A poverty line cap -- Rs 32 in urban areas and Rs 26 in rural areas -- is unlikely to be revised but the Planning Commission would submit a clarification affidavit in the Supreme Court explaining need for expenditure based cap. The plan panel deputy chairperson Montek Singh Ahluwalia, who returned from 10-day foreign visit on Saturday, met Prime Minister Manmohan Singh and admitted that the affidavit saying that per capita per day expenditure of Rs 32/Rs 26 was enough to sustain oneself had created confusion.Hindustan Times Reports!

The Planning Commission deputy chief, who returned from a 10-day foreign visit on Saturday, met the Prime Minister today for the first time since the controversy erupted after an affidavit filed by the Plan panel in the Supreme Court.

Ahluwalia is believed to have discussed the fallout of the controversy relating to the affidavit, which said that persons consuming items worth more than Rs 32 per day in urban areas (Rs 26 in rural areas) are not poor, with the Prime Minister.

As per the affidavit, a family of five spending less than Rs 4,824 (at June, 2011, prices) in urban areas will fall in the BPL (Below Poverty Line) category. The expenditure limit for a family in rural areas has been fixed at Rs 3,905.

The number of poor entitled to BPL benefits, as per the affidavit, has been estimated at 40.74 crore, as against 37.2 crore estimated at the time of accepting the Tendulkar Committee report.

Officials in the Planning Commission have said that providing benefits to more persons would defeat the purpose of the anti-poverty programme.

Congress General Secretary Rahul Gandhi is believed to have intervened in the matter and has reportedly asked the Plan panel to do a rethink on its definition of poverty.

Ahluwalia is also scheduled to meet Rural Development Minister Jairam Ramesh on Monday to discuss the issue.

The government is working on a proposal to issue multi-purpose smart identity cards to all adult citizens by the end of 2013, a move that could result in cost savings for the exchequer.

"The proposal has been made under Citizenship Act amendment made in 2003. The Registrar General of India has proposed to issue smart identity cards to all citizens of the country above 18 years, which is under consideration by the Department of Expenditure," a senior official of the Registrar General and Census Commissioner (RGCC) said.

These cards can be also used in the place of ration, toll and election cards, among others, resulting in lower costs for the government, as a single card could serve various purposes rather than a separate ones for each service.

The official said adults constitute approximately 65 per cent of the country's population and the government estimates that each smart card will cost about Rs 50.

"The final cost will be decided based on the recommendation received from the technical committee which has been set up under the Director General of NIC, B K Gairola," the official said.

He added that the recommendations from the technical committee are expected to be out by October-end.

Among other things, the proposed smart identity cards will carry Aadhar numbers issued by the Unique Identity Authority of India (UIDAI), photographs, biometric data like finger prints and an iris scan of the card holder on an electronic chip.

According to industry experts, these cards could be used by the state and the central government to replace various other cards and even the cost of each card can brought down.

"Both the state and central government can use these smart cards to provide a variety of services. Multi-purpose smart cards have the potential to work for several applications such as ration cards, toll cards, election cards or citizen ID cards or any application you can think of," smart card and biometric market expert S Swarn of Electronics Today said.

Swarn added that cost of cards can also go down if government applications are loaded on the same card, rather than issuing a separate smart card for each individual application.

Last week, Registrar General of India C Chandramouli said the government will start the distribution of approximately eight million smart identity cards in 3,331 coastal area villages in the next two months.

"The basic objective of issuing these cards is to identify citizens of the country and check infiltration. However, more can be done with these cards," the official said.

Turning Point for Morales: Bolivian Police Repress and Detain Indigenous Marchers

