Preview of a book "Reservations in India : Myths and Realities". Mr. Anil Bharti has already declared this book as "KOODE KA DHER". Some other friends have reprimanded me for publicising a book without actually reading it fully. I admit my fault that I posted the link without studying the complete book or at least its full preview available online on google books. Given the time constraints, I still haven't read the complete book. However, I share whatever I feel like after reading the online preview of the book available at the given link.

The writer has discussed several issues including Stigma of Casteism, Untouchability; OBC Reservation; Merit; Creamy Layer; Reservation in Judiciary, Private Sector and Self Financing Education Institutes; Judicial Activism and some other misconceptions like reservation in promotion etc. I have read it partially as available in the preview at the given link. Whatever, I feel like after reading parts of this book in the online preview available at the given link are shared as follows.

Author comes down heavily on social evils like Casteism and untouchability. Numerous cases of atrocities against dalits happening the present day India have been listed. He notes that the constitutional provisions of reservation are the best means to end the social and economic inequalities that have persisted for over centuries. On the issues like creamy layer, he quotes exclusive provisions made for SC/ST in the Constitution and Supreme court ruling in Indira Sawhney case wherein the court has clearly stated that the concept of creamy layer is not applicable to SCs and STs. He also draws attention to instances where even educated, empowered and developed Dalits are not spared from the scourge of casteism. A news of a judge belonging to upper caste (Srivastava) purifying the seat in a court in Allahabad with Ganga jal as it was vacated by a Dalit judge encapsulates the issue of non-applicability of creamy layer concept on SC/ST.

On reservation in Private Sector, the author takes the arguments of people like Rahul Bajaj, head on. He questions the hereditary reservation of top management posts in large companies listed on bourses, for the children of promoters. He appreciates the new approach of people like Narayan Murthy of Infosys to hand over management rights to the professionals.

Judicial Activism : The writer quotes various court rulings which have upheld the reservation provisions for scheduled castes and scheduled tribes but also asserted authority of the Courts to make judicial review of such provisios. He observes that Supreme Court’s judgment in the M. Nagaraj case is true case of judicial activism. Is it the job of top judicial authority to monitor the implementation of reservation in each case, he questions. He further maintains that there is no dearth of law on reservation, only honest implementation is required. Our politicians resort to more and more legislations after each judicial pronouncement.

At page 31 of the book, the writer denotes “Reverse Discrimination” as a term coined by the Colonial regime. He states that the British launched reservation for Scheduled castes and few minorities from 1935 as a part of their divisive agenda. Their purpose was never aimed at redressing the chronic social inequalities but to diffuse the growing unrest against them from all corners of society. However, the provisions of reservation in the post independence period are aimed at addressing the age old social inequalities.

Here, it appears that the writer has disregarded the struggle of dalits and the role of Baba Saheb Ambedkar in securing the rights of downtrodden people. He forgets the history that Indian National Congress was started on 28 December 1885 not with the aim of overthrowing the British rule in India but to have a share in the running of administration. The Home Rule Movement was launched to put forth Indian demands for Home Rule – Indian participation in the affairs of their own country. Dalits did not figure anywhere in such participation in administration.

It was Baba Saheb Ambedkar who gave voice to the aspirations of the downtrodden. Due to his prominence and popular support amongst untouchable community, he was invited to attend Round Table Conference in London in 1932. As a result a separate electorate for untouchables was proposed by the British Government but the same was fiercely opposed by Mahatma Gandhi. Finally Poona Pact was signed in 1932 which gave the right of reservation in place of separate electorate for scheduled castes.

However, in the later half of the book, the writer underlines the role of Dr. Ambedkar in the history of reservation right from his appearance before Simon Commission in 1928. The writer exposes the double standards of Mahatma Gandhi, when he showed his acceptability of separate electorate for Muslims, Christians, Sikhs, Europeans etc. but stiff opposition against similar provision for depressed classes.   At page 301, the writer holds the position taken by Dr. Ambedkar on separate electorate for depressed classes under the Communal Award as the correct one and believes that had Baba Saheb been successful in securing ‘separate electorate’ and ‘double voting system’ for dalits, they would have been a power to reckon with today.

