Arab League Asks UNESCO to Open Office in East Jerusalem

Mohammed Aziz Ben Ashour, the general director of the Arab League Educational, Scientific and Cultural Organization (ALESCO) asked UNESCO on Tuesday to open an office in East Jerusalem to document and protect against attacks on Arab Islamic and Christian heritage.

The Old City of Bethlehem has been suggested as one of Palestine's first additions to the list of UNESCO World Heritage Sites (Brendan Work, PNN).
Ben Ashour told Palestinian government news wire Wafa on Monday that accepting Palestine as a member in UNESCO was a historical success for Palestinians and their cause. He continued that the presence of Palestine in UNESCO would act as a shield for its heritage and Palestinian identity.

He credited the UNESCO vote, which passed overwhelmingly last week and cost the UN body 22% of its funding when the US withdrew, to the efforts of Palestinian leaders and work by ALESCO.

Ben Ashour said that Palestinian membership in UNESCO opens doors in their quest to get attain full membership in the United Nations, starting with the defense of their heritage and identify. He expressed his happiness that Palestine would soon be able to repair its heritage sites and put them on UNESCO’s list of World Heritage Sites. 

Losing opportunities for reparations in Malegaon

The media representation of Malegaon provides a metaphorical description of all that is bad for a civilised society, whether it is the communal – terror tag, backwardness and religious conservatism. While all genuine needs of a bustling urban space becomes invisible in the media descriptions of Malegaon, all the negative images of the same space is abundant in the public knowledge.
 
While referring to my recent visit to Malegaon to a prominent political scientist in India, the natural response came in the form of an inquiry “Is the place peaceful these days?”
 
The invisibility of Malegaon is not only restricted to the media; policy makers, the political class and even the ever boasted sensitive civil society are indifferent to the concerns of Malegaon and its hapless residents.

Malegaon came to the limelight recently due to the Bomb Blasts of 2006 and the repeated shifting blame games and resultant arrests of nine Muslims from Malegaon five years before in connection with the blasts. The Anti Terrorism Squad of Maharashtra and later the National Investigation Agency (NIA) found evidences of a different kind of terrorism than the Islamic one resulted in arrest of members affiliated to groups having sympathetic or symbiotic relationship with Hindu fundamentalist ideologies for Malegaon blasts in 2008 and its connections with other blasts in the country including the blasts in Samjhauta Express, Ajmer Dargah and Mecca Masjid all in 2007 and Malegaon 2006 are being probed.
 
Though the MCOCA court is currently processing the bail application of the nine Muslim accused, they have already spent five years behind the bars and are still waiting for justice to be done to them. The question is, even if these accused are granted bail or even acquitted, will the damage done to their families in terms of their lost livelihood, respect, dignity and above all the social stigma it has attracted will ever be addressed?

Malegaon is home to almost one lakh fifty thousand powerlooms. These units produce more than one crore meters of cloths a day and employ about five lakh people. Most of the looms in operation in Malegaon are obsolete looms rejected from other parts of the country, repaired and made functional by extremely efficient mechanics of Malegaon.
 
Even after repeated attempts by social activists and community leaders from Malegaon for policy interventions to upgrade the looms to facilitate the growth of the industry, no concrete steps have been taken so far by the government. The proposal for setting up an MIDC centre for Powerloom units in Malegaon has not become a reality even after several years of hectic pushing by the local community leaders due to the unfavourable changes in the Industrial policy.

At the same time, Malegaon has serious deficit of higher education facilities. Almost 17,000 students pass out of HSC every year from Malegaon. A rough estimate of available seats for under-graduate studies in Malegaon stands at around 4200 in the entire Taluka. A good majority of the remaining children either drop out of their education where several of the male members join the powerloom industry and for most of the girls that is the end of their studies. Parents are not so comfortable in sending their children especially the girls out of their township for higher studies.
 
Some informal data from Malegaon also suggests that among the total number of students reach the HSC level majority are girls. Boys who drop out at different levels join the powerloom industry.
 