On September 25 at 5 pm, approximately 500 Bolivian police officers tear-gassed and used excessive force against camping indigenous protestors outside of Yucumo, in Beni Department. At least one child is reported dead and multiple wounded,[i] although the Morales administration denies these reports. The violent police action presents the most dramatic example yet in a series of incidents that have acutely eroded Morales’s credibility as a representative of indigenous and environmental rights. These growing contradictions, and the administration’s apparent inability to change course has put into question the long-term viability of this government.
Indigenous demonstrators began marching from Trinidad, Beni in mid-August to reach the capital La Paz, in protest of proposed highway construction through their indigenous and protected territory, Territorio Indígena y Parque Nacional Isiboro-Sécure (TIPNIS), without prior consultation as stipulated by the Bolivian constitution.[ii] Colonists, indigenous migrants from other regions sustained blockades to impede the march’s progress, in support of the TIPNIS highway for over a week. The day before, marchers forced Foreign Minister David Choquehuanca, who had been by Morales as part of a negotiation team, to march with them to pass through part of colonizers’ blockade.
Police Tear Gas Marchers’ Camp
However, as protestors camped on the road about 5 km outside of Yucumo, 500 police officers swarmed the campsite. After firing tear gas, police rounded up and detained approximately 700 protestors, who they put into buses and trucks to transport to San Borja, a larger town with an airport. However, residents resisted police by blocking the road and would not allow the buses and trucks to enter the city. Police changed route and took protestors to Rurrenabanque, which also has an airport. This morning, Rurrenabanque residents also blocked their airport and prevented police from taking prisoners away by plane, allowing approximately 300 of the detained marchers to be released from the buses.[iii] The destination of the scheduled flight remains unclear.
Widespread Condemnation of Police Action
The police action provoked widespread rejection from human rights monitors, the press and the general population. The Morales administration’s initial reaction left much to be desired. After spending the day in TIPNIS in an attempt to drum up support for their initiative and proposing a referendum in the two affected departments, Morales officials denied that the police intervention had been violent, and argued that it was merely an effort to impede confrontations between marchers and colonizers. As testimonies, footage and photographers circulated, it became clear that, in the best-case scenario, government officials are badly out of touch.
Police Action Provokes Internal Divisions and Resignations
In La Paz, Defense Minister Cecilia Chacón resigned her post, stating in a letter to President Morales, “I made this decision because I do not agree with the intervention ordered by the government and I cannot defend or justify it.”[iv] CIDOB, an umbrella indigenous organizations involved in the march and others claim four to seven people died from tear gas inhalation; the most significant count being five children, one baby, and an elderly person.[v] Journalists, many who had their cameras confiscated and are being kept at bay by police, report at least one death, a baby, and 37 people unaccounted for after escaping police intervention.[vi] Government officials denied that there were any casualties.
In a press conference, Minister of Government, Sacha Llorenti claimed that police were sent it to prevent conformation between colonizers and indigenous marchers. Furthermore, he claimed the marchers carried bows and arrows, which they used to attack police officers. He also denied that anyone had died or gone missing. He further affirmed that he maintained Morales’ support and would not resign.[vii] Press Minister Ivan Canelas later announced a complete investigation of the incident.
Morales’ Silence Deepens Crisis of Credibility
Protests rejecting the administration’s actions are spreading across the country and a nationwide strike is set for Wednesday. Today, Morales and his cabinet meet in private. In spite of demands for Llorenti’s firing and rumors Foreign Minister Choquehuanca’s potential resignation in protest, the prolonged silence exacerbated the crisis. At this time it appears that the next twenty-fours hours could define the future of the Morales government. Without decisive action to provide guarantees for marchers’ safety acceptance of their demands, legal consequences for the officials ordering and carrying out the violent intervention, the administration may not be able to overcome this scandal. At any rate, Morales reputation as an indigenous crusader for environmental protection has been irreparably damaged.