On the issue of merit, the writer seems to be confused. He appears to be taking sides with the anti-reservation lobby when he says that reservation in clerical posts is a different matter and the same in specialised fields of medicine and science and technology is a different one. He admits that gone are the days when there used to be huge gap in merit of reserved categories. In another chapter on merit, he supports the views the pro-reservationists and he quotes Dr. Amratya Sen, from his book “Meritocracy and Economic Inequality” that merit is a dependent idea and its meaning depends on how a society defines a desirable act. I did a little bit of research on google.com to see exactly what Dr. Sen has said in that book.   Dr. Amartya Sen has contributed a paper on “Justice in Meritocratic Environments” for the book “Meritocracy and Economic Inequality” written/edited by Kenneth Arrow, Samuel Bowles, and. Steven Durlauﬁ Editors. PRINCETON UNIVERSITY PRESS. 2000.

The book “Reservations in India: Myths and Realities” concludes with the thoughts that in the new age of job diversification, there should be a slightly different policy for upliftment of SC/ST and OBCs. The author points out that when Government Order on Communal Award was in force during British rule since 1923, its implementation was scrupulously monitored by the Government and wherever it was not implemented or posts not filled as per roster, necessary corrective steps were taken. He finds it doubtful if such practice is prevalent now a days in Government considering the huge backlogs of vacancies.

The book suggests equal education policy for all the children with same medium of instructions as it is the English medium adopted by the elite classes which wield complete control over bureaucracy and higher education system in our country. As scheduled castes suffer from caste based discrimination, it advocates special care for needs of SC/ST students for quality education in special hostels with all facilities which can be ensured only by putting committed people at the helm of affairs. For equal redistribution of resources, it advises follow the Malaysian experiment as our own land reforms programme has failed miserably due to lack to political will.

The book appears to be suffering from some reference inconsistencies and grammatical and spelling errors which are worthless to mention. Otherwise, I did not find anything affront to the concept of reservation for SC/ST in India through the preview of this book. If anyone has read the complete book, he may kindly enlighten us.
It is my belief that "ideas can change our lives". So I never feel hesitation in picking up a good idea even if it is lying in a KOODE KA DHER.