The recent proposal for setting up a sub-centre of Aligarh Muslim University (AMU) in Maharashtra evoked enthusiastic response from the people of Malegaon. Some of the prominent leaders associated with Noble Education and Welfare Society (NEWS) and Citizens for Development and Peace (CDP) with the strong support from the grass-roots have taken this issue very seriously and worked towards identifying required land for the centre, procuring all the necessary permissions from different departments and getting endorsements for the same by the Department of Higher & Technical Education, the District Collector, Member of Parliament and local MLAs. As the preparations for visit of the AMU team for inspection of the identified land gained momentum, other sites were also proposed for consideration. Khuldabad near Aurangabad was among the prominent sites.
 
There is no doubt that setting up of a sub-centre of Aligarh Muslim University (AMU) either in Malegaon or in Aurangabad will benefit the minority community in substantive ways. However the AMU centre coming up in Malegaon has many long term benefits not only in terms of providing higher education facilities for the people of Malegaon which comprise almost 75 percent Muslims, it gives tremendous opportunities for reparation of neglect of a stigmatised site such as Malegaon for several decades.
 
Moreover the lack of higher education facilities in Malegaon compared to Aurangabad gives all the more good reason for grabbing such an opportunity.
 
Apart from the existence of Dr. Babasaheb Ambedkar University in Aurangabad there are government engineering college, medical college, dental college, women’s engineering college, polytechnic in operation for providing professional education for the people of Aurangabad. Moreover there are several private professional educational institutions within the city of Aurangabad and its outskirts.
 
In the case of Malegaon, there are no mainstream professional educational institutions in the taluka. One private engineering college and a private medical college are located in Chandvad approximately 35 kms from Malegaon. Considering the cultural and religious specificities of the locality, setting up an AMU centre in Malegaon would have been a big step forward for boosting development and social transformation of this city and its people.
 
As the news of AMU expert team’s communiqué regarding the recommendation of Khuldabad site near Aurangabad spread, the people of Malegaon are unable to understand what could be the reason for not choosing Malegaon for the same. One is wondering whether we are losing a golden opportunity for reparation which may result in strengthening of a sense of social and political alienation and denial of development opportunities for the people of Malegaon.
 
For them, the concerns about the backwardness of Muslim communities and localities raised by Sachar Committee Report remain a rhetoric as the situation of their backwardness are never being addressed in concrete terms despite there are several opportunities came the way.

GENEVA: The UN human rights body warned yesterday that the space for freedom of expression was shrinking in Egypt, pointing to two cases where civil society and activists were taken to task for speaking out. "We have been closely following events in Egypt since the ousting of former president Mubarak and are concerned about what appears to be a diminishing public space for freedom of expression and association," said Rupert Colville, spokesman for the UN High Commissioner for Human Rights.

The military trial and jailing of blogger and activist Alaa Abdel Fatah, after his criticism of security forces' handling of protests last month, is one such example of an egregious breach of the right to freedom of expression," he added. The blogger was remanded and accused of inciting violence during the October 9 demonstration by Coptic Christians in Egypt's capital. Activists said the young man was detained as he refused to undergo questioning by the military prosecution on the grounds that the milita
ry itself was implicated in the case. Colville also noted that a restrictive law has been evoked to investigate human rights groups and their funding sources.

Civil society organizations and human rights activists, whose courage and non-violent protest brought about the change of regime in Egypt, must be guaranteed space for open debate, even if it means that the interim authorities are harshly criticized in public fora," he said. "To this end, we call for the release of Alaa Abdel Fateh and all others who have been imprisoned for exercising their fundamental rights to free speech and association," added the spokesman. - AFP

A group led by the Hindu extremist leaders raids a peaceful prayer meeting of Pentecostals. The police intervene and arrest the pastors on charges of forced conversions. In the populous state violence against Christians is on the rise.

New Delhi (AsiaNews) - Police have arrested three pastors of a Pentecostal group, the Gospel Messengers Team (GMT) and the couple who hosted them: the episode occurred on July 13 in Bighapur, Unna district in Uttar Pradesh, on false charges of having tried to convert people of other religions, even by force.

On the morning of July 13 about 150 faithful gathered at the house of Om Prakash for the regular weekly prayer, led by pastors AB Singh, Ganga Prasad and Robert of GMT.