Exclusive - Concern grows over militant activity in Libya

WASHINGTON (Reuters) - As the dust settles after six months of fighting in Libya, U.S. officials are stepping up efforts to identify Islamic militants who might pose a threat in a post-Gaddafi power vacuum.
U.S. counterterrorism and intelligence agencies have recently produced classified papers examining the strength, role and activities of militant activists and factions in post-Gaddafi Libya, four U.S. officials said. Some assessments examine the backgrounds of anti-Gaddafi leaders with militant pedigrees, and explore whether these individuals, some of whom have publicly renounced Islamic militancy, will stand by their pledges against extremism.
During the half-year campaign by rebels to drive Muammar Gaddafi from power, U.S. and NATO officials downplayed fears that al Qaeda or other militants would infiltrate anti-Gaddafi forces or take advantage of disorder to establish footholds in Libya.
Since then, however, the assessment of top experts inside the U.S. government has sharpened.
"It's of concern that terrorists are going to take advantage of instability" in post-Gaddafi Libya, said a U.S. official who monitors the issue closely.
"There is a potential problem," said another U.S. official, who said both the U.S. government and Libya's National Transitional Council were watching closely. Experts around the U.S. intelligence community "are paying attention to this," a third U.S. official said.
Officials said that while the rebellion against Gaddafi continued, it was difficult to collect intelligence on the rebels. But now that Gaddafi's regime has dissolved, U.S. and allied agencies are taking a closer look.
Bruce Riedel, a former senior CIA analyst who has advised President Barack Obama on policy in the region, said there was particular worry that Islamic militants could use Libya as a base to spread their influence into neighboring countries such as Algeria or areas such as the Sinai peninsula, where Israel, Egypt and the Gaza Strip share borders.
"There is a great deal of concern that the jihadi cadre now are going to be exporting their ideas and weapons towards the east and west," Riedel said.
Riedel and current U.S. officials said one high-priority issue is whether militants can acquire, or have obtained, weapons from Gaddafi's huge arsenals, especially surface-to-air missiles that could be used against commercial airliners.
POWER VACUUM
Another key issue is trying to figure out what militant individuals or factions are presently in Libya. At the moment, two officials said, U.S. and NATO experts assess that a "power vacuum" exists while the shaky transitional council tries to organise itself and set up a new government.
In late August, the Open Source Centre, a U.S. intelligence unit that monitors public media including militant websites, reported that "in recent days, jihadists have been strategizing on extremist web forums how to establish an Islamic state" in the post-Gaddafi era.
"Many forum members, describing the fall of Tripoli as the initial phase of the battle for Libya, have urged Libyan mujahideen to prepare for the next stage of battle against the (National Transitional Council) and secularist rebels to establish an Islamic state," the centre said.
U.S. officials said militant groups have a history of taking advantage of power vacuums to consolidate and expand. The United States and its allies want to avoid a replay of what happened when Afghanistan was governed, patchily, by the Taliban and al Qaeda was able to establish elaborate, semi-permanent training camps.
Another worry is figures with a militant background getting into the higher echelons of the new Libyan government. One new Libyan leader under close scrutiny is Abdel Hakim Belhadj, a former Islamic fighter in Libya and Afghanistan who now commands post-Gaddafi forces in Tripoli.
After allegedly forging ties in Afghanistan with the Taliban and al Qaeda in the wake of the September 11, 2001, attacks, Belhadj reportedly was arrested with his wife by the CIA in Bangkok and later extradited to Libya, where he was imprisoned until 2010. He was released under a reconciliation plan promoted by Gaddafi son Saif al Islam.
In an interview this month with the Al Jazeera website, Belhadj said he was subjected to "barbaric treatment" while in CIA custody and later to "many types of physical and mental torture" in Gaddafi's notorious Abu Salim prison.
Asked about his dealings with al Qaeda, Belhadj said, "We have never been in a relationship with them or joined them in any kind of activity because we could never come to an understanding of (philosophies)."
"Libyans are generally moderate Muslims, with moderate ways of practice and understanding of religion. You can find some extreme elements that are different from the mainstream, but this does not in any way represent the majority of the Libyan people."
Secret British intelligence files recovered by anti-Gaddafi forces from the offices of Gaddafi's advisers show that the British kept a close watch on suspected militants in Britain who they believed were linked to the Libyan Islamic Fighting Group, the main anti-Gaddafi Islamic militant network.
The documents, obtained by Reuters, show that during a February 2005 visit to Libya, British intelligence expressed concern the LIFG might be becoming more militant because some al Qaeda links were emerging. But in a 2008 visit, British officials reported that some UK-based Libyan militants had qualms about closer ties to al Qaeda.
A person familiar with British government investigations of militants said U.K. authorities believe that LIFG, as a group, abandoned violence in 2009, although individual Libyan militants remained active in al Qaeda's central core.
Some U.S. and British experts said today's militants may have no connection with vintage LIFG fighters. They fear that young militants who fought against Gaddafi will be angered if Libya's new government is seen as too close to the West.

Rising deficit: Government must do more than a mere delaration

The government will borrow an extra Rs 52,872 crore from the market this fiscal due to a lower pool of small savings and a dip in its cash balances carried over from the previous year. It is not enough to declare that the government will meet its fiscal deficit target, regardless.

Concrete cuts in expenditure and additional revenue mobilisation must be announced. Of the extra borrowings, Rs 18,000 crore is due to a shortfall in small savings collections. This, in any case, was a government claim on private savings, even if not mediated by banks.

So, the additional, unanticipated demand from the government on private savings is for Rs 35,000 crore. Rightly, the announcement has raised concerns over interest rates hardening and crowding out of private investment. However, given the fragile state of the world economy, India cannot afford to slip on growth. Reforms are needed to maintain growth. One, the government should cut mounting fuel subsidies.

It must implement the decision taken, in principle, to deregulate diesel prices. This would keep fiscal deficit under check and stem inflationary expectations. It would release, for others, a sizeable amount of loans that oil companies secure now from banks to make up for under-recoveries - the difference between the claimed cost price and realised price.

Two, it should allow third parties, such as organised retail players, into oil marketing. An end to cartelisation in oil marketing will compel public sector oil companies to stop padding costs and lower claims on under-recoveries. Three, the government should also push for divestment even if the markets are depressed. Four, the tax base must be widened to raise more resources.

The way ahead is to implement the goods and services tax. With inflation close to double digits, the real returns from small savings are negative. Investors are, instead, betting on gold, an unproductive asset. The government could try to mop up at least the shortfall in small savings through new inflation-indexed bonds.

These could draw in investors in these volatile times. The political leadership must take time out from perpetual crisis management to attend to the needs of the economy.
