Mysore, Monday, October 24, 2011, DHNS (Deccan Herald News Service):

The land denotification scam that has sent former chief minister B S Yeddyurappa behind bars, now seems to be troubling more high profile leaders.

Then District Magistrate (of Mysore) T M Vijay Bhaskar's report on land grabbing has indicted Medical Education Minister S A Ramdas along with other political leaders and land developers. The High Court Division Bench comprising Chief Justice Vikramjith Sen and Justice A S Bopanna hearing a PIL filed by S Lokesh, has directed the investigating agencies to submit all documents pertaining to the irregularities in formation of layout worth crores of rupees.

The Bench, during its hearing last week, had taken the Mysore district administration to task for not acting on the complaints on the matter.

Trouble is brewing for Ramdas, who is also the district in-charge minister of Mysore, in the Lokayukta as well. B Karunakar, a Samajwadi Party leader has approached the Lokayukta, seeking investigation into the land scam based on the Vijay Bhaskar report. Vijay Bhaskar, who was the deputy commissioner of Mysore in the mid-1990s had submitted a report to the (then) government.

Baladev Krishna, a senior official in the Revenue department, accepted the report and indicted many higher officials. But, the politicians indicted in the report went scot free. The Vijay Bhaskar report was never made public by the Government thereafter. It remained under wraps for more than one-and-a-half decade (15 years), apparently for the fear of exposing leaders of all major political parties.

However, the report obtained by an RTI applicant, revealed that Ramdas and several others were accused of violating the Karnataka Land Reforms Act, Revenue Act. The report mentioned their names with regard to abuse of power in formation of housing layouts without the alienation process in Malalavadi, Kasaba hobli and distribution of sites to the public in the 1990s.

Karunakar, in his petition to Lokayukta, has also questioned Ramdas holding the ministerial position though an FIR is lodged against him in Ashokapuram police station under IPC Sec 420 and IPC Sec 468 for cheating and tampering with records in 2008. Replying to an RTI application, Assistant Commissioner of Police (Crime Branch) has said the investigation against Ramdas is in progress.

Interestingly, the minister had claimed that police filed a 'B' report and the case against him was closed.

Lokayukta complaint

Ramdas told mediapersons in Bangalore that the complaint filed before the Lokayukta was a conspiracy. "I will announce my decision if proven guilty," he added.

A member of a Bangalore based green group had called up the minister when he (the minister) was only a/an MLA of Krishna Raja / K.R. constituency, Mysore City / Urban and not a minister in order to request him to give up his demand for felling of all the trees on the Lalitha Mahal Road in 2009 for road widening.

Later, the member told me over the phone that the minister was adamant / stubborn / unrelenting and allegedly told the green activist that it's/it'd now become a purely prestige (an inflated ego of being a/an MLA) issue for him and all the trees (on the Lalitha Mahal Road) must and should go (eiga nanna prathishteya prashne, yella maragalu hogale beku

Some of the corrupt politicians and their fanatical followers who stay / reside in the same locality / area of Siddharthanagar in which I too reside are requested to refrain from their very bad obsessive habit of illegally and maliciously taking print outs / copies of the anti-corruption mails and RTI applications from the Mysore City Corporation (MCC) that I’ve sent since 2009 and also from selectively reading out their contents out of context loudly on a mike in the auditorium of a place of worship and in the monthly / Annual General Body AGB / other public meetings of Political / Politicised / Politically Affiliated / Aligned Residents’ Welfare Associations (RWAs) and publicly showing / circulating them to the real estate / land mafia / sharks / grabbers / agents / consultants / brokers to incite / provoke / instigate the public against me by demonising / demonizing me which is being done continually / regularly / consistently / constantly since July 2009.

My continued dignified silence since June / July 2009 must and should not and never be misconstrued as a sign of my weakness.

In case the offending resident corrupt politician happens to be a Corporator / Councillor then I can complain to the Karnataka Lokayukta as all Corporators being public servants come within its purview for maladministration / malgovernance / misgovernance / corruption.