At about 11, about 75 people led by Himesh Dixit, Subhash Bajpai and Chinh Patel, known leaders of the Hindu nationalist Bharatiya Janata Party (BJP), raided the meeting and threatened all those present. They falsely charged the pastors of having forcibly converted people to Christianity and of paying those present to attend. They were warned not to continue their ministry in the city.

After a short time the police arrived, taking away Prakkash Om, his wife and 3 pastors, accusing them of forced conversions and other crimes.

Sajan K. George, president of the Global Council for Indian Christians (GCIC), speaking to AsiaNews has expressed "concern about the situation, law and order is deteriorating, the minority Christian community is facing the wrath of fanatical extremists, both the police themselves. These are symptoms of a [state] failure. "

A young widow, 16 years old, receives no government subsidies. A young man can not register as unemployed. The Bankingia Catholic community can not build its own church, despite being in possession of the certificate of ownership. 

Bhubaneswar (AsiaNews) - No benefit to young widows, property rights revoked, intimidation: Christians in Kandhamal, the epicentre of the 2008 pogrom in Orissa continue to suffer all kinds of harassment, now even at the hands of the district authorities. 

Mithun Digal, a Christian from the village of Beladadi can not register as unemployed in the district of Kandhamal, because the office of the competent police station G. Udayagiri denies him the certificates of residence, caste and income. The reason given is that his father does not have a regular legal land deed, property rights. In fact, after anti-Christian violence in 2008, the office no longer accepted the rent for their land from Mithum’s father.

In the village of Bankingia, completely destroyed during the pogroms, the Catholic community has been prevented from rebuilding its church because of continuing threats from Hindu fanatics. "This – brother KJ Markos, a lawyer, says - though they are in possession of the land deeds." 

Snehal Behera, 16, became a widow four months ago. Hindu radical kills Christian who had testified in court in a Kandhamal pogrom-related case

Michael Digal testified in court in a case connected with the 2008 anti-Christian violence. After purging his sentence, a fundamentalist enticed the victim into a trap and killed him. The Global Council of India Christians calls on the authorities to protect pogrom witnesses.

Mumbai (AsiaNews) – Michael Digal was killed for revenge. The Christian leader and activist testified against Hindu radicals after the Kandhamal pogroms, this according to investigators who are probing his death. Initially, state police had ruled his death accidental before the autopsy report was completed. The decomposing body of the 43-year-old man was found on Wednesday near Baliguda Block, Kandhamal District (Orissa), three days after he went missing, near Mdikia (see “Christian leaded found dead in Kandhamal, Sajan George accuses Hindu radicals,” in AsiaNews, 28 July 2011). It was later moved to the government hospital in Baliguda, where a post-mortem was conducted yesterday. 

According to his relatives, Michael was called from home on a pretext three days before his body was found, and was not seen alive after that. The investigation, conducted with the help of a team from the Global Council of India Christians (GCIC), describes a different scenario than an accident.

Michael Digal, a Christian leader in the Bataguda area, had testified in court in a case related to the 2008 anti-Christian pogroms in Kandhamal District. The man charged with the offence was convicted and sentenced. Once out of prison, he slowly befriended Michael. Last Sunday, this “friend” asked Michael to accompany him in bicycle from Baliguda to Bataguda. Once in the forest, far from prying eyes, the false friend stabbed Michael to death.

“Michael Digal testified in court about a case related to communal violence against Christians. He was brutally murdered by a radical in Mdikia, Baliguda block. The Global Council of Indian Christians (GCIC) calls on the chief justice of Orissa and the high court to instruct the Orissa government to extent witness protection to the Christians who testified against people involved in communal violence in Kandhamal. The GCIC also urges the state government to monitor the activities of Manoj Pradhan and his coteries in Kandhamal,” GCIC president Sajan K George told AsiaNews.

Manoj Pradhan is an Orissa politician involved in two murder cases in connection with the Kandhamal pogrom. Thirty-eight people were killed during the violence and 25,000 tribal Christians were forced to flee their homes (see “Orissa: violence and destruction against Christians accused of killing radical Hindu leader,” in AsiaNews, 25 August 2008).
