবে ধর্মঘট রুখতে উঠেপড়ে লেগেছে, প্রত্যাশিত ভাবেই তার কড়া সমালোচনা করেছে বিরোধী বামফ্রন্ট। বিমানবাবুর কথায়, "ধর্মঘট যত এগিয়ে আসছে, রাজ্য সরকারের তরফে দমন-পীড়নমূলক মনোভাব নেওয়া হচ্ছে। ধর্মঘট আটকানোর জন্য কালা ফতোয়া জারি করা হচ্ছে। মানুষ-মারা নীতির প্রতিবাদে, জীবন-যন্ত্রণা লাঘবের জন্য এবং তাদের বেতন-ভাতা বাড়ানোর জন্য শ্রমিকদের এই কর্মসূচিতে (ধর্মঘট) আমরা পাশে আছি।" সারা ভারতে ধর্মঘট হলেও এ রাজ্যের তৃণমূল নেতৃত্বাধীন সরকার কেন তা যেনতেন প্রকারে 'ব্যর্থ' করতে চাইছে, তা নিয়েও সরব হয়েছেন বিমানবাবু। তাঁর বক্তব্য, ধর্মঘটের দাবিগুলি রাজ্যের বিরুদ্ধে নয়। সর্বভারতীয় ক্ষেত্রে ধর্মঘটকারীদের মধ্যে থাকলেও আইএনটিইউসি-র রাজ্য শাখা অবশ্য জানিয়ে দিয়েছে, মঙ্গলবার রাষ্ট্রীয় পরিবহণ সংস্থাগুলিতে তাদের সংগঠনের কর্মীরা জোট শরিক তৃণমূলের মতোই ধর্মঘটে সামিল হবেন না। এই কথা তারা সংগঠনের সর্বভারতীয় সভাপতি সঞ্জীব রেড্ডিকে লিখিত ভাবে জানিয়েও দিয়েছে। শিল্প-কেন্দ্রিক বিষয়ে ধর্মঘটকে বামপন্থীরা কেন্দ্রীয় সরকার বিরোধী আন্দোলনে নিয়ে যাচ্ছেন বলে আগেই সরব হয়েছিলেন আইএনটিইউসি-র রাজ্য সভাপতি প্রদীপ ভট্টাচার্য। তিনি এ দিন জানিয়েছেন, মঙ্গলবার পরিবহণ বাদ দিয়ে বাকি শিল্প ক্ষেত্রগুলিতে আইএনটিইউসি সামিল হবে। কিন্তু তার বাইরে স্কুল-কলেজ-অফিস-রাস্তাঘাট 'স্তব্ধ' করাকে তারা সমর্থন করবে না। সংগঠনের পরিবহণ কর্মীদের নিয়ে এক কনভেনশনে এ দিন প্রদীপবাবু বলেন, "পরিবহণ সংস্থাগুলি আর্থিক সঙ্কটে চলছে। তার উপরে ধর্মঘটে গেলে আরও ক্ষতি হবে।" তবে ধর্মঘটে অংশগ্রহণ নিয়ে রাজ্যে আইএনটিইউসি-র মধ্যেই কিছু 'জটিলতা' রয়েছে। ধর্মঘটকারী অন্য ১০টি ট্রেড ইউনিয়নের প্রতিনিধিদের সঙ্গে নিয়ে সিটুর রাজ্য সভাপতি শ্যামল চক্রবর্তী এ দিন বলেন, "ধর্মঘট ভাঙতে সরকারের পক্ষ থেকে নানা প্ররোচনা দেওয়া হচ্ছে। প্রায় জরুরি অবস্থার মতো সরকারি কর্মীদের উপরে দমন-নীতি নামানো হচ্ছে! তবে এ সব দিয়ে দমানো যাবে না। মানুষ এ সব তুচ্ছ জ্ঞান করছেন। কারণ তাঁরা বহু সংগ্রামের অভিজ্ঞতায় সমৃদ্ধ।" শ্যামলবাবুরা জানান, ২৮ তারিখ ধর্মঘট সফল করতে শ্রমিক সংগঠনগুলি রাস্তায় নামবে। সরকারও ছেড়ে কথা বলছে না। ধর্মঘটের দিন সরকারি কর্মচারীরা যাতে দফতরে আসতে পারেন, তার জন্য সব রকম ব্যবস্থা নেওয়া হচ্ছে বলে জানান পঞ্চায়েতমন্ত্রী। ধর্মঘটকে 'আইন বিরোধী' আখ্যা দিয়ে তিনি বলেন, "দলের মধ্যে যাঁরা ট্রেড ইউনিয়নের