ISIS, Oil Politics and Peaking of Islamophobia Ram Puniyani Just a month ago (August 2014) a group of Muslim activists-scholars organized press meets in various cities. They issued a statement condemning the brutal violence being committed by ISIS. There statement carried a visual saying Islam Means Peace. The statement said “Indian Muslims Condemn the Brutal Atrocities by ISIS against Minorities in Iraq and Syria; denounce religious intolerance, persecution and violence in the name of Islam” I circulated the statement to many lists. One of the members on the list wrote back that “‘Islam means Peace’ is the biggest joke of the century”. Simultaneously in India, the propaganda about love Jihad is being spread like wild fire by communal elements. Irrespective of the fact that in such a propaganda few cases of marriage-conversion, the girls changing their version the boundary line between love and imposition being regularly breached, have been picked up as an example of Muslim men on a path to Jihad for conversion to Islam, by marrying Hindu girls by deceit. A friend demanded whether I can cite even 100 cases where Muslim girls have married Hindu men. To my good fortune I could locate a list longer than that of 100 and also a Google search of Hindu Men Muslim wife gave good many beautiful stories (https://www.facebook.com/R3alityofPorkistan/posts/613266692020533 ) of such ‘love jihad’ in reverse! To add to the already existing atmosphere Al Jawahiri of Al Qaeda issued a Video declaring its plan to expand the activities in India. The ‘social common sense’ is so heavily weighted against Islam and Muslims that to talk of reason in understanding religion and its abuse for political goals seems to be a very difficult exercise. The current ghastly acts are being described to be due to Islam and in turn Muslim community is blamed for the violence. The understanding that religions are for ‘morality and peace’ is accepted for other religions but not for Islam in popular perception. Many a processes of ‘Manufacturing Consent’ are today fusing to create a picture of Muslims which is neither true nor of any good to the peace in the World. All Muslims are being presented in homogenous-uniform image and the selective examples of the criminal Muslims and intolerant version of Islam is being projected as ‘the Islam’ feeding into the massive prejudices which have intensified during last several decades. While the ISIS is an offshoot of AL Qaeda, which was trained by USA-ISI through Madrasa’s set up in Pakistan. There are enough good resources to tell us about the scheme of US in the West Asia to control the oil wealth. The US dictum for this area has been ‘Oil is too precious a commodity to be left to control of natives’. While one has burnt midnight oil to unravel the trajectory of US policy through books with solid scholarship, the job of understanding this has become easy with a small video clip of Hillary Clinton. Very smartly and briskly she tells us that it was US which created Al Qaeda by indoctrinating the Muslim youth. (http://www.youtube.com/watch?v=nLhRKj6633w). A peep into the history of the region tells us that this indoctrination was done by using the distorted version of Islam, Wahabbism to be more precise. This force, Al Qaeda was created, richly funded and armed to the teeth by US, to fight the Soviet occupation of Afghanistan. With the brutality of Al Qaeda being manifest, US media presented its demonic image by coining the word ‘Islamic terrorism’ after 9/11 2001. Before this 9/11 episode, the acts of terror were not linked to religion, though people coming from different religions have resorted to such acts. From killer of Mahatama Gandhi, Indira Gandhi, Rajiv Gandhi, to Buddhist monks resorting to terror acts in Thailand, Mynmar, Sri Lanka to Anders Berling Brevik of Norway, people coming from different religious stocks have indulged in acts of terror for diverse political reasons. After 9/11 the acts of terror was associated exclusively with Islam. Interestingly the version of Islam picked up by US to create Al Qaeda, to indoctrinate Mujahideen in to terror trails, was formulated by Abd al-Wahhab, who had started rigidifying Islam; imposing his exclusive version in the projection of Islam. He pontificates that "any doubt or hesitation" on the part of a believer in respect to his or her acknowledging this (Wahab’s) particular interpretation of Islam should "deprive a man of immunity of his property and his life." This was the version of Islam which was one amongst many. Why did it become more dominant? Mostly because this version got the sanction form the political masters as this version got patronage of the rulers of Saudi Arabia. “One of the main tenets of Abd al-Wahhab's doctrine is takfir. As per this doctrine fellow Muslims are called infidels if they engage in activities that in any way could be said to encroach on the sovereignty of the absolute Authority (that is, the King)." Those who would not conform to this view should be killed, their wives and daughters violated, and their possessions confiscated, he wrote.” (http://www.huffingtonpost.com/alastair-crooke/isis-wahhabism-saudi-arabia_b_5717157.html ) This version suited the Saudi rulers in keeping their control over oil resources and the same version suited the US designs, where the meaning of Kafir (One who hides the truth) is changed to the non Muslim, the ‘other’. This is the version where the word Jihad is made synonymous with killing the non believer. As such scholars of repute tell us that Jihad stands for striving to your utmost for good deeds. The same Islam, which says ‘to me my din (faith) to you yours’ is changed over to killing those who disagree with you. The same Islam which tells us that ‘killing of even a single innocent human being tantamount to killing the whole humanity’ (Koran, chapter 5 verse 32) was manipulated to kill innocent human beings. This interpretation of Islam was the perfect recipe for those who wanted to fight Russian army through proxy! The indoctrination of this variety cannot be undone once the goals are achieved. The Al Qaeda elements after collaborating in defeating Russian army; retain the distorted version of Islam and the dangerous weapons supplied by US. What do they do now with Wahabi Islam in head and armaments received courtesy the United States, in hands? So ISIS comes up in due course, and the illusion that they can now rule the World, they will install Khalifa, and all the insanity follows! As such US has been out to play ‘divide and rule’ like the earlier colonial powers. In India colonial powers sowed the seeds of communal politics. In West Asia, during last few decades after the demise of Soviet Union; US imperialism is aiming to create smaller states along ethnic-sectarian divides and feeding into the divides and clashes along Shia-Sunni-Kurd lines. ‘Divide-et-empera’ (divide and rule) is at its peak but is also at the same time demonizing the Muslims Worldwide through the Islam phobia which is constructed around the evil deeds of the likes of Al Qaeda or ISIS. How can we bring in reason in ‘social thinking’ in the face of powerful vested interests who want to use and abuse religion for their political goals, demonize a religious community is a question not easy to resolve. Challenging the prevalence of ideas of the dominant sections, dominant social powers; is a tall order, which has to be taken up in all seriousness if we want peace and progress in our society. एक हजार रुपये में अब आप उस बाजार में क्या कुछ खरीदेंगे जहां एक किलो चावल,एक किलो आटा,एक किलो तेल,एक किलो टमाटर,एक किलो आलू,एक किलो सरसों तेल मोबाइल,स्मार्टफोन,टीवी बराबर होने को है।