সঙ্গে যুক্ত, তাঁদের সঙ্গেও আলোচনা করব। যাঁরা ধর্মঘটের বিরোধিতা করছেন, তাঁদের সঙ্গেও কথা বলব।" তবে সরাসরি ধর্মঘটকে সমর্থন করছে না, এমন কিছু ট্রেড ইউনিয়নের একাংশেরও বক্তব্য, মুখ্যসচিবের নির্দেশিকায় তারা 'ব্যথিত'। তাদের মতে, ওই নির্দেশকায় মনে হচ্ছে, সরকার কর্মচারীদের 'বিশ্বাস' করছে না। সরকারি কর্মীরা ধর্মঘটের দিন না-এলে কী ব্যবস্থা নেওয়া হবে? সুব্রতবাবু বলেন, "সেটা বেআইনি কাজ করবেন! সে ক্ষেত্রে সরকার 'কেস টু কেস' বিচার করতে পারে।" তাঁর কথায়, "এক জন ব্যক্তি ছুটি নিলে এক রকম। কোনও বিভাগ গণছুটি নিলে আর এক রকম।" প্রশ্ন ছিল, তিনি দীর্ঘ দিনের ট্রেড ইউনিয়ন নেতা। ধর্মঘট করা কি আইনবিরুদ্ধ? আইএনটিটিইউসি-র সর্বভারতীয় সভাপতি সুব্রতবাবু বলেন, "ধর্মঘটের আইন আছে, অধিকার আছে, নিয়মকানুন আছে। ওদের (সিপিএমের) কারণে ধর্মঘট করতে হবে, এ রকম কোনও নিয়ম নেই। সরকারি কর্মচারীরা ধর্মঘট করতে পারেন কি না, তা নিয়ে আইনে নির্দিষ্ট কিছু বলা নেই।" ধর্মঘটের দিন পর্যাপ্ত যানবাহন চলবে এবং আইনশৃঙ্খলা বজায় যথেষ্ট পুলিশ থাকবে বলে জানিয়ে দেন সুব্রতবাবু। রাজ্যের আইনমন্ত্রী মলয় ঘটক এ দিন জানান, ধর্মঘটের দিন সরকারকে জনজীবন সচল রাখতে প্রয়োজনীয় সব ব্যবস্থা নিতে বলেছে আদালত। মুখ্যসচিব যে নির্দেশিকা জারি করেছেন, তা ব্যাপক ভাবে ছড়িয়ে দেওয়ার কথা বলা হয়েছে। মলয়বাবু ফের বলেন, "ওই দিন কোনও ছুটি অনুমোদন করা হবে না।" বস্তুত, ধর্মঘট নিয়ে দায়ের হওয়া জনস্বার্থের মামলাটি অর্থহীন এবং নিষ্প্রয়োজন বলে এ দিন জানিয়ে দিয়েছে কলকাতা হাইকোর্ট। আইনজীবী আবীর রঞ্জন নিয়োগীর দায়ের করা এই মামলার শুনানির পরে প্রধান বিচারপতি জে এন পটেল ও বিচারপতি সম্বুদ্ধ চক্রবর্তীর ডিভিশন বেঞ্চ কোনও নির্দেশ ছাড়াই মামলাটির নিষ্পত্তি করে দেন। প্রধান বিচারপতি বলেন, ধর্মঘটকে 'অসাংবিধানিক' ঘোষণা করার জন্য বিভিন্ন সংগঠনকে মামলার প্রতিলিপি পাঠাতে হবে। সব পক্ষের বক্তব্য শোনার পরেই আদালত তার মত জানাতে পারে। রাজ্যের অ্যাডভোকেট জেনারেল অনিন্দ্য মিত্র হাইকোর্টকে জানান, রাজ্যের মুখ্যসচিব ইতিমধ্যেই বিজ্ঞপ্তি জারি করে সব দফতরের কর্তাদের ধর্মঘটের দিন স্বাভাবিক জীবনযাত্রা অব্যাহত রাখতে ব্যবস্থা নিতে বলেছেন। আদালত চাইলে সেই নির্দেশনামা তিনি পেশ করতে পারেন। এর পরেই ডিভিশন বেঞ্চ জানায়, ধর্মঘটের দিন জীবনযাত্রা সচল রাখে ত রাজ্য সরকার ব্যবস্থা গ্রহণ করেছে। তাই হাইকোর্টের কোনও নির্দেশের প্রয়োজন নেই। |