जहां बिजली करंट मारे,जहां दवाें जहर हैं,जहां अस्पताल मरघट हैं,जहा शिक्षाकेंद्र दुकान हैं और वहां संघ की शाखा का राष्ट्रीय आयोजन है सर्वसमय,जहां खेतों पर माल मल्टीप्लेक्स हब स्वर्णिम चतुर्भुज सेज स्मार्ट सिटियां गलियारा, वगैरह वगैरह है।

और बच्चे बेरोजगार भटक रहे हों,जहां बेटी की शादी का खर्च दस लाख से कम का न हो,जहां दो गज जमीन की कीमत लाखों हो और घर भी नसीब न हो,जहां हवा पानी तक खरीदना हो और मुक्त बाजार में सुहाग रात भी मुफ्त होती नहीं है,तो बताइये हजार रुपल्ली में क्या क्या खरीदेंगे।

बताइये कि हजार रुपल्ली से राशन खरीदेंगे कि बिजली कि घर का स्पेस कि दामाद खरीदेंगे कि दवाएं।

बताइये हजार रुपल्ली से सांसें खरीदेंगे कि डाक्टर खरीदेंगे कि टीचर खरीदेंगे।

बताइये कि हजार रुपये से बीवी खरीदेंगे कि पति को बांधेंगे कि घर चलायेंगे कि तीर्थयात्रा चारोंधामों की करेंगेे कि बुलेट ट्रेन का सफर करेंगेे।स्मार्ट सिटी काशीवास करेंगे या फिर।

बताइये कि हजार रुपल्ली मासिक से जापानी तेल खरीदेंगे कि विकाससूत्र चाहिए कि सेक्सी डियोड्रेंट या ड्रोन खरीदेंगे या खरीदेंगे बिना सब्सिडी गैस,डीजल,चीनी उरवरक या हथियार क्योंक आपकी जान माल को भी हर वक्त खतरा हैऔर कानून का राज नहीं है।

बताइये कि हजार रुपल्ली से कैसे एफडीआई के मुकाबले,टाटा अंबानी बिड़ला मित्तल वालमार्ट फ्लिपकार्ट अमाजेन एक मुकाबले कितनी पूंजी लगाकर कितना बड़ा कारोबार फांदकर रामावली सह राममंदिर की कारसेवा करेंगे। हजार रुपल्ली से गिरवी पर रखा खेत छुडायेंगे या दस्तकारी करेंगे या करघा चलायेंगे या खरीदेंगे वोट। या लेंगे होटल।

वह हजार रुपल्ली भी फुर्र।
कोई ऐसा आंकड़ा किसी के पास है कि कितने फीसद लोगों की मासिक आमदनी इस देश में पंद्रह फीसद है।तो आगे के वेतनमान और आमदनी की औकात भी तौल लिया जाये।

अब बताइये पेंशन की हदबंदी करने से बल्ले बल्ले क्यों हैं लोग।लेकिन जब पूरी भविष्यनिधि ही जीवनबीमा दशा होनी है,तब पेंशन किस मां की कोख से आयेगी ,बूझ लीजिये जबकि मां की कोख भी मुक्त बाजार में किराये पर हैं।

मोसाद नियंत्रित आंतरिक सुरक्षा के लिए अब सबसे बड़ी चुनौती अलकायदा प्रोजेक्टेड है है,जो दरअसल यह मुक्तबाजार है।

इस मुक्त बाजार के सामने आत्मसमर्पण के अलावा क्रयशक्ति बंचित बहिस्कृत किंकर्तव्य विमूढ़ घनघोर आस्थावान आम जनता के लिए करनो को आखिर क्या है,जबकि संगठित राजनीति,मजदूर आंदोलन और आर्थिक तौर पर सशक्त लोग भी आंखें बंद किये भागवत कथा सुनते नजर आ रहे हैं।

पिछले तेईस सालों की कथा व्यथा यही है।हम अमेरिका से सावधन करते करते अब जापान से सावधान का अलख जगा रहे हैं तो बीच में आस्ट्रेलिया,यूरोप और इजराइल के फच्चर अलग है।

परमाणु संधियां न जाने किस किस के साथ होनी हैं और न जाने कौन कौन हंगे युद्ध गृहयुद्ध परमाणु युद्ध या भोपाल गैस त्रासदी या गाजा पट्टियों के साझेदार और न जाने कब तक भारत की सरजमीं पर लड़ी जायेगी यरूशलम दखल की लड़ाई और न जाने कब तक हम झुलसते रहेंगे तेलकुओं की आग में।

विदेशी आकाओं के फड़फड़ाने पर न जाने कितने लोग कब तक बनाये जाकते रहेंगे आतंकवादी और उग्रवादी और न जाने कहां कहां होती रहेगी फर्जी मुठभेड़, देशव्यापी सिखों का संहार न जाने कब कैसे दोहराया जायेगा और न जाने कहां फिर होगी भोपाल गैस त्रासदी,किस रुप में न जाने कहां होगा फिर बाबरी विध्वंस और न जाने कहां कहां होंगे फिर गुजरात के नरसंहार।

ग्लोबीकरण इसीको कहते हैं बंधु।
इससे निपटने के लिए अभिजनों की भाषा की ऐसी की तैसी।
इस ग्लोबीकरण से निपटने के लिए ऐसी की तैसी।

इसी बीच राष्ट्रद्रोह की नयी परिभाषा भी तैयार है।निवेश के लिए माहौल बिगाड़ना। विनिवेश के लिए माहौल बिगड़ना,विदेशी प्रत्यक्ष निवेश का माहौल बिगाड़ना,विनियंत्रण विनियमन,साँढ़ संस्कृति के लिए माहौल बिगाड़ना,कारपोरेट बिल्डर प्रोमोटर राज का माहौल बिगाड़ना,निजीकरण का माहौल बिगाड़ना भी जाहिर अपराध है।

मसलन हाथेगरम उदाहरण, नई दिल्ली में आस्ट्रेलियाई प्रधानमंत्री के भारत दौरे के खिलाफ चाणक्यपुरी स्थित दूतावास के सामने शांतिपूर्ण प्रदर्शन कर रहे कार्यकर्ताओं को गुजरी 4 सितम्बर 2014 को पुलिस ने हिरासत में ले लिया और नजदीकी थाने में बिठाए रखा. बातचीत के दौरान चाणक्यपुरी पुलिस थाने के एस पी ने आरोप लगाया कि ऐसे प्रदर्शन देश में निवेश का माहौल बिगाड़ रहे हैं।

जो निवेश का माहौल बना रहे हैं या दूसरे अर्थों में जो नियम कानून ताक पर रखकर राष्ट्रीय संसाधनों के विदेशी निवेशकों के हवाले करते हैं,जाहिर है आज के राष्ट्रभक्त वे ही हैं।राष्ट्रीय नेता भी वही जो स्वयंसेवक बहुराष्ट्रीय।खलिस स्वयंसेवक भी खारिज।

वैसे ही मनुष्य अब फैक्ट्री में गढ़ लिये जायेंगे या फिर क्लोन कर लिये जायेंगे आईटी आधारात डिजिटल देश का मकसद भी वही है और बायोमैट्रिक नागरिकता का मकसद भी वही।राष्ट्रीय क्लास रूम कामकसद भी वही।

अब कोई कैसे हिम्मत करके कह दें कि आंतरिक सुरक्षा के लिए जो सबसे भयानक चुनौती यह मुक्त बाजार है,जैसे वह कानून व्यवस्था और अमन चैन को तहस नहस करनेवाला साबित हो चुका है।

भाषा,संस्कृति,अस्मिता और धर्मन्मादी देश के हिंदुत्व राजकाजमध्ये मुक्त धर्म को भी विकृत करने में भारी कामयाबी हासिल की है मुक्त बाजार ने।

नागरिकों की आस्था का ऐसा सेक्सी कारोबार का चलन कभी रहा ही नहीं है।ऐसा गुरु गोलवलकर पर्व मनानाे का अवसर भी कभी बना नहीं है,जब धर्म नाश के लिए धर्मोन्माद का इतना व्यापक और गहरा और बारीक बहुआयामी वैज्ञानिक प्रयोग हो रहा है।

मस्तिष्क के नियंत्रण का यह पद्म प्रलय है,जब दिलों में तेजाब भर दिया जाये और दिमाग को सुन्न कर दिया जाये।ताकि भावनाओं के उन्माद में विवेक और मनुष्यता की कोई भूमिका ही नहीं रहे।

यह दिलों का कारोबार है।यह आंखों का जश्न भी है।यह हुश्न की बेनकाब बहार है।बर्बादी का आलम भी लेकिन यह है तो कयामत का आलम भी यही।बस,हमारा दिमाग काम नहीं कर रहा है।

कर्मचारियों को न विनिवेश की चिंता है,न विनियमन,न विनियंत्रण,न छंटनी,न लाकआउट,न मुद्रास्फीति और न मंहगाई की कोई परवाह है।

वह तो विकाससूत्र धारीदार और सुंगधित में धंस गया है।छठा वेतन आयोग की सिफारिशें लागू हो चुकी हैं और अब सातवें आयोग का बेसब्र इंतजार है।

पीएफ का जो हो सो हो,उसकी जेबें मुक्तबाजारी सरकार ने हमेशा गर्म रखने का ख्याल रखा है।

मारे जायेंगे संगठित असंगठित क्षेत्र के ठेका मजदूर,कामगार और कर्मचारी,जिनके लिए अब श्रम कानून भी खत्म है।

`6.5-lakh-crore Employees’ Provident Fund Organisation (EP FO), has finally opened its mind about entering the stock market, after nearly a decade of vehement resistance to a finance ministry pitch to park a part of its kitty in equities. To start with, it is looking at deploying 5% of its corpus in stocks, index funds and exchangetraded funds, based on the recommendation of a high-level committee set up by EPFO that ET has reviewed.
To make this possible, EPFO has said the obsolete Indian Trusts Act, 1882, needs to be amended to allow trusts to invest in securities that are not backed by the government. The previous UPA government had introduced a Bill to carry out these changes in 2009, but it let the legislation lapse though a parliamentary panel led by BJP's Mur li Manohar Joshi had given its approval. Annual inflows into the EPFO kitty amount to about Rs 60,000 crore but are expected to go up expected to go up sharply thanks to an increase in the salary ceiling for statutory provident fund (PF) contributions from Rs 6,500 per month to Rs 15,000 per month, effective from September 1. The change of stance on equities within EPFO, the country's second-largest non-banking financial institution after Life Insur ance Corporation, is being driven by two imperatives — the need to generate better returns for members and an inability to find suitable investment options that can be compounded by the higher accretions to its corpus expected in the coming months.

देहात में कहावत है कि या तो नौकरी करो सरकारी या फिर बेचो तरकारी।सरकारी नौकरों का विवाह बाजार में भाव पद और वेतन के मुतबिक इतना तेज है कि बेचारे कन्या अभिभावक जिंदगी भर कमाकर भी उनकी मांगें पूरी कर नहीं सकता तो भी विवाह सरकारी नौकर के साथ ही बेटी बहन का करायेंगे।दुल्हन दूल्हे से दस बीस साल छोटी पड़ जाये.तो भी परवाह नहीं।

कर्म संस्कृति के बारे में तो निजी कंपनियों की दलील ही काफी है कि क्यों बेसरकारी करण और विनिवेश जरुरी है।
